SAN DIEGO (KGTV) — Teachers, grocery workers and police officers are among those slated to receive the COVID-19 vaccine in the next phase, but there is still debate about how best to prioritize those industries during the rollout.After the vaccine reaches individuals in Phase 1A, frontline healthcare workers and people in nursing homes, a CDC advisory panel recommended Sunday that Phase 1B consist of people aged 75 and up and certain high-risk essential workers.About 30 million essential workers fall into this category. Ultimately, it will be up to states and local health departments to determine which of those essential workers get first access to the lifesaving vaccines.“I feel like we're on an organ transplant committee deciding who gets the liver and gets to survive. It's a tough decision,” said Dr. Christian Ramers, a member of San Diego County’s vaccine advisory group.There is particular focus on when to vaccinate teachers. Nevada’s preliminary plan is to put teachers and transit workers ahead of food and retail workers. On the other hand, Louisiana’s plan is to vaccinate prison guards and food processing workers before teachers.“I really hate that idea that we are pitted against other essential workers,” said California Teachers Association president Toby Boyd.There are health and economic considerations surrounding the timing of immunizations for teachers. On one hand, there’s broad agreement that in-person learning offers superior educational and emotional outcomes for children, along with significant child care benefits for families.“It’s going to help economically because it will allow parents to go back into the workforce without worrying about their child,” Boyd said.On the other hand, education can happen virtually while jobs like policing, firefighting and food processing cannot. There are also questions about the relative risk of transmission in a classroom compared to other work settings.“[In] a school environment, you can basically control the environment with your policies, with your air conditioning system, with mandatory masking,” said Dr. Ramers. He said other industries, such as food handling, present more risk.“We want to stick really to who has the highest risk of catching the disease because of the constant exposure, and then who has the highest risk of dying of the disease? Those are really the two main driving principles that we're trying to balance,” he said.A group of scientific advisers to Governor Gavin Newsom met Monday to discuss the vaccine priority schedule.Last week, the governor’s vaccine advisory group suggested three industries should be considered for priority within Phase 1B: emergency services workers, food and agriculture workers, and education and child care employees.The task force noted the following specific jobs. 2819

SAN DIEGO (KGTV) - The homeless population in San Diego County has decreased over the last year, according to a San Diego task force.  Every year, the county conducts a tally of how many people are homeless on a single night in January. This year’s count, done on January 26, was coordinated by the Regional Task Force on the Homeless.The task force says the number of homeless throughout the county has decreased six percent to 8,576. However, the number of homeless veterans went up to 1,300 - a 24 percent increase. Supervisor Ron Roberts, the Homeless Task Force Chairman, says permanent housing still needs to be a priority. “Seeing the overall number decline was a positive reversal, but there are far too many swings in data to declare a trend or to not see other areas where we need to increase our focus,” said San Diego County Supervisor Ron Roberts, who chairs the RTFH. “We continue to face many challenges, highlighted by a lack of new housing, a condition that squeezes hardest those with the fewest resources."RELATED: Volunteers count number of homeless living in San DiegoThe numbers from the federally-mandated Point-in-Time Count (PITC) show the number of sheltered and unsheltered homeless people in each of the county’s 18 cities, as well as in unincorporated areas.The County will present the full report, with a more in-depth analysis of the data, to the task force at 3 p.m.The PITC is meant to help communities and policymakers understand their regions’ most current challenges and areas with the most pressing need for limited funding. 1594

SAN DIEGO (KGTV) — The City of San Diego approved a -million contract for a feasibility study and designs for a multi-purpose training facility for first responders.The contract was approved Wednesday by the Active Transportation and Infrastructure Committee. Councilman Chris Cate said he is very excited about the opportunity, "the goal in this endeavor is to have a central location for both our firefighters and our police officers to have a viable long term solution for their training facility."Currently San Diego Police and Fire train at a facility just north of Terminal 2, at Lindbergh Field.Along with asbestos problems, the entire facility will come down to make way for the Pure Water San Diego Project, that will turn wastewater into drinking water."We have to be in construction before that because all of those guys have to be out of there," Cate said the deadline is 2027. He hopes by that time a permanent facility will be open for the first responders.Some of the items on the wish list, "classrooms, virtual simulations and testing/tactical obstacle courses, life-size training buildings, home simulations simulating burn scenarios, and many other necessary components required for a safe city."Cate said another important part of the process is weighing the opinions of neighbors, both in households, and businesses. One woman who works nearby said she's worried how much traffic a facility like that could bring.Cate is most concerned about police, fire and SWAT personnel, "it's incumbent upon us as policy makers to make sure that they have all the tools that they need to do their jobs very well for the public."The study is set to be completed by Summer 2020. SAN DIEGO (KGTV) -- The family of Rebecca Zahau said they are filing a new lawsuit against the San Diego County Sheriff's Office for refusing to provide access to records regarding the sheriff's investigation into her death.The family is also petitioning on the San Diego County Medical Examiner - both current and former - to change her cause of death to homicide or undetermined from suicide.On July 13, 2011, Rebecca Zahau’s nude body was reportedly found hanging from a balcony at the Spreckels Mansion in Coronado. Investigators said her hands and feet were bound with red rope. The same red rope was discovered hanging over the balcony.Authorities said Adam Shacknai called 911 to report her death. Shacknai was staying at the mansion that was owned then by his brother Jonah Shacknai, Zahau's boyfriend.Zahau, 32, had been babysitting her boyfriend’s 6-year-old son Max when he suffered serious injuries in a fall down a staircase at the home. The boy died from his injuries five days later.The San Diego County Sheriff’s Department and Medical Examiner’s Office ruled Zahau’s death a suicide. Authorities have suggested she took her own life out of remorse and sorrow over the boy’s injuries.The Zahau family rejected the suicide conclusion, and for many years, they have believed she was murdered by Adam Shacknai. SAN DIEGO (KGTV) -- The City of San Diego announced Tuesday that the transformed Super 8 motel in Egger Highlands will be used to temporarily serve families and children experiencing homelessness amid COVID-19. The city's purchase and transformation of the motel was approved by the City Council in 2017. The transitional housing units will eventually be used to serve those enrolled in the San Diego Misdemeanants At-Risk Track. The program was created by the City Attorney's Office for chronic misdemeanor offenders with acute drug addiction, according to the city. For now, the recently-renovated motel will provide temporary housing for children and families struggling with homelessness. “We’re looking at every opportunity to help those families and children experiencing homelessness during these trying times,” Mayor Faulconer said. “The rehabilitation of this motel couldn’t come at a better time as the need for temporary shelter has never been greater. I want to thank City Attorney Elliott for partnering with me to provide safety and relief to so many families as we fight to stop the spread of this deadly virus.”The city started moving families to motel rooms in March to allow for proper physical distancing. “During this challenging time, it's more important than ever to ensure our most vulnerable community members are protected,” City Attorney Elliott said. “I am gratified to be able to transition our S.M.A.R.T. on Palm facility to provide temporary emergency housing for families in this time of dire need.”The facility has 42 transitional housing rooms, 39 double-bed units, and three units that meet the Americans with Disability Act standards, the city says. 1693
