SAN DIEGO (KGTV) - Just ahead of this holiday week, San Diego's Cross Border Xpress (CBX) unveiled new biometric facial comparison technology. The CEO of the sky bridge that connects travelers directly to the Tijuana International Airport told ABC 10News that it will further secure and streamline travel into the United States.The U.S.-Mexico border is still closed to non-essential travel because of COVID-19. CBX CEO Jorge Goytortua said CBX is still not encouraging people to travel right now but if they do, they can take advantage of this technology.“Within seconds, the technology will recognize the passenger in a [Customs and Border Protection (CBP)] database,” said Goytortua. He told ABC 10News that the comparison process happens only at a time and place where travelers are already required by law to verify their identity by presenting travel documents. Goytortua says that when a traveler arrives at the CBP processing area, he or she will have a photo taken at the primary inspection point. A CBP officer will do a review by retrieving the traveler's passport or visa photo from government holdings. The new photo will be compared to the previously collected photo.“It's going to be a hands-free process. It's going to be a much faster process,” he told ABC 10News.He added that CBX does not have access to the photos. Only CBP officers can see them. If travelers are still concerned about privacy, he said it's not mandatory to use the technology. “You can ask the officer if you don’t want to be processed like that then you will be processed the traditional way with your document read it on the scan. A CBP officer [will] research on their system and make sure that the person that is presenting the document is the one there in front of the officer,” he stated. 1790

SAN DIEGO (KGTV) — Jonathan Goldwasser was one of the first business owners to set up shop inside One Paseo in Del Mar Heights.He opened the Parakeet Cafe when One Paseo’s retail area launched in March 2019 - and followed that up a few months later with Juice Crafters.He says business is of course best when the plaza is full.However, One Paseo has been anything but full since March, when coronavirus restrictions went into effect.“This has been hard,” Goldwasser said. “We went from maybe 20 employees to four.”Things, however, changed this week, when One Paseo fully reopened its retail center. On Thursday, there were people sitting at its socially distant tables and chairs, while shoppers in masks walked down its courtyard.“Little by little we are hoping that we will get back to where we were before COVID,” Goldwasser said, noting he’s back up to about 20 workers.About 25% of the center’s 40-plus businesses are mom-and-pops that rely on foot traffic.Juice Crafters closed entirely and Parakeet Cafe was reduced to takeout and delivery, sales going down 80%. They’ve since recovered and are now off 40% from pre-coronavirus levels.“Little by little we are hoping that we will get back to where we were before COVID,” Goldwasser said.The City Council approved One Paseo, a residential, retail and office complex in 2015. However, a referendum from nearby residents and the mall across the street ensued. Developer Kilroy scaled back the center to its current 0 million version, which opened last year just south of Del Mar Heights Road.Now that it’s open, there are social distancing rules in place. The center has also increased security to ensure the rules are followed and added sanitation protocols.Most of One Paseo’s retailers are now open from 11 a.m. to 7 p.m. 1789

SAN DIEGO (KGTV) -- Major decisions that could boost - or deal a real blow - to Republican candidates running for state offices about to be made in San Diego.It's because the California G.O.P. Convention kicks off Friday at the Sheraton Harbor Island. About 1,000 Republican delegates will be voting on a variety of endorsements for this year's ballot.G.O.P. gubernatorial candidates like Travis Allen and John Cox will attend, hoping to earn enough delegate votes for the party's endorsement for this year's election.The party is focussed only on state offices and initiatives - such as repealing the gas tax, said Cynthia Bryant, the state party's executive director.This is San Diego's second major political convention leading up to the June primary. The Democrats held their statewide convention here in February - with a who's who of national politicians.It was also the site of major news when the party declined to endorse Sen. Dianne Feinstein in her bid for re-election.The big difference for Republicans is that the party will not be taking up major federal issues like gun rights and immigration, Bryant said. The state party also won't be adopting a platform. Instead, Republicans will be focussing on the big decisions in the state - like repealing the recent 12 cent per gallon gas tax hike.They'll also be endorsing candidates for Governor, Lt. Governor, and attorney general. Still, Thad Kousser, who chairs the political science department at UC San Diego, says a lot of the decisions made could shape whether the Republicans can recruit new members. "Is this going to be a red meat crowd that really responds only to the visceral issues of immigrations? Or is it going to be a more strategic party that responds to issues that could help Republicans expand their base?" Kousser said. There are some closely watched congressional elections in San Diego County, including who will replace Republican Congressman Darrell Issa in the 49th district, and whether G.O.P Rep. Duncan Hunter can defend his seat in the 50th. Those endorsements could come later on. The convention runs through Sunday. 2157

  

SAN DIEGO (KGTV) - Local groups including the Local Initiatives Support Corporation, are pushing for the City of San Diego to draft up and pass an ordinance that excludes certain zoning policies. "We're not asking to spend billions of dollars and build something, we're saying change the zoning. They have the prerogative, it's under their jurisdiction, we're reminding them there are issues at stake and those issues are communities to this day that are segregated," said Ricardo Flores, executive director of LISC.Flores says the same areas that were identified back in 1930 by San Diego banks as low-income areas are still falling under that category today. Additionally, areas outside of those remain zoned for single-family homes, keeping the lower income families from moving in. "So, what we’re effectively saying is, if you can't buy a single-family home in Kensington, then you can't live in Kensington. But, that’s not the truth; the truth is Kensington is zoned one thing, single family, and we need to expand that zoning." A representative at the rally from Chicano Federation says, "We are tired of the continuation of policies masked as zoning when in reality they are policies of segregation." Meantime, Borre Winkle, CEO and president of the Building Industry Association of San Diego told 10News, "The American dream is not to live in an apartment, the American dream is still to live in a single-family dwelling unit no matter how big it is".Winkle says getting rid of single family zoning isn't the solution. "For us, were totally on board with having multi family in a single-family zone, but we think it's going to run into a lot of neighborhood opposition." 1688

  

SAN DIEGO (KGTV) — Kids, parents, and youth sports leaders held a protest in front of the San Diego County Administration Building on Saturday to voice their concerns over the state’s regulations regarding games and competitions.Currently, under California coronavirus restrictions, youth sports can practice, as long as six feet of social distancing can be maintained, but they can't play games. People who gathered Saturday said the lack of games is taking a toll on the youth.“Thank you for honoring our safety but I think our mental health is important as well and for that to be good and top-notch, we need to be allowed to play our sports and escape from life,” said 7th grader Zoey Hagan, who stood with other girls in her soccer club.Bob Turner is both Executive Director of Presidio Soccer League and President of the Southern California Youth Soccer Association and said the athletes should be able to play games. He said they have created safety plans, including spacing out the times of games and shortening games to avoid crowds, only allowing one parent for each athlete, and also requiring masks of all referees, parents, and substitute players. Turner said they’ve sent countless letters and filled-out petitions to the state, but have not gotten a response. A spokesperson for San Diego County said the county has also been asked about plans for youth sports. They also asked the state and have not heard about what’s next.“This is small potatoes to them compared to a lot of the other things opening but it is our youth and what’s more important than our kids. We’re destroying these kids with what’s happening through the schools and now we’re taking this away. This is the only outlet some of these kids have,” said Turner.At Saturday’s protest, speakers took turns sharing their personal experiences. One parent questioned why other businesses can operate, but these athletes can’t play games.“It is infuriating to me that we’ll open up beaches, we’ll open up Home Depot, we’ll open up restaurants. These people can make their money. We can take care of the adults and make sure they’re doing well, but our kids are sequestered?” he said, addressing the crowd.After a handful of speakers comprised of parents and athletes took to the podium, a group of young athletes held a 'what about us' banner and marched around the admin building while chanting "let us play." 2394
