SAN DIEGO (CNS) - San Diego City Councilman Chris Cate will unveil 190 new parking spaces in the congested Convoy District in Kearny Mesa Tuesday before the City Council reviews that neighborhood's community plan."If you've been to the Convoy District, you know that finding a parking space can be extremely challenging," Cate said."My office has unwaveringly supported the small businesses in this hub for Asian cuisine and culture. To ensure this community project came to fruition, we spent countless days working side-by-side with business owners to ensure they were included in this process. Over the past eight decades, the commercially and industrially dense neighborhood has transformed into an iconic San Diego community, featuring the Convoy District, which recently formed a "Pan Asian Cultural District."Cate, in June of 2016, began the process of implementing angled parking in the Convoy District at the community's request. Two years later during his State of the District address, he announced the installation of 200 angled parking spaces would immediately begin.A total of 190 angled parking spaces have been added in the neighborhood, including 45 on Dagget Street, 80 on Vickers Street and 65 on Opportunity Road.The existing community plan for Kearny Mesa has not been updated since 1992. For the past two years, the San Diego's Planning Department has led the Kearny Mesa Community Plan update to determine how Kearny Mesa will develop in the future. SAN DIEGO (CNS) - The Board of Supervisors voted unanimously Wednesday to approve million in aid for businesses affected by San Diego County's slide into the most-restrictive purple tier of the state's four-tiered coronavirus monitoring system.Greg Cox and Nathan Fletcher, co-chairs of the County of San Diego's COVID-19 Subcommittee, proposed making million in general funds available to provide relief to businesses negatively impacted by the indoor closures mandated by the purple tier."Due to the massive spike in COVID-19 cases and very concerning increases in hospitalizations we have to take action to slow the spread in San Diego County," they said in a joint statement. "Through no fault of their own, COVID-19 highest risk entities have to stop indoor operations. While we know this step is vital to help slow the spread in our community, we want to step up and help those impacted..."Our goal for the million is to provide relief to restaurants, gyms and other entities that have been directly impacted by the indoor closures due to our county's purple tier status. We want to provide this critical relief to them as our community works to slow the spread and stop the surge of COVID- 19 cases."Funds will also be available for event businesses, such as caterers and party planners.Cox, board chairman, said during Wednesday's virtual special meeting that providing the right critical relief for businesses is a priority."I realize we're in a situation none of us created," he said. SAN DIEGO (CNS) - San Diego County public health officials have reported 445 new COVID-19 infections and four deaths from the illness, raising the county's total to 42,414 cases and 734 deaths.Two women and two men died between Sept. 7 and Sept. 10 and their ages ranged from the mid-50s to late 80s. All had underlying medical conditions.Of the 8,531 tests reported Friday, 5% returned positive, moving the 14-day rolling average of positive tests to 4.5%, well below the state's 8% guideline. The seven-day average number of tests performed in the county is 6,627.Of the total positive cases in the county, 3,278 -- or 7.7% -- have required hospitalization since the pandemic began, and 777 -- or 1.8% -- were admitted to an intensive care unit.County health officials reported no new community outbreaks on Friday, lowering the number of outbreaks in the past week to 13.The number of community outbreaks remains above the county's goal of fewer than seven in a seven-day span. SAN DIEGO (CNS) - San Diego County's unadjusted unemployment rate fell in September with multiple industries in the county showing employment increases, the California Employment Development Department announced Friday.San Diego County's overall unemployment rate fell two-10ths of a percent from 3.6 percent in August to 3.4 percent in September. The September rate was also lower than the county's unemployment rate one year ago, when it sat at 3.7 percent.Total nonfarm employment increased in September compared with August by 700 jobs while agricultural employment increased by 100 jobs. Nonfarm employment now sits at 1,479,500.Government and educational and health services jobs all saw month-over-month increases in employment, largely due to the end of summer recesses and breaks according to the EDD. Local and federal government jobs increased by 5,100 in the county while educational and health services jobs increased by a total of 1,600.The leisure and hospitality industry saw the biggest decline in month-over-month job numbers, losing 2,000 jobs due to the end of summer recesses and breaks. Leisure and hospitality also saw year-over-year losses of 1,700 jobs.Yearly nonfarm employment increased 26,900 jobs, or 1.9 percent, between September 2017 and 2018,  while farm jobs increased by 100 from 2017 to 2018, a 1.1 percent growth rate. The agency has issued a flash flood warning that will be in effect from Wednesday morning through Thursday evening in coastal areas and the inland valleys Rainfall totals through Friday could reach 3 inches in the San Diego County mountains, 2 to 2.5 inches in the inland valleys, 1.5 to 2 inches in coastal areas and less than two-thirds of an inch in the deserts, NWS meteorologist Miguel Miller said.
