President Donald Trump signed a 0 billion stimulus bill on Sunday, with some of those funds going toward direct payments for millions of Americans. While the bill has been signed into law, there are still a number of unknowns about the bill.Here is what is known:- Congress has authorized that most Americans making less than ,000 a year will get a direct payment of 0 (couples making less than 0,000 a year will get ,200). Heads of households making 4,500 annually also will receive the full 0.- Those making ,000 to ,000 (0,000 to 4,000 for couples) will get a prorated check. Those making over ,000 (4,000 for couples) will not receive a check.- Once again, young adults considered dependents of their parents are not eligible for the payments.- The amount given per child under the age of 17 will increase from 0 to 0.- Americans will receive the second round of stimulus checks the same way they received the first one.- While most Americans who received a stimulus check in the spring will receive one, changes to income between 2018 and 2019 could alter payments.What is unknown:- Will Congress authorize an increase of the direct payments from 0 to ,000. Trump called on an increase to direct payments, which got support from the House on Monday, mostly due to strong Democratic support. Now the bill goes to the Senate, but it is unknown if the bill will even get a vote there.- When a check will be distributed. Treasury Secretary Steven Mnuchin says that checks could be distributed within a week, but with Congress considering an increase to the amount per check, that could delay things.Why would I qualify for a check in the spring, but not now?This would mostly be due to a change in income. The IRS went by income from the most recent tax return that had been submitted by the spring. The filing deadline for 2019 taxes was July 15. For many Americans, the IRS used 2018 return information. If someone saw their income increase from 2018 to 2019, that information would now be in the IRS’ hands.Conversely, if your income dropped in 2019 compared to 2018, that might make you eligible for a check this time around.Undocumented immigrants still will not receive a check, but their spouses mayDuring the last round of stimulus checks, many families did not receive a check if an undocumented immigrant is in the family. Now, the spouses and children of undocumented immigrants can now receive a check (assuming they meet qualifications), and also retroactively earn a check from the last round of stimulus.When will we know if I will get 0 or ,000That will be decided in the coming days. The Senate is scheduled to meet on Tuesday. Theoretically, the Senate could approve the House’s bill on Tuesday, and Trump could sign later in the day.Regardless, a new Congress is sworn in on Sunday, and the Senate has until then to consider the legislation passed by the House on Monday. 2953

Remember when we used to make plans? It was so long ago now you may not remember, but we actually used to start booking our holiday travel in the summer before prices rose to unaffordable levels. That’s right: We could predict what the world would be like months in advance back then.Times have certainly changed; now, some travelers are starting to wonder whether and how to plan for the holidays. Does it make sense to buy plane tickets? What about using points and miles? And what are the chances of a second (or is it third?) wave of the pandemic?I’ve spent the last few months wading through COVID-19 travel policies, spreadsheets full of airfare and hotel data and other boring industry effluvia so you don’t have to. And I’ve got a few nuggets of advice for anyone thinking about booking holiday travel.For starters: Why rush?Should I book now?Years of conditioning have taught us all the perils of waiting until the last minute. But if you haven’t noticed, this year is not like the others, and travel demand is unlikely to reach normal no matter what happens in the next few months.In other words: You shouldn’t feel any rush to book travel until you’re ready.In fact, you might end up paying more if you book in advance rather than closer to your travel dates. Recently, I analyzed a bunch of hotel price data and found that the cost of booking the same room dropped dramatically when booking 15 days in advance, compared to booking four months in advance.That is, the same rooms cost an average of 7 when booked within 15 days compared to 2 when booked four months in advance. And while this trend might not hold into the winter or through the holidays, it’s certainly a good indication that you’re unlikely to save money by booking hotel rooms now.The trend isn’t quite as dramatic for airfare, though it’s possibly more remarkable, since booking within 15 days has historically been a recipe for getting fleeced.Which airline should I fly?This one’s easier: Delta.We performed a big analysis of airline policies in response to COVID-19 and found that Delta had the best overall rating, with Southwest and Alaska hot on its heels.I won’t bore you with all the details here, but some of the factors we took into consideration include:Mask policy enforcement.Blocking seats and limiting capacity.Offering flexible change and cancellation policies.This last bit is especially important when booking holiday travel this year: Make sure the tickets you purchase can be changed or canceled without incurring a fee. This has gotten significantly easier with various COVID-19 waivers and four major airlines, including Delta, all announcing the elimination of most change fees. Be aware of restrictions that remain around basic economy fares.What about points and miles?Hotel points and airline miles can usually offer good workarounds for sky-high holiday prices. Notice that pesky “usually.” Since cash prices are so low, using points and miles is unlikely to offer better than average value this year.That doesn’t mean you shouldn’t use miles, just that you won’t get especially good bang for your buck from them right now.Will it be safe?That’s the trillion-dollar question, isn’t it? I’m no epidemiologist, so I’m reluctant to wade into these waters, but there is something important to keep in mind: Where are you planning to travel in December?The Institute for Health Metrics and Evaluation at the University of Washington offers public projections for the pandemic broken down by country and state. These reveal some pretty startlingly different scenarios for different parts of the country.For example, the daily per capita infection rate in California is projected to rise from 42.6 per 100,000 today to 155 per 100,000 by December. New York state in December is projected at 30 per 100,000, up from the current 4.4. Utah’s rate is expected to skyrocket to 179 per 100,000 from today’s 13.5.Of course, these are only projections, and nobody knows what will actually happen by December, but it’s good to keep in mind when planning travel. President Donald Trump's chief economic adviser hosted white nationalist Peter Brimelow at his home last weekend, The Washington Post reported Tuesday.Brimelow, who is known for espousing anti-immigrant ideals and for his role in the white nationalist website VDare, attended Larry Kudlow's birthday party in Connecticut, Kudlow told The Post.Kudlow said he'd known Brimelow "forever" but that "we would never have invited him" had he known about Brimelow's white nationalist ties, according to the paper.Kudlow also told The Post that Brimelow's immigration beliefs are "a side of Peter that I don't know." "I totally, utterly disagree with that point of view and have my whole life. I'm a civil rights Republican," he said, according to The Post.The Post noted that Kudlow's party took place a day after reports surfaced that Trump speechwriter Darren Beattie had left the White House following questions surrounding his attendance of a conference frequented by white nationalists.Beattie previously confirmed to CNN's KFile that he had spoken at the 2016 H.L. Mencken Club Conference, a small annual gathering that started in 2008 and is regularly attended by well-known white nationalists such as Richard Spencer. Brimelow was also listed as a speaker at the conference. Other speakers included regular contributors to VDare.Brimelow told CNN on Tuesday that he has known Kudlow for "nearly 40 years.""I regard him as a personal friend. They knew my first wife, who died, and were most kind to Lydia when I remarried. We agreed to disagree on immigration long ago," Brimelow said.The Post reports that Brimelow does not call himself a white nationalist but had told the Harvard Crimson about the website VDare: "So I don't regard us as a 'white nationalist' site although we certainly publish a few writers I would regard as 'white nationalist' in that they stand up for whites just as Zionists, Black Nationalists do for Jews, Blacks etc."Kudlow was asked by The Washington Post how he would explain the situation to Trump, to which he replied: "Just the way I explained it now, hiding nothing." 2108
