(KGTV) — Whale watchers off the coast of Dana Point were recently treated to the sighting of a lifetime.A rare gray orca calf was spotted swimming in a pod of whales by a pilot, before the message was relayed to Capt. Todd Mansur of Dana Wharf Whale Watching.Mansur said the sighting by itself was a rare occasion on its own."The feeling you get when you get to see, not only orcas, but then to see that baby and how it stood out so much," Mansur recalls. "I've been doing this for longer than most people have been alive. And I have had killer whale encounters in Southern California less than 10 times."The gray orca is one of two that have recently been documented by scientists. The other was seen off the coast of British Columbia."There were people on the boat that were crying. That's how excited they were," Mansur said.Mansur says there's no way to know what gives the rare orca its gray color. It could be a gene or a disease."Unless we actually collect a DNA sample from all of them and scientifically match things up," Mansur said. "But for the passengers on board, it was the spot of a lifetime." 1117

(KGTV) — City officials are investigating an incident caught on video between an African American man and a white La Mesa Police officer that led to the officer being placed on leave.The video, posted to Facebook this week, shows the incident that occurred at the Grossmont Trolley Station on Fletcher Parkway. The city said the footage appears to "indicate that a LMPD officer detained an African American male, and in the process, the LMPD officer administered physical contact."The video footage starts after an altercation had already begun between Amaurie Johnson and the police officer. It then shows the escalation and Johnson being placed in handcuffs. Johnson is told that he's being charged with assaulting an officer and led to a police vehicle.RELATED: La Mesa officer in arrest video placed on leave, pending investigation“For that situation to escalate the way it did, and for the cop, you know, to stand firm in his beliefs that I should be detained or taken in with no prior evidence or reasoning, I think that should be seen by the people,” Johnson said in an interview with 10News.He said he was waiting for his friend at the trolley stop, near a building where that friend lives.Johnson said an officer started questioning him and he gave him the information that he wanted.The nearly six-minute video shows a heated verbal exchange between Johnson and the officer. It also shows the officer forcefully push Johnson into a sitting position onto a nearby bench.Johnson told 10News at no point did he resist or assault anyone."I feel as though people that look like me, um, feel the same way I do and we're tired of it. We're tired of having to deal with stuff like that,” he said.Johnson said he was cited with assaulting an officer and resisting arrest.The La Mesa Police Department did not respond to our request for information about the citations. The department also didn’t respond to our request for the officer’s body camera video or release the name of the officer involved in the incident.On Thursday, the La Mesa Police Department issued a statement, saying they are "aware of a video circulating on social media depicting an interaction between a police officer and a citizen at the Grossmont Trolley Station yesterday. We immediately began a review of the incident to find out what happened. The La Mesa Police Department takes all allegations of misconduct very seriously and asks that any member of the public with information or video regarding this incident contact us at (619) 667-1400."The city says it has started a special investigation into the incident and that the officer involved has been placed on administrative leave pending the outcome of the investigation. 3147

The Asthma and Allergy Foundation of America ranked cities on factors including the pollen score, medicine utilization per patient, and board-certified allergists per patient. Overall, San Diego was 88 out of 100 cities, with average scores for pollen and allergists, and above average for medicine utilization. The worst California city on the list was Fresno at number 31. “Allergies are a major public health concern, with more than 50 million Americans suffering from allergies every year,” according to the AAFA. Climate Central tracked data which suggest climate change may increase in the future."Global warming is extending the freeze-free season, giving plants more time to grow, flower, and produce pollen," according to the Climate Central study. (KGTV) - Wait times at Southern California Department of Motor Vehicles offices have some drivers traveling hundreds of miles to avoid long lines.The DMV in the high desert town of Needles has some of the shortest lines in the state, KABC reported. When a news crew arrived at 10:30 a.m. Monday, there were only two people waiting in line."It's really nice. Not like back at home in L.A. County," one customer said to KABC.RELATED: New system and REAL ID to blame for long DMV linesAlthough the DMV's long lines are infamous, the situation worsened when the DMV started processing information for California’s REAL ID. The modified license will be required for travel in some states and access to secure federal facilities after October 1, 2020.A spokesperson for the DMV said the agency is monitoring wait times at all 172 field offices across the state."Generally speaking, the busiest offices tend to be the ones located in major metropolitan areas," spokesperson Jaime Garza said to KABC. "Offices in the rural areas tend to be less crowded."RELATED: California DMV now taking applications for REAL IDTo improve the wait times in San Diego, the DMV recently extended hours at several local offices and added Saturday hours. There are also self-service kiosks to speed up the process.A recent check of wait times at the Hillcrest DMV showed customers with appointments waiting 15 minutes for services. Those without appointments had a wait of two hours and 20 minutes. San Ysidro, Poway, San Marcos and Chula Vista had the longest wait times.
