SAN DIEGO (KGTV) — A third Marine has reportedly tested positive for coronavirus at MCAS Miramar.The Marine is currently quarantined at his home, MCAS Miramar officials told 10News.Navy medical staff is investigating anyone the Marine may have had contact with, as well.No further information on the base's third case was immediately released.Last week, a Marine tested positive for coronavirus after returning from leave in Washington state where he was visiting family. Then Saturday, the base confirmed a second Marine tested positive for the virus.Those two Marines are currently in isolation and quarantined in an empty barracks that was designated to treat potential cases of COVID-19.MCAS Miramar is currently a quarantine site for individuals evacuated from Wuhan last month and passengers aboard the Grand Princess cruise ship. Those quarantined passengers are being treated by Centers for Disease Control and Prevention staff.The two Marines who had contracted coronavirus last week did not have any contact with cruise passengers, according to the base. MCAS Miramar officials say the base has implemented increased hygiene practices in accordance with the CDC to treat personnel. 1199

SAN DIEGO (KGTV) - After 20 months of Immigration and Customs Enforcement (ICE) detainment, a Congolese father fighting for political asylum has reunited with his family. The newly paroled father went to a church service in San Diego with his family for the first time since 2017."Constantin has been reunited with his family," Pastor Colin Mathewson of St. Luke's Episcopal Church said. Sunday was Constantin Bakala's first time at church with his family since his parole. In 2017, the former computer engineer took his family and escaped from the Republic of Congo after he said they received multiple death threats by the new government. They somehow made it to San Ysidro to seek political asylum. But there, the family was separated and Bakala was held alone at four different ICE detention facilities on the East Coast. Meanwhile, while his wife Annie and seven children were released in San Diego. Through a French translator, Bakala spoke to 10News."Because of the distance between my detention and family, communication was very difficult," Bakala said. The family's only form of communication was the phone. For months, the Bakalas and their friends fought for reunification. 10News was there as they rallied at an ICE office in downtown San Diego and at church events. Earlier this year, Bakala's first parole request was denied. Five lawyers, 30 volunteers, and 20 months later, Bakala was granted parole. On Aug. 19, 2019, Bakala arrived at San Diego International Airport with a single duffel bag."[It was] pure joy when I hugged and kissed them," Bakala said. His eldest daughter, Marie Louise, could not contain her joy."I am really grateful to God and to all those people who are helping me and my family to be together," Marie Louise Bakala said. She previously told 10News that all she wanted was for her father to be there when she celebrated her 18th birthday. Her wish came true."I'm just really happy because my birthday will be next month, and my dad is here!"The Bakalas' journey, however, is not over. As Bakala adjusts to his new life as a parolee, the family awaits their trial. But now, they have each other.Constantin, Annie, Marie Louise, Emmanuel, Daniel, David, Augustine, Moises, and Joseph are together at last.In his broken English, Bakala told 10News: "I thank everybody who are before me to understand the condition from where I am coming."Constantin Bakala's case has been moved to California. SAN DIEGO (KGTV) - A San Diego nonprofit is hoping to tackle the homeless crisis with a creative solution.The nonprofit, Amikas, envisions a San Diego where every woman and child has a safe place to live in.They hope to build emergency sleeping cabins, which could temporarily house homeless women and children as they look for a permanent place to live. "They're small, they're immediate, they go up in a matter of days, and so we can house a lot of people very quickly with this solution," said Shanna Welsh-Levin, President of Amikas.Designed by San Diego-based Treecycling, the homes are inexpensive and can be built within 24 hours. The cabins are mobile, able to be dismantled within a few hours. "We built these things like houses so they feel like homes," said Gabriel Stafford, with Treecyling. The house built this week is on display at the Meridian Baptist Church in El Cajon. The ultimate goal would be to run a two-year pilot program, creating an emergency cabin village to test the idea. Welsh-Levin is inviting city leaders and the community to come to learn more about the effort. 1105

SAN DIEGO (KGTV) - An apologetic teenage girl explained how she crashed her mother’s car into her neighbor’s garage in Encanto Friday.13-year-old Akasha Alexander had been taught how to start the BMW in the morning to help her mother. On Friday, the car was parked a big too close to the edge of a steep hill.The girl pulled the clutch and the car took off, crashing through the neighbor’s fence, clipping a water line, and ending up in the garage.“I see the fence go down and i'm like, oh no, and then all I see is boom,” said Alexander.Neighbor Melvin Glover’s daughter and grandchildren are visiting him for Easter. They said the impact shook the Glover home and frightened them all.The car was towed from the home.Alexander said she plans to bake Glover a red velvet cake. 784

SAN DIEGO (KGTV) - A water line break forced Hard Rock Hotel guests out of their rooms Sunday night.San Diego Fire officials said that about 2 inches of water from the 7th floor leaked down to the 5th and 6th floors beginning around 10 p.m. at the hotel on 5th Avenue. The water was shut off shortly after 11 p.m.Some guests had to leave their rooms because of the flooding.
