VISTA, Calif. (KGTV) - Neighbors in the 700 block of Lemon Avenue in Vista say they were stunned as they watched a landlord pull out a pistol and start shooting at his tenant.Neighbors tell 10News there have been screaming matches at the home in the past. They say the landlord had been trying to evict a tenant who was living in the garage. The neighbors did not wish to share their names out of fear for their family's safety.The watch commander said they received a 9-1-1 call around 6 p.m. when the first shot was fired. Deputies arrived and investigated, then left when they couldn't find the landlord.Around 7:50 p.m. the landlord returned and, according to the watch commander, fired several shots at the tenant.Neighbors said it sounded like fireworks. They said they saw the landlord cocking his pistol, they believed it jammed.A video provided to 10News by neighbors shows deputies with rifles drawn approaching the home.They arrested the landlord and his associate.Details on the man, the associate, the tenant and the charges are not currently known. 1070

WASHINGTON (AP) — A federal judge on Thursday halted a deportation in progress and threatened to hold Attorney General Jeff Sessions in contempt if the mother and daughter weren't returned to the U.S.U.S. District Judge Emmet G. Sullivan of Washington learned in court that the two plaintiffs in a lawsuit before him were being removed from the United States and confirmed later that they were on a plane headed to Central America. He said any delay in bringing them back would be intolerable.If they fail to comply, the judge said, Sessions, Homeland Security Secretary Kirstjen Nielsen and other senior Homeland Security officials would have to convince him not to hold them in contempt of court.The Department of Homeland Security was bringing the pair back to the United States on Thursday after the plane landed in El Salvador. The mother and daughter did not disembark in the Central American country."This is pretty outrageous," Sullivan said in court, according to The Washington Post. "That someone seeking justice in U.S. court is spirited away while her attorneys are arguing for justice for her?""I'm not happy about this at all," the judge said, according to the Post. "This is not acceptable."The woman — identified in court as Carmen — is a plaintiff in a lawsuit filed this week against the administration by the American Civil Liberties Union over efforts to prevent immigrants from seeking asylum because of domestic and gang violence in their home countries. The lawsuit asks the judge to invalidate Sessions' June 11 decision to restrict the kinds of cases that qualify for asylum.The judge imposed a halt Thursday on deporting Carmen, her daughter and six other plaintiffs. Last Thursday, just past noon and eight minutes after Samantha Sanchez left her home on Olive Drive, she got an alert of noise near her door.When she got home, she saw her front door, busted and wide open."Felt violated. Disturbing," said Sanchez.A motion activated camera she had just installed to monitor her dog Harley - who suffers from epilepsy and is prone to frequent seizures - had captured part of what happened. On the video, the sounds of something being jammed into the door can be heard. Harley then starts to growl. The video stops and then skips 12 seconds. In the next images, Harley is seen sitting, staring at an open door. Sanchez believes the intruder never got inside because of her 30 lb. Frenchie."Thank God for Harley," said Sanchez.When it comes to Frenchies, there are snorter and non-snorters. Harley is definitely the former."You can see how he would be mistaken for a bigger, more aggressive dog just by how loud he is," said Sanchez.Sanchez cant help but smile when she thinks about what greeted the burglar at the door."Harley is my hero. He saved us," said Sanchez.His actions unfolded even though he may have needed the saving. A fresh urine stain that day meant he likely had a seizure during or after the break-in. But this hero wouldn't be stopped. "Harley got a new bed. Harley got a new toy and sausages. Harley gets whatever he wants now," said Sanchez.Sanchez says Harley will remain on alert. WASHINGTON (AP) — A federal appeals court has ruled that the first federal execution in nearly two decades can proceed as scheduled on Monday. The ruling from the 7th U.S. Circuit Court of Appeals overturns a lower court order that had put the execution of 47-year-old Daniel Lewis Lee on hold. Lee, of Yukon, Oklahoma, had been scheduled to die by lethal injection on Monday at a federal prison in Indiana.He was convicted in Arkansas of the 1996 killings of gun dealer William Mueller, his wife, Nancy, and her 8-year-old daughter, Sarah Powell. 555

VISTA (KNSD) - A Carlsbad man who allegedly drugged and sexually assaulted a 16-year-old girl and raped a woman he met online was charged Wednesday with 17 felony counts.Michael Fangman, 47, faces between 20 and 25 years in state prison if convicted of charges involving the minor, identified only as Jane Doe 1, and the woman, identified only as Jane Doe 2.Fangman was arrested shortly before 8:25 a.m. last Friday at his home, Carlsbad police Sgt. Reid Shipley said.Carlsbad police have been investigating since March when they received the first report of sexual assault. The 16-year-old girl contacted police on March 18 and alleged that she had been sexually assaulted by Fangman, who she had met online, Shipley said.The criminal complaint includes allegations that between March 11 and March 16, Jane Doe 1 was sexually assaulted and was given heroin by Fangman during that timeframe. He faces 14 counts related to Jane Doe 1, as well as three pertaining to Jane Doe 2, including forcible rape.According to the deputy district attorney, Benjamin Barlow, all of the alleged acts took place in Carlsbad in the month of March of this year. The judge ordered a no contact order with Jane Doe 1 and Jane Doe 2.
