SAN DIEGO (KGTV): The San Diego Sheriff's Department has a new tool to help keep deputies safe as they fight the war on drugs.The department just bought 15 TruNarc devices. The hand-held scanners can detect and identify drugs without the deputies having to come into physical contact.Previously, to determine what kind of drug was present at a crime scene, law enforcement would have to scoop a small amount into a kit for testing. The TruNarc uses laser technology to scan through plastic bags.This technology has become increasingly important with the rise of drugs like Fentanyl. Just a microscopic amount can cause an overdose, which has made first responders wary of handling it.The TruNarc can identify more than 200 different drugs and takes less than 2 minutes to complete the scan and give a presumptive result.San Diego Sheriff's Deputies used it earlier this month when they encountered an unconscious man in San Marcos. He was covered in white powder. Deputies called for the scanner and found the powder was Fentanyl. They called for a hazmat team to clean the scene. Officials with the department say the device likely saved the man's life, as he was able to get the medical help he needed. They say it also may have saved the officers, who didn't have to touch the man or the powder until after the scene had been made safe.The devices cost ,400 each. A grant from the Honorary Deputy Sheriff's Association helped pay for them. One has been given to each sub-station around the county. There is also one at every jail and another at the High-Intensity Drug Trafficking Area office. 1617

SAN DIEGO, Calif. (KGTV) - Realtors say all the signs point to a busy spring and summer in San Diego."It's heating up a little bit," says Markus Feldmann, with the Pacific Real Estate Center. "We see a very active market again."Home prices have come down from their record peak in August of 2018. That month, CoreLogic reported that San Diego's median home price was 3,000. Feldmann says you can increase your deposit. You can also decrease the length of inspection time from the traditional 17 days to 10.RELATED: How housing got so expensiveMost importantly, though, he says if you have a home you like, write a letter to the seller explaining what you like about the house and why you want to buy it."It personalizes the transaction," says Feldmann. "This way a seller is going to see who is the buyer and they may have a preference. They may prefer a family or a couple over an investor. He also says there are some simple ways to spruce up the house that will make it more attractive without costing too much money."Be aware of clutter and maybe move some furniture out of the house to make the rooms look bigger," he suggests. "Put a little investment into the front yard. Put some color in, put some flowers in, maybe use some bark to delineate the flower beds. Just improve on the general appeal of the house. Those small things can have a big payout."Feldmann says it's also crucial that sellers stay patient after they list a home."Let the property sit on the MLS for a few days, don't just accept the first offer that comes," he says. "Let it breathe like a good glass of wine. The agents can often work out things like escrow times, rent-back agreements and other details to make sure that things go smoothly."Don't lose hope," he says. SAN DIEGO (KGTV)-- Bridging the gap between the community and the police department, the Fairmount Park Neighborhood Association threw a party for the men and women who patrol their streets every day. Daniel Palmer and Russ Connelly reminisced the good old days when the original owners from the 1950s took good care of the then-new Fairmount Park community. "Being in the area that is in the center of everything, it's very desirable," said Connelly, president of the Fairmount Park Neighborhood Association. But as the years went on and the homes changed hands, so did the vibe of the neighborhood."The streets were dirty and the houses were getting more dilapidated," Palmer said. Palmer said there were numerous reports of drugs, break-ins, and speeding problems along Parrot Street."We have a straight part of a downhill side of the street called the 'Parrot Way speedway,'" Connelly said. "A person was hit and run just a couple of hundred yards from my house," Palmer said. But the moment they shared their concerns with patrol officers, they said something changed. Instead of merely ticketing offenders, they said the officers took the time to engage with the community."I think that's had an effect on a lot of the neighbors because they suddenly seem to slow down, watch for traffic, watch what's going on," Connelly said. "You see people putting a coat of paint on their house. You see people picking up their yards. People are happier. They feel more secure," Palmer said. So as a token of their appreciation and hard work, the Fairmount Park Neighborhood Association threw a party for the Mid-City police officers and elected officials who make their area safe. Thank you, they said, for making Fairmount Park the desirable, sweet community it once was. "It's more of a family environment than it was five to six years ago. In all honesty, it's a lot cleaner. People are more friendly. There's more participation, more interaction. And I think that's in conjunction with cooperation of our local governments and our San Diego Police Department," said Palmer. 2081

  

SAN FRANCISCO (AP) — A judge ordered California's attorney general to release police misconduct records predating Jan. 1, when new transparency legislation took effect.San Francisco Superior Court Judge Richard B. Ulmer, Jr. on Friday also rejected arguments by Attorney General Xavier Becerra that his office should not have to release records of local law enforcement.The legislation was designed to guarantee public access to disciplinary records involving investigations into officer shootings, use-of-force incidents and incidents involving officer misconduct.The tentative ruling was a win for the First Amendment Coalition and National Public Radio member KQED-FM, which sued Becerra's office for records under the legislation."Judge Ulmer's order sends the clear message that the Attorney General is not above California law," said David Snyder, the coalition's executive director.In response, Becerra's office said Friday it would release records from before 2019 but only those regarding Department of Justice officers. The office said in a statement that requiring the office to release records involving other departments "would result in duplication of efforts."The judge ordered the attorney general's office to meet with the coalition and KQED to work out the logistics of releasing records.Ulmer said the 1st District Court of Appeal had already decided that the law is retroactive. He also dismissed the argument that making the attorney general provide records of local law enforcement would be burdensome.Ulmer said lawmakers could not have been oblivious to the potential cost of carrying out the legislation, and "the people will likely be agnostic as to which tax-funded agency foots the bill." 1724

  

SAN DIEGO, Calif. (KGTV) - Five years since it was last open to the public, the iconic "Plunge" swimming pool is finally set to welcome San Diegans at Belmont Park."Oh, we're so excited. It's highly anticipated," said Belmont Park spokesperson Michelle McKee.The pool was one of the original attractions when the amusement park opened in 1925. However, it had run into hard times in recent years and has been closed for much of the last decade. One management company went bankrupt. The next came up with a renovation plan, only to discover dangerous, corroding conditions inside, leading to the pool's closure in 2014. Work finally began in earnest in 2017, tearing out much of the Plunge infrastructure, while trying to maintain a link to its historic nature."It was a wonderful pool," McKee said. "We wanted to maintain the structure of some of those elements, so that remains here in the pool."A signature element, a large mural by the renowned artist Wyland, had to be removed. In its place is a new, bright, open look. Windows surround the pool, giving swimmers a view of the ocean. A retractable roof will help control the climate inside the glass space.The high-end gym company "Fit" is building a club on the upper floors. Fit will manage the pool. Members will have access to the pool. The public can purchase day passes. With a dynamic pricing plan, adult passes will begin at .Some San Diegans who have been to the plunge in the past worry that the price point will drive out locals and turn the Plunge into a tourist haven."I feel like when it's not tourist seaon, like summer when there's not many tourists, it's just going to be there. I don't think a lot of people will be going to it," said Makenna Gingrich."Spending is outrageous," said Scarlett Clancy.The Plunge will have its grand reopening July 4. Passes are currently on sale.
