A police body-camera recording released Wednesday shed more light on the house party that earned six Miami University students citations for violating COVID-19 health orders over Labor Day weekend.There were 20 people inside the house on Saturday afternoon, when an Oxford police officer arrived to break up the party. In the recording, he approaches a group of young men sitting outside and asks to speak to someone who lives in the house.One steps forward and admits he knows he’s broken the state’s rule against gatherings larger than 10 people.The officer takes his ID, runs it through a police database and discovers that its owner had tested positive for COVID-19.This exchange follows:Officer: I’ve never seen this before. There’s an input on the computer that you tested positive for COVID.Student: Yes.Officer: When was this?Student: This was a week ago.Officer: Are you supposed to be quarantining?Student: Yeah. That’s why I’m at my house.Officer: So you have other people here, and you’re positive for COVID?Student: I mean…Officer: You see the problem? How many other people have COVID?Student: They all do.Officer: Everybody has it?Student: Well, and them — [gestures to house across the street]Officer: And everybody over here has it?Student: Well, I think two.Officer: That’s what we’re trying to prevent, man.Student: I know.Officer: We’re trying to keep this town open.Student: I know. That’s why I’m staying home.Six men who lived in the house were cited, a civil penalty that carries no criminal charge but comes with a 0 fine.Miami University has been the single largest contributor to Butler County’s case count since mid-August, according to Ohio Gov. Mike DeWine. He and Miami University president Gregory Crawford attribute the school’s cases — 1,084 of them, most diagnosed in the last two weeks — to off-campus house parties exactly like the one recorded over the weekend.Although Miami delayed the start of in-person instruction, Crawford said upperclassmen moved back into town in August and began partying when they got there."Those early weekends in August, we saw an uptick in parties and gatherings,” he said. “I think that’s what is responsible for the surge today.”It’s a surge that is, for now, unique among schools in the Cincinnati area. The University of Cincinnati, a similarly-sized campus, recorded only 147 cases in the last two weeks.Miami has instituted a mandatory testing policy for students, and Crawford on Wednesday announced the school would resume in-person classes starting Sept. 21.A university spokesperson did not respond to questions about whether the students involved in Saturday’s party would be suspended. DENVER, Colo. -- When a cop receives a call about a suspect with a gun from dispatch, their mind starts racing. “You start going over tactics in your mind. You start walking through the worst-case scenario, typically, of how you’re going to respond to and handle this incident,” said Don Mihalek, a former Secret Service agent. But what if that info wasn’t quite right? The person calling 911 made a mistake. That can end in tragedy. Paul Taylor is a former police officer and officer trainer. When running simulations with officers, he noticed something that caused some concern. “One of the things that I saw is that I could drastically change use of force decision making and outcomes with small pieces of information at the front end,” said Taylor. The use of force can mean a lot of things to police, but in this case, we’re talking about firing a gun. Taylor noticed if he changed some of the information officers received in the simulations, it could change the whole outcome. So, when he moved to academics with the University of Colorado Denver, he decided to test the theory. “A person appeared on the screen with their hands in their pockets, the person matched the description from the dispatch call. And after a little bit of time, a person rapidly produced a cell phone from their pocket,” said Taylor. He ran a simulation where officers responded to a trespassing call. Sometimes, they got an update saying the suspect was on a phone or they had a gun. “The group got the gun dispatch or gun update. They shot the person more than twice as often. So, when the person produced a cell phone, they shot them 62 percent of the time,” said Taylor. That’s more than twice as often as the group that got no update. Only six percent of the officers who were told the suspect had a cell phone fired a shot. “All studies have shown that eyewitnesses tends to be the most unreliable testimony, and also you need to take into adrenaline, fear, people are trying to process this dynamic situation that they’re not used to seeing,” said Mihalek. “Unfortunately, sometimes eyewitnesses may not get things 100 percent accurate,” said April Heinze with the National Emergency Number Association. Heinze works with an advocacy group for 911 dispatchers. “The intake that’s received by the callers that are in extreme circumstances is based on their emotions and perceptions. There’s a lot of adrenaline going through your system,” said Heinze. Heinze says the 911 system is 50 years old and isn’t taking advantage of new technology that could help get officers more accurate information. “You know we’re talking about texts, and pictures, and video, and two way video and things like that,” said Heinze. Taylor doesn’t disagree that witnesses give inaccurate information. “We know that, from the time we’ve been playing tin cans or telephone as a kid, that information changes as it passes between people,” said Taylor. But Taylor doesn’t want law enforcement to rely on the public getting better at reporting crimes. Instead, he wants authorities to develop policies and procedures around the human element. That means assuming that people calling 911 are going to make mistakes and learning from your mistakes. “Where we find human error, whether that’s in aviation, nuclear power plant operation, medicine, we find an opportunity to improve, but that doesn’t seem to be the case in policing,” said Taylor.  3436

"So it was on our receipt and we did pay for it."Another day, she was billed for Red Bull energy drink."Just recently, on the 8th, a Red Bull was added at the end of the shopping cart," she said. "I guess they were thirsty and needed energy and decided to add on a Red Bull."She wonders how many others she's missed.Angel is executive director of a collection of group homes for the disabled, and orders groceries for them several times a week.It's those disabled clients, she says, who are being ripped off.Complaints increase as orders surgeA recent report in USA Today claims a growing number of customers accuse Instacart shoppers of stealing their groceries.Instacart's Facebook page has a number of complaints of similar mystery charges.It was pretty much inevitable that during a pandemic, with so many shoppers now ordering online and so many more people having to be hired to fulfill those orders, that we would see an increase in complaints.Instacart says orders have surged 300% this year, and it has hired tens of thousands of new shoppers to handle the load.It says each are thoroughly checked out before being hired, but says occasional errors and problems do happen. But It notes that "in these rare instances ... customers should contact Instacart care to have their order refunded."Terri Angel has one other piece of advice: Go over your receipt every time."Absolutely," she said. "Check your bill. LACKLAND AFB, Texas – The Centers for Disease Control has now confirmed a 15th case of the new coronavirus, officially named COVID-19, in the United States. Thursday, the CDC said the new patient was among a group of people under federal quarantine at JBSA-Lackland in Texas who recently returned to the U.S. from China on a State Department-chartered flight that arrived on Feb. 7. This is the first person under quarantine at JBSA-Lackland who had symptoms and tested positive for COVID-19, according to the CDC. The new patient is currently isolated and receiving medical care at a designated hospital nearby. This isn't the first case of an evacuee being diagnosed with COVID-19. The 13th and 14th cases of the virus were found among evacuees who were flown last week from Wuhan to Marine Corps Air Station Miramar in Southern California. This newest COVID-19 case was the first confirmed in Texas. The other 14 cases have been confirmed in California, Illinois, Massachusetts, Washington state, Arizona and Wisconsin.Health officials say there will likely be additional COVID-19 cases in the coming days and weeks, including people who recently returned from Wuhan. While 195 people were discharged from quarantine on Tuesday, more than 600 people who returned on chartered flights from Wuhan remain under federal quarantine and are being closely monitored to contain the spread of the virus.In China, the government said Thursday that more than 59,800 people have been infected with the virus and the country’s death toll has risen to 1,367, 1564
