SAN DIEGO (KGTV) - The San Diego City Council unanimously voted Tuesday to give final approval to place a measure on the November ballot that would change the city's police oversight structure.The current version is the Community Review Board; the ballot measure would replace it with a Committee on Police Practices."It is so desperately what the community wants and needs, so that we can build trust between the police department and the community," said Andrea St. Julian, co-chair of San Diegans for Justice, the group that wrote the ballot measure.The new committee would be appointed by the City Council, as opposed to the old board which was appointed by the mayor. The new committee would also have an independent lawyer and oversight from city staff not associated with the mayor's office or San Diego Police Department.St. Julian said these changes will help avoid conflicts of interest that the old board dealt with, especially because the CRB's lawyer was the City Attorney, who also acted as the lawyer for the police department.The new committee would also have broader power for investigations. It would be required to investigate any police shooting, as well as any time someone died while in police custody or while interacting with police.The committee could also investigate any other complaints against an officer and review all disciplinary action taken within the department."When a full investigation can be done by community members or at the direction of community members, people feel much more comfortable with the results," said St. Julian.Mayor Kevin Faulconer and County District Attorney Summer Stephan have both said they support the measure. SAN DIEGO (KGTV) — The San Diego Sockers announced Saturday that former team and North American Soccer League executive Jack Daley has died.Daley, 82, died on March 7 at his San Diego home, the team said. A cause of death was not immediately released.From 1981 to 1984, Daley was a managing partner for the Sockers, and prior to that, general manager of the Toronto Metros from 1971 to 1973 and then NASL Seattle Sounders from 1974 to 1981.During his time in Seattle, he helped the team to its first two Soccer Bowl championship games and iconic players to the city, according to the Seattle Times. He's credited with helping cement the Sounders as a household name in Seattle, before the league folded. The Sounders name would be adopted as Seattle's Major League Soccer expansion team in 2007. 803

SAN DIEGO (KGTV) — The San Diego Police Departments K9 officers and their handlers were honored at the unveiling of the new K9 Memorial Dedication Ceremony Wednesday afternoon. They don’t carry weapons. Often times, they are the weapon.“We’ve had several dogs injured, stabbed, and shot,” Lt. Tony Lessa of the San Diego Police K9 Unit said. “Fortunately, only one was killed in the line of duty.”Since 1984, ninety-two San Diego Police K9’s have served alongside their handlers. They enter themselves into dangerous situations for the good of the community. Many said their value is immeasurable. “They improve officer safety for out officers in a way that they reduce the use of force we have to use,” Lt. Lessa said. “You can’t put a number on that.”That is why a new Memorial wall was built for the specialized unit. Sitting at the helm is a bronze statue of German Shepard Bando, who was struck by a car and killed in the line of duty in 1994. Underneath his statue are the names of several K9’s and their handlers.Patsy Samson was the main donor for the San Diego Police Foundation. She worked with the organization for eight months until finally unveiling the memorial today.“They love their K9’s,” Samson said. “They take care of their K9’s. They just want to do the best you can do for the community that they protect and serve, every single day.”Whether it’s their cuteness on their time off, or their fierce abilities to bring down criminals, the K9’s officers have a special place in hearts. SAN DIEGO (KGTV) -- The body of a 9-year-old boy swept away by a current in Rosarito on Easter Sunday has been found in Mexico.Authorities say the body of Erik Ochoa was found around 10 a.m. Thursday morning at San Antonio Del Mar.Ochoa lived in Tijuana with his stepfather while his sisters, Zusel and Hilary live in Chula Vista.RELATED: Family searches for boy swept away in Rosarito?Ochoa was with two other children walking on the beach in Rosarito when they were swept out to sea.One of the boys was able to make it out of the current and ran to get help.
