SAN DIEGO (KGTV) -- With distance learning and the fall semester approaching, college students are struggling with what to do about apartments they are no longer moving into.Nicole Ah Mow lives on the Big Island in Hawaii. Ah Mow was excited to help her daughter move to San Diego, as she prepared to attend San Diego State University as a third- year transfer.“We heard that a lot of these apartments get filled up pretty quickly, so we wanted to get in on it quite early,” Ah Mow said.They found 5025 Apartments near the campus and signed a lease to move in later this month. As the pandemic got worse and universities started weighing between in-person or virtual learning, Ah Mow asked the complex if there was any flexibility.“Basically [they] just said at this time, there's no other option,” Ah Mow said.“Everyone is very stressed out,” said Erin Rounds, managing attorney with the Tenants Legal Center.She said they have been flooded with calls since the pandemic began.“Tenants do still have rights and they have enhanced rights right now,” Rounds said. “Landlords need to be understanding and sympathetic and follow the law.”She said its critical families go over their contract. Rounds said there are limited circumstances where you can break a lease. “The sooner you let them know, the better that situation's going to be,” Rounds said.She advised anyone looking to break a lease to contact an attorney.In Ah Mow’s situation, emails from the assistant community manager in early July said they are "unable to terminate [her] lease."In late July, the apartment complex managers gave her three options: move in and pay the rent, allow the complex to find someone to take over her daughter’s spot and pay the fees, or Ah Mow needed to find someone herself and pay a 0 reassignment fee.“I’m stuck between a rock and a hard place,” she said.Not knowing the area, she opted for 5025 Apartments to find someone. However, she told Team 10 she had to pay close to ,000 upfront including more than ,500 in rent difference.She understood some of the fees, but for her “to pay the difference, I think that’s really harsh on their side.”Team 10 called and sent several emails to 5025 Apartment managers. Nobody would answer any questions.“A lot of people are really having hard times and I would think some students couldn't even afford to go back to college if their parents had lost their jobs or something,” Ah Mow said. 2437
San Diego (KGTV) - A San Diego doctor convicted and deported due to child pornography charges is back working in the medical field.In 2006, Dr. Jacques Lemire pled guilty to possessing child pornography.More than a decade after he was stripped of his medical license in California, the Toronto Star discovered Lemire was able to get a new license in Canada."I'm not working with patients; I think it shouldn't be disclosed,” said Lemire.He explained in a phone interview with a Toronto Star reporter that he doesn't think the disciplinary actions he was dealt in the United States should be listed on his current license in Quebec.“The fact that I’m doing administrative, I’m not working with patients. I think it shouldn’t be disclosed,” he said. “I’m not even close to any patient.”In the late 90s, Lemire was at the top of his medical game in San Diego.He specialized in pediatric kidney transplants and 10 News even featured him in a 2001 story. But, in January 2004 that rising career came crashing down.Lemire was arrested for possessing child pornography. Investigators were tipped off when Lemire took his laptop in for repairs. A technician found images of children engaged in sexual acts.Lemire pled guilty to possessing child pornography in 2006. Also, his medical license was revoked, according to records Team 10 obtained from the Medical Board of California.In sentencing transcripts, the court noted that although Lemire is guilty of possession of child pornography, examining professionals did not determine him to be a pedophile.Lemire spent about year behind bars and was deported to Canada around 2008.A decade later, reporters for the Toronto Star found Lemire working in a medical setting. They discovered he now “reviews medical files for Quebec's public health insurance program.”The publication's series, “Bad Doctors who Cross the Border can Hide Their Dirty Secrets” reveals how doctors crisscross the Canada-U.S. border while a broken system keeps the records of their crimes, malpractice and disciplinary rulings secret.The Toronto Star discovered, “A year after the U.S. government deported Lemire, Quebec's physicians' college granted him a license." According to their investigation, “From 2010 to 2014, Lemire was permitted to practice only in Quebec ‘institutions,’ and he spent three years at an old-age home for retired nuns. He was not explicitly restricted from treating children, and the institutions category includes child and youth protection centres.”On its website the Quebec College lists Lemire as having an active status, but his practice is limited to administrative tasks without clinical activity.What's not listed in his profile is any disciplinary action taken against Lemire by the California Medical Board or U.S. courts. It lists a phone number to call for more information.Team 10 asked the Medical Board of California to comment on Lemire’s current situation in Canada.In a statement a spokesperson said, “The Medical Board of California (Board) is committed to consumer protection, transparency, and notifying consumers and out-of-state jurisdictions when a physician has been disciplined in California. The Board posts disciplinary actions on its website and sends subscriber alerts whenever a doctor has been disciplined. In addition, the Board regularly posts updates on its Twitter and Facebook pages whenever a doctor is disciplined. The Board works with the Federation of State Medical Boards and National Practitioner Data Bank to notify jurisdictions outside of California when doctors have been disciplined here.”Team 10 investigator Adam Racusin asked how situations are handled if a doctor is disciplined in another country, then applies for a license in California? The spokesperson said, “Whenever a doctor who is disciplined in a jurisdiction outside of California and applies for a license in California, the Board reviews the discipline as part of the licensure process.”In his interview with the Toronto Star, Lemire said officials with the medical college were presented with all the information and they agreed that he would get his license back. He believes he served his time and should be allowed to keep being productive.In response to 10News questions and the Toronto Star investigation a spokesperson for the Collège des médecins said they always check the disciplinary and criminal backgrounds before accepting and licensing a doctor. SAN DIEGO (KGTV) -- Young adults in the U.S. are moving more frequently than they did in 1960, according to a new report by Zillow. Data from San Diego, however, paints a different picture. According to the site, 33.8 percent of young adults in 1960 lived in their current home for less than two years. In 2017, more than 45 percent of young adults had lived in their current home for less than two years. San Diego, however, bucks the trend. In America’s Finest City, in 2017 the share of young adults who lived in a home less than two years is 50.6 percent, down from 54.4 percent in 1960. The data show that young San Diegans are moving less than in 1960. Among young adults who recently moved in the San Diego area, more than 68 percent moved within the metro, while 9.4 percent moved from a different metro in the state and 22.3 percent moved from outside the state. According to Zillow, changes in workplace norms have contributed to the changes in housing tenures. Zillow also says that, rather than climb the corporate ladder, many young adults move from one role or job to the next. SAN DIEGO (KGTV) -- Tuesday evening, San Diego’s City Council approved a strategy that will make it easier to create housing in commercial areas.The changes allow more businesses to add living spaces and authorize more locations where live/work quarters are permitted.The move created an amendment to the rules currently in place on living and working quarters as part of an earlier update to San Diego’s land development code.“This is going to put underutilized commercial and industrial spaces to work in tackling San Diego’s housing crisis,” Mayor Faulconer said. “Lifting restrictions on housing will bring new life to old buildings and allow businesses owners to live where they work. SAN DIEGO (KGTV) -- Voters across San Diego County could end up with the final say over massive housing developments proposed for the backcountry.That's if voters themselves approve an initiative headed to the March 2020 ballot. The measure, called S.O.S., for Safeguard our San Diego Countryside, would trigger a public countywide vote anytime the County Board of Supervisors moves to increase density in the general plan to make way for more housing. "When you put cities where there are no roads, where there isn't fire service, there aren't schools, the cost of the infrastructure is going to be borne by the general taxpayer," said Mark Jackson, with the Yes on S.O.S. campaign. But a group of developers, economists and union are sounding the alarm about the initiative, which they say would make the region's housing crisis even worse. A county report found that the public vote would add a year of delay to projects and increase the cost by as much as .3 million. Meanwhile, housing prices would rise as supply remains tight. "Many new officers have young families, and those families are hit the hardest by anti-growth and anti-housing measures like S.O.S.," said Jack Schaeffer, president of the San Diego Police Officers Association. Both sides agree San Diego County needs more housing. However, the proponents of the measure note the general plan already calls for 60,000 new homes for all income levels. Those opposed counter that those would largely be expensive, built on multi-acre lots. They add that this initiative could impact development proposals with as little as six housing units. The initiative made its way to the March ballot after the "yes" campaign got 107,000 signatures. That's the same election in which voters will decide the fate of the massive Newland Sierra development in Escondido, a 2,000-home master plan the county approved in 2018.
