SAN DIEGO (KGTV) -- Nearly 140 pounds of liquid methamphetamine and two pounds of heroin were discovered inside a vehicle’s gas tank and spare tire at the Otay Mesa Port of Entry Monday, U.S. Customs and Border Protection says.According to the agency, the drugs were discovered after a detector dog alerted officers to the undercarriage of the vehicle around 4:30 a.m. Monday.Following the alert, officers guided the driver, a 52-year-old woman who is a citizen of Mexico and lawful U.S. resident, to a secure location for inspection.RELATED: Previously-deported sex offender arrested by Border Patrol in San DiegoThat’s when, according to CBP, officers found the drugs hidden inside the gas tank and spare tire.The driver was turned over to agents with Homeland Security Investigations while a 71-year-old female passenger was released.The narcotics are estimated to have a value of 5,000. 901

SAN DIEGO (KGTV) -- Police Wednesday released bodycam video following a deadly officer-involved shooting in Oak Park in late January. The graphic video opens with San Diego Police Chief David Nisleit explaining what led up to the shooting. According to Nisleit, officers spotted Toby Diller, 31, on the 2900 block of 54th Street with an open container of alcohol. RELATED: Officers, suspect identified in deadly Oak Park shootingNisleit says officers activated lights on their patrol car and tried to make contact with Diller, but he ran away. Video of the incident shows the officers, later identified as Benjamin Downing and Devion Johnson, running after Diller before catching up to him. At that point, Nisleit says Diller resisted arrest, grappling with police on the ground. "The officers gave him verbal commands to stop resisting, but he refused to cooperate,'' Lt. Matt Dobbs previously said. That’s when Johnson opened fire on the 31-year-old suspect. Diller died at the scene. Johnson has been with the department for two years and Downing for five. SAN DIEGO (KGTV) -- Neighborhoods near the Miramar Landfill are reporting a resurgence of awful odors they believe are coming from the landfill. "You come out the door in the morning and it just hits you," said Matty Wuest of University City. About a mile away, fellow resident Janis Deady concurs. "Like last night at in the morning," she says, "the smell woke me up out of a dead sleep." So, exactly what does it smell like? The distant neighbors are at no loss for words. "If you take the natural gas smell," said Matty, "Mix that with dog poop and vomit. That's what it smell like." Janis said she'd lived near the landfill for more than 20 years without an issue, but that changed about three years ago. "All of the sudden in the 2016 we started smelling putrid, disgusting, horrid smells."The distant neighbors say complaints in 2016 lead to hearings with the San Diego County Air Pollution Control District; resulting in fines for the City of San Diego and mitigation measures that appeared to solve the problem. But in recent weeks they say the smell is back."You shouldn't have to live like that," said Janis, "Not when we pay these taxes." A public information officer for San Diego said by phone the short story is the rain. That as soon as the Miramar Landfill has a chance to dry out from all the recent rains, the odors will dry up as well. But residents say that's not sufficient. "I hope the city would mitigate this and not blame it on the rain or other excuses." Said Matty. "Bottom line," said Janis, "It's got to stop. This is from 2016 to now. We shouldn't still have these odors."Along with a phone interview, the city's public information office provided the below email to 10News:New measures currently in place or will be in place shortly as noted:Using special covering machine that applies plastic to working face each night. 2. SAN DIEGO (KGTV) - Parents with students in the San Diego Unified School District are concerned after finding out the state medical board subpoenaed doctors who wrote their students medical exemptions for vaccinations.The district’s physician, Dr. Howard Taras, tells 10News, “We have many more medical exemptions over the past two years than we’ve ever had before.”Taras worked with the district for 30 years and says the increase in medical exemptions concerned him, so he brought it to the Committee on Infectious Diseases of the American Academy of Pediatrics.“I gave them loose data, like how many kids in the school district had medical exemptions that any doctor would see as a very worthwhile reason and how many were coming from doctors that were not very sound reasons in common medical practice," Taras said.The committee then took that list to the Medical Board of California. Now, parents in the district are upset knowing their child was included in a list sent to the state.“I’m absolutely appalled at the irresponsibility to have compiled this list in the first place. This is nothing that should have ever been getting out," a mother who did not want to be identified told 10News.10News learned the medical board is now investigating and has already subpoenaed 32 doctors who wrote medical exemptions for students in the district. A parent shared the letter that was sent home with their student with 10News. The letter states the information being subpoenaed includes:1. The unredacted copy of medical vaccination exemption letters 2. The name and date of birth of all children with medical vaccination exemption 3. The name(s) of the parent and/or legal guardian 4. The contact information of the parent and/or legal guardian “This is a violation of FERPA this is 100 percent unethical and I would say illegal based upon what’s taken place," a parent said.The district’s litigation specialist explains all parents have the right to seek protective action to prevent the disclosure of records. “If some of the actions that I and the medical board have taken lead to fewer medical exemptions, I really truly believe we will save people from fatality," said Taras.A representative with the state medical board responded to our request for more information saying, “The Board does not provide information on its complaints and investigations as both are confidential by law.” 2398

The tweet added, “It is always our goal to keep our communities safe.”Smith had been staying at a motel around the 78 corridor which caused concern for North County community leaders. “I just don't feel good about this situation,” said Melanie Burkholder, candidate for CA State Assembly's 76th District. “This is a very sick individual. He does not need to be roaming the streets,” she said Monday morning.The Orange County District Attorney's Office says Smith claims to have killed three boys and molested 200 others.San Diego County Undersheriff Mike Barnett spoke to ABC10 News on Sunday night. “He liked to be referred to while he was in the state mental hospital as Mr. RTK, which is rape, torture, kill,” he said.It was last Tuesday when he said the CA Department of State Hospitals released Smith from Coalinga psychiatric facility without any restrictions under Megan's law, meaning he is not required to register as a sex offender.Deputies say he's served his time and is free to go where he wants.Before arriving in San Diego, the 59-year-old went to Orange, Corona and Lake Elsinore which sparked outrage in Los Angeles. In an effort to avoid any violence, San Diego deputies did not share his exact location but offered reassurance he was under 24-7 monitoring.The Orange County District Attorney's Office said Monday that its waiting for answers from the Governor’s Office as to why the state released him from the hospital and why the CA Attorney General's Office reportedly revoked his sex offender registration requirement in 2005.Monday, the Attorney General's Office referred ABC10 News to the Department of State Hospitals which said that it couldn't release information because of patient privacy laws. 1889
