BEIJING, Dec. 30 (Xinhua) -- China will push to properly resolve the case of a Chinese skipper indicted by Japan, the Foreign Ministry said Friday.Spokesman Hong Lei said this is a common fishing case, and the Chinese embassy in Japan has dispatched officials to visit the skipper.China requests that Japan ensure the rights of the Chinese skipper, Hong said, and China is communicating closely with Japan in order to properly resolve the case.The Chinese government has been requiring fishermen to fish legally, Hong said, adding that the competent authorities have done a lot in this area, and he promised to promote the management and education of Chinese fishermen.Japanese prosecutors have indicted the captain of a Chinese fishing boat for illegally operating in Japanese waters, a local official said Friday.The Nagasaki District Public Prosecutors Office has finalized its case against Zhong Jinyin, 39, following his December 20 arrest near islands off southwest Japan, according to the official.The prosecutors have not indicated whether the skipper has admitted to the charge.
WELLINGTON, Oct. 26 (Xinhua) -- New Zealand's geothermal scientists will be collaborating with the world's leading geothermal researchers after the country joins an elite international group next month.New Zealand would be admitted to the International Partnership for Geothermal Technology (IPGT) in Melbourne, Australia, on Nov. 16, Science and Innovation Minister Wayne Mapp announced Wednesday."Geothermal energy is one of our most important renewable energy resources with huge potential for growth," said Mapp."This recognition of our geothermal research programs will allow our scientists to collaborate with an elite group of researchers in the United States, Australia, Switzerland and Iceland."Scientists from New Zealand research organizations were committed to finding new ways to harness the country's extensive geothermal fields, said Mapp."Innovation and clean energy is a big part of enabling New Zealand to grow the economy," said Mapp."This new international partnership will help keep us at the forefront of technology developments such as enhanced geothermal systems."Established in 2008, the IPGT seeks to develop advanced, cost- effective geothermal energy technologies through international research co-operation.New Zealand's geothermal electricity generation rose by 21 percent last year and accounted for 13 percent of total electricity generation, its highest recorded level.The government is aiming to expand geothermal energy with three large geothermal projects in the pipeline by 2020.The country's biggest geothermal project is to be Contact Energy's 250-megawatt Tauhara II geothermal project.The project, being developed northeast of the central North Island town of Taupo, is expected to produce enough electricity to meet the needs of around 270,000 homes when it becomes fully operational in 2015.

MANILA, Jan. 9 (Xinhua) -- Philippine telecommunication companies cut off the signal of mobile phones in parts of Manila where millions of people are expected to converge for the feast of the Black Nazarene on Monday.Philippine Deputy Presidential Spokesperson Abigail Valte said that the move was part of the precautionary measures that the government has been undertaking following terror threats."Malacanang (Palace) confirms that the government asked the telcoms to temporarily disconnect their services in the route of the Black Nazarene procession as part of the security measures agreed upon during the meeting on Sunday," she said in a regular news briefing.She said that the disruption in mobile services would last for the entire duration of the procession of the Black Nazarene.She admitted that the signal of the cellular phones was disconnected in the past, and terrorists used the mobile phones as triggering device for bombs.Asked if the government considered the possible losses of telecommunication firms due to the disconnection of signals, Valte said, "as holders of a franchise, the public safety is paramount."President Benigno Aquino III personally warned on Sunday the public to be cautious in joining the feast of the Black Nazarene amid possible terrorist attacks. The government is expecting 9 million devotees to participate in the celebration.The Black Nazarene is the patron saint of Quiapo church. The statue was brought to Manila by a Spanish priest in 1607. It was aboard a ship that caught fire, the image was burned, and it came to be known as the "Black Nazarene" which people have since decided to preserve and honor.
BEIJING, Jan. 10 (Xinhua) -- China's energy chief said here Tuesday that the country is under greater pressure to ensure energy supply this year as both demand and international competition for resources grows.Liu Tienan, head of the National Energy Administration (NEA), made the remarks when speaking at a national energy work conference."It is always worrisome to have to sustain supply of energy and resources for a country with 1.3 billion people," Liu said.As China is facing a "grim situation" in energy saving and emission reduction, Liu noted, it is urgent to restructure the country's energy use and control the gross consumption volume this year.To ensure a stable energy supply, China will optimize the layout of energy exploration, start construction of energy-transmission projects and other major energy programs while boosting reserves of oil, natural gas and coal in 2012, Liu said.The NEA plans to add another 200 metric tons to the country's coal-producing capacity this year plus 70 million kw of new installed power-generating capacity.If the ecology is protected and people are relocated, China will start construction of hydropower projects of 20 million kw in 2012, according to the NEA.Once safety is ensured, nuclear power will be developed after the country's new safety plan is approved.As for renewable energy development, the NEA plans to launch wind power projects with a total capacity between 15 million kw and 18 million kw, while developing 3 million kw of solar power over the new five-year period ending 2015.Liu said, in 2012, the country aims to provide electricity to another 600,000 people who currently have no access to it and expand electricity access to 5 million people by 2015.The NEA has budgeted 65 billion yuan (10.3 billion U.S. dollars) for upgrading the grids in rural areas.Over the next four years, China will facilitate the development of non-conventional natural gas, such as shale gas and coalbed methane by increasing the number of natural gas users by 100 million to 250 million.A key indicator measuring the economic vitality, power consumption rose 11.7 percent year-on-year to 4.7 trillion kWh in China in 2011. WASHINGTON, Oct. 9 (Xinhua) -- U.S. researchers have found a way to block, in an animal model, the damaging inflammation that contributes to many disease conditions. In their report receiving early online publication Sunday in Nature Biotechnology, researchers describe using small interfering RNA technology to silence the biochemical signals that attract a particular group of inflammatory cells to areas of tissue damage."The white blood cells known as monocytes play a critical role in the early stages of the immune response," says Matthias Nahrendorf, of the Massachusetts General Hospital (MGH) Center for Systems Biology, the paper's senior author. "We now know there are two subsets of monocytes -- an inflammatory subset that defends against pathogens and a reparative subset that supports healing. But if the inflammatory response is excessive, it can block the healing process and exacerbate conditions such as heart disease and cancer."Cells damaged by injury or disease release a cocktail of chemicals called cytokines that attract immune cells to the site of the damage. Inflammatory monocytes are guided to sites of tissue injury by a receptor protein called CCR2, and the MGH-led team devised a strategy targeting that molecule to block the inflammatory process but not the action of the reparative monocytes.Small interfering RNA (siRNA) technology prevents production of specific proteins by binding to associated messenger RNA molecules and preventing their translation. However, the technique requires extreme precision in developing the right siRNA molecule and delivering it to the correct cellular location.To make sure that their siRNA preparation targeted the right monocytes, researchers first confirmed that its use reduced levels of CCR2 in monocytes and increased levels of the fragments produced when siRNA binds to its target. They then showed that monocytes from mice treated with the siRNA preparation were unable to migrate towards CCR2's usual molecular target. Experiments in animal models of several important diseases showed that the siRNA preparation reduced the amount of cardiac muscle damaged by a heart attack, reduced the size and the number of inflammatory cells in atherosclerotic plaques and in lymphomas, and improved the survival of transplanted pancreatic islets."These inflammatory monocytes are involved in almost every major disease," Nahrendorf explains. "Anti-inflammatory drugs currently on the market hit every inflammatory cell in the body, which can produce unwanted side effects. This new siRNA treatment doesn't affect inflammatory cells that don't rely on the CCR2 receptor. That makes a big difference."
