Lawmakers have agreed to ban the sale of tobacco products to anyone under the age of 21 and repeal three health care taxes designed to help pay for the Affordable Care Act as part of the sweeping year-end spending agreement, according to multiple people involved in the talks. The restriction on tobacco sales has long been a push by a somewhat odd compilation of members, ranging from Senate Majority Leader Mitch McConnell a Kentucky Republican, and Republican Sens. Mitt Romney of Utah and Todd Young of Indiana, and some of the chamber's top Democrats, including Sens. Richard Durbin of Illinois, Tim Kaine of Virginia and Brian Schatz of Hawaii. Those lawmakers have been looking for a means to get the prohibition across the finish line, and now they've found one by attaching it to a must-pass series of bills to avoid a government shutdown. The final version of the bill is expected to be released later on Monday, and the increased age restriction for tobacco purchases is one of several provisions outside the spending measures themselves that will be attached to the broader .4 trillion spending agreement and likely become federal law.The medical device tax, health insurance tax and "Cadillac" tax on employer plans -- all of which have faced bipartisan opposition on Capitol Hill and have been targeted by health care industry lobbyists for years -- would also be repealed in the agreement, the people said. Their opponents on Capitol Hill have been looking for a popular bill that they can be attached to, and this spending package is the last train leaving the station in 2019.Negotiators have also agreed to extend the Export-Import Bank for an additional seven years and provide financing to shore up miner pensions that are at risk of running out of money, the people said. The spending bill also includes million for gun research at the Centers for Disease Control and PRevention and the National Institutes of Health, which has long been a Democratic push. It wasn't easy, and at times there was doubt, but defending champion the US can look ahead to a mouthwatering quarterfinal clash against host France after a 2-1 win over a resolute Spain. In the US' toughest challenge at the Women's World Cup so far, two Megan Rapinoe penalties, one in each half, secured progress to the last eight. When Spain conceded a fifth-minute penalty -- Maria Leon bringing down Tobin Heath in the box -- it seemed as if the US would go on to accrue another healthy scoreline, just as it did in the group stages.Jill Ellis' team had qualified for the last 16 having scored 18 goals in three games and not conceded, becoming the first team in World Cup history to qualify for the knockout stages with a +18 goal difference. But before this tournament questions were being asked of the US' defense and for the first time in France it was put through its paces and breached. In trying to play out from defense, Becky Sauerbrunn lost possession on the edge of her box and Spain pounced with a delightful finish from Jennifer Hermoso. The defending champion created more chances -- Rapinoe twice missed opportunities to give her team the lead -- but so too did Spain, catching out the Americans' high defensive line on a couple of occasions. After the break, Spain's ploy of slowing the pace of the game by keeping possession was successful in frustrating the tournament favorite until Leon took a swipe at Rose Lavelle's shin and the referee pointed at the spot.Though it was the slightest of contacts, a VAR check rubber stamped the decision and Rapinoe coolly slotted home.More to follow.The-CNN-Wire? & ? 2019 Cable News Network, Inc., a Time Warner Company. Landscaper Jeremy Wagner says he quickly realized there is a lot of money to be had in the industry once he found an app called "Lawn Love."Wagner left his day job to work in the gig industry using the app to serve those who need lawn care help.In one week, he had 70 clients lined up through it."That kind of gave me a leg to stand on, to be like, 'OK, I'm going to jump into this business without the risky part of finding customers and how do I make sure they pay me,' " Wagner said.As an independent contractor, Wagner signs into the app and agrees to do a job, then just shows up. For customers, the app makes finding a landscaper easy.Customers get a quote and price on the app after the lawn care service person looks up the square footage of the yard using Google Maps. 789
