SAN DIEGO (KGTV) - A woman who mailed out her state tax payment at a post office in Mira Mesa got a big shock a few days later. A week ago, Barbara Reynolds wrote out a 9 check for her state taxes. She drove to her post office on Mira Mesa Boulevard and dropped it off around noon."I thought it was safer to come here," said Reynolds.Days later, she got a call. A bank teller in San Juan Capistrano was looking at her check, but it looked a lot of different. The amount had been hiked a bit to 9. Instead of the state, the new payee was the name 'Marco Antonio Lopez Ramirez."The teller shredded the check, suspicious because a man hoping to deposit the check had presented a dubious driver's license and an odd-looking check. As in other stolen check cases, the thief likely used a chemical solution to dissolve away the ink and 'wash' the check, before filling in the blanks."Very disappointed. It wasn't a good feeling at all," said Reynolds.The feeling was made worse because of how that check was stolen. One possible cause is 'fishing,' where thieves use a simple string - connected to something like a rodent glue trap - to fish mail out of a collection boxIn this case, Reynolds says the stolen check included her social security number."I'm very worried about identity theft. I won't be using the mail for future important documents or payments," said Reynolds.Reynolds filed a report with police and the Postal Inspection Office. SAN DIEGO (KGTV) — After San Diego leaders passed an ordinance allowing people to sleep in their vehicles, a group of critics say they're ready to camp in front of the Mayor’s house to reverse course or address the matter another way."I don’t think they realize that vehicle habitations were the beach community’s biggest problem,” said Racheal Allen, who's a part of the coalition opposed to vehicle habitations on residential streets. The new coalition is fighting against the City Council’s decision to repeal a decades-old ordinance that had prohibited people from living in vehicles on city streets. Now that it’s legal again the group says vans and RVs are creating homeless camps in their neighborhoods.RELATED: Allowing homeless to live in vehicles is causing problems, residents say“We have literally witnessed buckets of waste being thrown out of some of these vehicles," Allen said. "I’ve seen drug dealing out of some of the vehicles, we’ve seen bike chop shops operating."All of this, just in the month that living in vehicles has been legal again. And the coalition has been hounding the Mayor’s office to change it. She proposed South Shores parking lot because of the 200 spots and access to bathrooms.Allen said she recently received an email from the Mayor's office saying, “we are actively pursuing a new ordinance to address the public’s concerns.”"We have to put our foot down," Allen said.Members of the coalition told 10News they don’t support a plan of using South Shores or anything that close to the beach because of the impact it could have on the environment. 2483

SAN DIEGO (KGTV) -- An official with the Encinitas Union School District confirmed Sunday a presumptive positive case of COVID-19.In a release sent to families of the district, Superintendent Andree Grey said "individual at Olivenhain Pioneer Elementary" tested positive. Grey could not provide further details citing privacy restrictions."I understand that it can be disconcerting to not have specific information surrounding the individual, however, it is important that we respect the privacy of our students and staff. This novel coronavirus that causes COVID-19 is a newly discovered coronavirus causing respiratory illness that has not been previously detected in animals or humans. The source of this virus is not yet known. Symptoms can include fever, cough and shortness of breath and can appear 2-14 days from exposure. Due to the way the COVID-19 virus is spread, per current protocol (directed by the Centers for Disease Control), HHSA suggests we consider all of us as being potentially exposed. Anyone who is ill should stay home except to get medical care. If you are ill, it is recommended you separate from others in the home, wear a face mask, cover cough and sneezes, clean hands and surfaces often, and avoid sharing personal items. It is important to monitor symptoms for potential worsening including shortness of breath. It should be emphasized that anyone experiencing symptoms should self-isolate and contact your doctor. SAN DIEGO (KGTV) — A San Diego sailor is on a mission to keep homeless veterans from going cold this winter.U.S. Navy Chief Petty Officer Gregory Ellis hopes to raise ,500 for winter jackets that convert into both sleeping bags and over-the-shoulder bags during the off-season.The jackets are made by the Detroit-based nonprofit The Empowerment Plan, which hires single parents from homeless shelters to sew the jackets. “Our homeless veteran community, many of them are very proud and don’t want to be a burden on anybody,” said Ellis.He plans to deliver the jackets to veterans staying at the Veterans Village of San Diego temporary bridge shelter, which houses nearly 200 homeless veterans. “A jacket that actually converts into a sleeping bag, that actually converts to an over-the-shoulder bag, it’s three times beneficial for them, so at least they’ll have something warm to put over their shoulders and keep them out of the elements.”Ellis says he wants veterans to know the community cares about them and is grateful for their service.You can donate to the fundraising effort here. 1099

SAN DIEGO (KGTV) -- A woman is dead after being hit by a car in Mid-City Monday night. The crash happened around 6 p.m. on the 4600 block of El Cajon Boulevard. San Diego Police say the woman, who is in her 60s, was pinned beneath the car before an ambulance arrived. She was later pronounced dead. Police say employees at a nearby auto body shop ran over, using a jack to lift the car off the woman. The driver is cooperating, police say. 448
