TIJUANA, Mexico (KGTV) - According to a Tijuana newspaper, a power outage over the course of last weekend at the Tijuana General Hospital led to the deaths of five patients who were on ventilators. Officials, though, deny it.On Wednesday, ABC10 News spoke media partner Televisa's anchor Estephania Báez about the report from newspaper Zeta. “What they got was interviews with doctors but they remained [anonymous]," said Báez.She said that state authorities and the hospital admitted there were five deaths but denied that they were caused by the outage and claimed that a backup generator kicked in but only at low voltage.Televisa is reporting that copper wire thieves are suspected of causing the loss of power. “The thieves that [steal] the copper from homes decided to do it to the General Hospital and I can’t even think about why they did this with knowing that patients are connected to ventilators,” added Báez.Tijuana's General Hospital has been hit hard since the start of the pandemic. There have been reports of a lack of beds and equipment. More recently, Báez said, there have been problems related to accessing cancer care. “They even had lots of families that have children with cancer protesting outside the hospital because they couldn't even get their treatment done,” she added.In part of a statement to ABC10 News, the hospital wrote that it categorically denies that the outage resulted in the death of any of its patients.ABC10 News reached out to the Joint Commission which oversees safety standards for hospitals in the United States to ask about power outage protocols. We were sent the following."The Joint Commission Emergency Management Standard EM.02.02.09 EP 5 requires that hospitals identify an alternative means for providing "fuel required for building operations, generators, and essential transport services that the hospital would typically provide." The facility should assess how it would be affected if outside emergency support could not be obtained for 96 hours. This does not mean that they need to have 96 hours’ worth of fuel on site. The plan could include memoranda of understanding (MOUs) with suppliers to replenish fuel as needed during the emergency period. Additionally, the plan could be to operate without normal branch of power to reduce fuel consumption, to extend run-time of the available fuel. If the generator is used as the backup power source for the life safety branch of the electrical system, the facility should have enough fuel to run the generator for a least 1-1/2 hours for as long as the building is occupied." 2592

Thousands of people are expected to pay their respects at the Supreme Court to the late Justice Ruth Bader Ginsburg, the women’s rights champion, leader of the court’s liberal bloc and feminist icon who died last week.Even with the court closed to the public because of the coronavirus pandemic and Washington already consumed with talk of Ginsburg’s replacement, the justice’s former colleagues, family, close friends and the public will have the chance Wednesday and Thursday to pass by the casket of the second woman to serve on the Supreme Court.The sad occasion is expected to bring together the remaining eight justices for the first time since the building was closed in March and they resorted to meetings by telephone.Ginsburg will lie in repose for two days at the court where she served for 27 years and, before that, argued six cases for gender equality in the 1970s.Following a private ceremony Wednesday in the court’s Great Hall, her casket will be moved outside the building to the top of the court’s front steps so that public mourners can pay their respects in line with public health guidance for the pandemic.Since her death Friday evening, people have been leaving flowers, notes, placards and all manner of Ginsburg paraphernalia outside the court in tribute to the woman who became known in her final years as the “Notorious RBG.” Court workers cleared away the items and cleaned the court plaza and sidewalk in advance of Wednesday’s ceremony.Following past practice at the tradition-laden court, Ginsburg’s casket is expected to arrive just before 9:30 a.m. EDT Wednesday, the court said. While the virus had been recorded in five other countries — including five cases in the U.S. — there had been no deaths recorded outside of China.In its Jan. 31 declarations, the WHO did not recommend any travel or trade restrictions, but urged countries to prepare for containment and "place emphasis on reducing human infection, prevention of secondary transmission and international spread."The organization issued its recommendation 10 days after China reported that the virus appeared to be spreading from person-to-person, a finding that indicated the disease could have far-reaching implications. The New York Times reports that by that time, thousands had traveled out of Wuhan, the virus' place of origin, possibly spreading it around the world. China has since faced criticism for not reporting its findings sooner.That same day, President Donald Trump took action to block entry into the U.S. of any person that had been in China for the last 14 days. (AP) — Authorities say a man has been arrested in Southern California after deputies found about 800 pounds of stolen lemons inside his car.Riverside County sheriff's officials say 69-year-old Dionicio Fierros was arrested Friday on suspicion of theft of agricultural products.Deputies were investigating recent farm thefts when they stopped Fierros' car in Thermal on Friday morning.Inside his car, deputies say they found several large bags of freshly picked lemons they believe were stolen from a nearby farm.A telephone number for Fierros could not be located in public records and it wasn't immediately clear if he had an attorney who could comment on the allegations. 697
