Minneapolis Mayor Jacob Frey requested the help of Minnesota's National Guard Wednesday after false rumors of an officer-involved shooting in the city prompted rioting and looting.On Wednesday evening, Frey imposed a city-wide curfew from 10 p.m. to 6 a.m. and asked for members of the National Guard in help patrolling his city's streets. As police closed in on the suspect, he pulled out a gun and shot himself.The man who died has not yet been identified.The Minneapolis Police released surveillance video from the incident within 90 minutes of the shooting. Video does not show officers firing weapons but shows them appearing on the scene seconds after the self-inflicted gunshot wound.However, the incident sparked rumors online that officers had shot and killed the man. Hours later, a group of protesters gathered at Nicollet Mall to call for justice.Though some in the crowd attempted to inform the others that police were not involved in the shooting, the protests nonetheless devolved into looting. A Nordstrom Rack and a Target in the area were among the stores hit."This is a tragic incident for all involved," said Frey. NATIONAL CITY, Calif. (KGTV) -- Police in National City have arrested two suspects following a deadly 2015 shooting. According to the National City Police Department, Roger Hernandez, 30, and Luis Karam-Solis, 29, were arrested for the murder of Juan Munoz. The shooting happened in October of 2015. According to police, 18-year-old Munoz and his 17-year-old passenger drove to the 1600 block of Prospect Street after being followed by two men in a silver Nissan Altima. After the victims stopped, a Hispanic man approached their vehicle and fired several rounds. Munoz died on his way to the hospital and the 17-year-old passenger was shot in his thigh. Minneapolis city council passed 2021 budget funding that includes cutting .7 million from the city's police department and redirecting those funds to social programs, according to the Minneapolis Star Tribune, CNN and CBS News.The 2021 budget is the first one the city has passed since the death of George Floyd at the hands of police in May. Floyd's death sparked a nationwide protest movement against police brutality.According to the Star Tribune, the .7 million in police budget cuts will be redistributed to fund mental health crisis teams, as well as train 911 dispatchers to assess mental health crisis calls. The budget cuts will also allow other employees to handle theft and property damage reports.However, the Star Tribune notes that the budget keeps in place a plan for the department to hire more officers in future years. The council initially planned to pass a budget that would drop department staffing levels from 770 to 750 in 2022 but kept in place the department's current staffing target of 888 to avoid a veto from Mayor Jacob Frey."My colleagues were right to leave the targeted staffing level unchanged from 888 and continue moving forward with our shared priorities," Frey said in a statement. "The additional funding for new public safety solutions will also allow the City to continue upscaling important mental health, non-police response, and social service components in our emergency response system."The new budget comes as progressive Democrats call on local municipalities to "defund the police" and re-allocate those funds to social services.
