NEW YORK CITY — The state of New York has reconsidered a controversial new restaurant rule that would have prohibited customers at New York City eateries from using restrooms while indoor dining is suspended, according to Mayor Bill de Blasio's office.De Blasio's Press Secretary, Avery Cohen, tweeted the update after overnight backlash against the new rule."After discussions with the State, they have agreed to change the rule around bathroom access," Cohen wrote. "(You can use the bathroom.)" she wrote in a follow-up tweet.The now-defunct restriction was just one part of a new set of outdoor-dining guidelines issued by the city late Thursday night.Despite being put out by the city, de Blasio Press Secretary Bill Neidhardt clarified Friday that the new rules were set by the state, not City Hall. 813

NEW YORK — David Dinkins, the first Black mayor of New York City, died Monday at the age of 93.Dinkins was elected in 1989 and served as mayor from 1990 to 1993, making him the first and only Black man to serve as the city's mayor.He was born in 1927 in Trenton, New Jersey. He was drafted, served as a Marine and later graduated from Howard University and Brooklyn Law School. He served in the state assembly before later becoming president of the board of elections, a city clerk and Manhattan borough president.Dinkins defeated longtime incumbent Mayor Ed Koch in the Democratic primary in 1989 and later beat Rudy Giuliani on his path to City Hall.In his inaugural address, he vowed to be "mayor of all the people of New York" and declared, "we are all foot soldiers on the march to freedom."Dinkins was known for his reserved public demeanor and civility.He was an American voice in favor of anti-apartheid sanctions, and his policies as mayor reflected his support for South Africa.He also created the office of Special Commissioner of Investigations for schools, built a system of after hour youth centers called Beacon Schools, and worked to create an all civilian police complaint review board.According to a city biography, Dinkins was sharply criticized for his handling of racial strife in Crown Heights, a boycott of Korean Grocers in Brooklyn and civil unrest in Washington Heights. He also dealt with sluggish economic growth.Giuliani succeeded Dinkins in 1993 after one term in office.After leaving City Hall, Dinkins remained active in city politics and taught public affairs at Columbia University.The NYPD said initial indications were that he died of natural causes.Dinkins was married to his wife Joyce for more than 65 years, and together they had two children.Joyce Dinkins died in October. (AP) — The U.S. Women's national team has arrived home following their World Cup win against the Netherlands.The soccer team, which won its record fourth Women's World Cup title, touched down at Newark Liberty International Airport at about 4:30 p.m. Monday where they were met with cheers and a banner saying "Congratulations Team USA!"The team members gathered on the tarmac for a toast and posed for pictures as they sang "We Are The Champions."The Americans beat the Netherlands 2-0 Sunday when Megan Rapinoe converted a penalty kick in the second half and Rose Lavelle added a goal.On Wednesday, the team will be showered with a ticker-tape parade up lower Manhattan's Canyon of Heroes. NORTHRIDGE (CNS) - Officials at Cal State Northridge confirmed Sunday that the school was targeted in an attempted cyber-attack.School officials said a hacker tried placing ransomware on third-party software used by the university, and ended up grabbing some customer data, ABC7 reported.CSUN officials told the station that the unnamed third-party company paid the hacker to delete the stolen data, but can't confirm the data was released.Students were alerted to track their accounts and credit records. 513
