ATHENS, Nov. 11 (Xinhua) -- The third Forum on the Development of Tibet concluded here on Friday after discussions on efforts to promote the world's understanding of Tibet and enhance the cooperation between China and the rest of the world with regards to Tibet's development.This year marks the 60th anniversary of Tibet's peaceful liberation. During the two-day event, delegates from Greece, Britain, France, Germany, India and Nepal expressed their opinions on Tibet's modernization and put forward valuable advice and suggestions based on their own experience and research findings.Some of the foreign delegates have visited Tibet many times before. PARIS, Dec. 23 (Xinhua) -- French health authorities on Friday urged 30,000 women to remove the local-made breast implant, pledging that relevant expenses would be covered by the state.The health ministry said in a statement that they spot "no increased risk of cancer currently in women wearing the PIP (Poly Implant Prothese) brand compared with other implants.""However, well-established risks associated with these prostheses are rupture and irritant gel may lead to inflammatory reactions, making it difficult to explant," the statement added.French Health Minister Xavier Bertrand advised French women who have the PIP implants to get them taken out "as a preventive measure but not of an urgent nature." The removal of the implant will be at the state's expense.The recommendation came after eight cases, mainly breast cancer, were reported recently among women with PIP implants.The involved implant was produced by the French company PIP, once the world's third-largest producer of silicone implants who sold its products to tens of thousands of women in more than 65 countries, mainly in South America and western Europe.

UNITED NATIONS, Jan. 19 (Xinhua) -- China's Permanent Representative to the UN Li Baodong said here Thursday that caution should be called for in metering out sanctions in international affairs.Li made the remarks when addressing a Security Council open debate on the question of justice and rule of law."We are in favor of improving the UN sanction regime on the basis of extensive consultations so as to improve its credibility, procedures and establishing effective monitoring mechanisms and to establish strict criteria, define timelines, " Li said."Sanctions should be only carried out on basis of facts and evidence. Double standards must be avoided. Impacts against civilian lives and social economic development must be minimized," the ambassador said.Stressing that the UN chart and the fundamental principles of international law as established in it should be upheld, Li said rule of law in international relations should be strengthened.The Charter as well as principles of international law established in it constitute the call of rule of law in international relations and represents the bedrock for developing rule of law in international relations, he said."In the conduct of international relations and international affairs, adherence to the Charter and other fundamental principles of international law, such as respect for national sovereignty, non-interference in internal affairs, fulfillment in international obligation in real earnest is the essence of promotion of international rule of law," said Li.According to the Charter, UN Security Council resolutions constitute the integral part of international rule of law. Promotion of international rule of law requires strict implementation of the Security Council resolutions by member states, he added.

BEIJING, Dec. 16 (Xinhua) -- China issued rules for pilot programs of RMB Qualified Foreign Institutional Investors (RQFII) on Friday, formally giving a green light to investment of overseas RMB funds in mainland securities markets.The move is expected to widen the investment channel of overseas RMB funds and add new momentum to the country's bid to make the RMB an international currency.Hong Kong subsidiaries of fund management companies and securities firms can use RMB funds raised in Hong Kong to invest in mainland securities within a permitted quota, according to the rules jointly released by the China Securities Regulatory Commission (CSRC), the People's Bank of China and the State Administration of Foreign Exchange.The total investment quota of RQFII pilot programs is set at around 20 billion yuan (3.15 billion U.S. dollars), according to the rules.To control risks, qualified investors should invest no less than 80 percent of the RMB funds they raised in fixed-income securities, while investment in stocks and equity funds should account for no more than 20 percent.The CSRC will join other related departments to study the possibility of further expanding the trial program after its launch, said a CSRC official who declined to be identified.The launch of the RQFII will open another significant channel for overseas RMB funds to flow back into the country, said the CSRC official.It will also help diversify investment products for overseas RMB funds and facilitate off-shore RMB business, the official said.The RMB is not fully convertible under the capital account but China has stepped up efforts to make the currency more international over the past few years.The government has encouraged the use of the RMB in cross-border trade and investment settlement and approved foreign direct investment in overseas RMB funds obtained overseas.It also allowed Hong Kong to establish an offshore yuan market and has expanded trade settlement agreements and currency swaps to create more channels for the yuan to circulate outside the mainland.
