SAN DIEGO (KGTV) -- The San Diego Police Department says pedestrian fatalities are going up in California - so they're cracking down on drivers, pedestrians and those violating laws that pertain to motorized scooters. All of this, just as new reports show a flood of scooter-related injuries backing up local emergency rooms. Wednesday night SDPD sent out targeted patrols to downtown and Lincoln Park. Two spots where pedestrian and bike collisions have increased in the last three years. In many cases, traffic violations led to those crashes. 10News watched as officers ticketed more than 50 people, and gave out more than 20 warnings. SAN DIEGO (KGTV) -- The San Diego Unified School District Board voted Tuesday evening to support a package of bills making their way through Sacramento that would put a moratorium on new charter schools. There are four separate bills before the state legislature. Among other things, the measures would put a five year moratorium on new charter schools, increase local control by preventing charter schools from locating outside their district and put a cap on the number of charter schools that can open. San Diego Unified Trustee Richard Barrera helped draft the resolution in support of the bills. "We've got plenty of great examples of seeing laboratories of innovation that have happened over the past 25 years; however, what I think the law did not predict, was that charters have expanded very rapidly. There are organizations that kind of create chains of charter schools that go and pop up in different places around the state," said Barrera. He said the moratorium would not affect existing charter schools. "Let's think about the whole system; let's think about what's good for every kid, nothing in these bills affects existing charter schools. In fact, I believe these bills protect existing charter schools because they are as vulnerable to some new school popping up, that may or may not succeed, but in the meantime, you've got that movement of students back and forth," said Barrera. Barrera said roughly 16% of students in the district attend charter schools at a cost of approximately million dollars a year. There are nearly 50 charter schools in the district. Supporters of charter schools said the board's vote was motivated by politics and money. "I think they're kind of greedy, the public schools. They're wanting the money, for each student they get so much money," said Charles Taich, whose daughter attends a charter school. The California Charter Schools Association says the resolution the board passed isn't focused on students or families. "It really isn't about students. If you look at the resolution itself, it doesn't talk about parents and students. It just talks about districts and money and the information is not factual, so we want to address that," said Miles Durfee, Vice President of Regional Advocacy for the California Charter Schools Association. Durfee said they'll continue their fight at the state level. "The Charter Schools Association has worked really hard with members to really make sure we increase the quality of charter schools and we know schools need to continually improve, but we really believe that charter schools are one vehicle to do a great job to give choice to parents," said Durfee. 2667

SAN DIEGO (KGTV) - The number of rising COVID-19 cases is causing a nationwide shortage in testing supplies, and some San Diego institutions are looking for ways to tackle the deficit.“I think it’s going to get worse in the short term, so institutions all across the country need to be preparing as if it’s going to get worse,” said Dr. David Pride, the director of molecular microbiology lab at UC San Diego Health. “Across San Diego, institutions have been coming to us experiencing shortages of testing supplies.”Pride said UCSD Health has been looking at pool, or batch, testing as a possible solution to the shortage problem.“There’s the option of rather than having one patient per one test, to try to put multiple different patients together and try to perform one test on that pool of patients together,” he said.This type of testing could help UCSD’s current testing supply last much longer, he said.“They could take a nasal swab, a nasopharyngeal swab, and an oropharyngeal swab. We take those specimens, and we put them together,” Pride explains.He said the key is to spot the large number of patients who need to be tested but don’t appear to have symptoms of COVID-19.The group swabs would then be combined and tested at once.“If that pool is negative, then all the patients are negative, and if that pool is positive, then you need to go back and test each one individually,” he said.The strategy could be put to use in the next week or two, according to Pride.“It’s something that we certainly have validated to demonstrate that it can work,” he said. “We have submitted our strategy to the FDA and have gotten pretty good feedback about doing it.”However, Dr. Eric McDonald, the county’s epidemiology department's medical director, said with the current positivity rate across the county, the technique may not be too beneficial at all labs.The County of San Diego announced this week that it’s changing who can get a test as its free sites.The priority will be people who fall under the high-risk category, like healthcare workers and those with underlying health conditions.The county also announced a partnership with a local company that would provide up to 2,000 COVID-19 tests per day. 2215
