VISTA, Calif. (KGTV) -- A man who detained two juveniles before taking their skateboards while posing as a sheriff’s deputy was sentenced Monday.  Abraham Joseph Nava, 24, was sentenced to three years of formal probation after pleading guilty in July to felony false imprisonment. In a separate case, Nava also admitted to calling in a false report of a bomb threat. Nava was given credit for 149 days in custody.RELATED: Guilty plea from man who posed as deputy, detained juveniles  He will have to comply with counseling conditions as required by the probation department, including a forensic examination to help determine what course of treatment to take, said Deputy District Attorney Peter Estes.Nava was arrested on June 14, several days after the sheriff’s department was contacted about a suspect claiming to be an undercover deputy.During interviews with several employees in the Main Street area of Vista, investigators learned that the suspect passed out fake business cards and was interacting with juveniles.Investigators also learned that the two juveniles were detained and had their skateboards taken. After identifying Nava as the suspect, investigators obtained a warrant to search his home where they discovered several pieces of San Diego County Sheriff’s Department uniform items, including badges.A box of fraudulent business cards was also found. WASHINGTON (AP) — A report from the Labor Department's inspector general says nearly 3,000 federal workers have filed compensation claims for contracting COVID-19 on the job. And that number is expected to double by early next month. Through mid-June, families of 48 federal workers also had filed death claims. The report only reflects the number of federal workers or their families who filed claims by June 16 — not the number who have contracted the coronavirus or died from it. Reports from individual agencies indicate the number of infections and deaths is much higher. The IG report is one of the first centralized assessments of the way the virus is affecting the federal workforce. 699

VISTA, Calif., (KGTV) — The man accused of killing his girlfriend in Cardiff pleaded not guilty Wednesday at his arraignment.Henry Cowen, 41, stood stoically inside the defendant's box, watching Deputy District Attorney Marnie Layon accuse him of murdering 43-year-old Sabrina Lukosky. Friends at the courthouse said Lukosky was a beloved butterfly breeder, who was "so lovely."The investigation began when Lukosky's mother requested a welfare check in early October, after not hearing from her daughter for several days. Officers came to the gray flat the couple shared on Cowen's mother's property in Cardiff. They saw Lukosky's car but noticed a foul smell coming from the residence. A few days later, they executed a search warrant and found Lukosky's dead body and signs of a violent struggle inside the bedroom. "There was a broken stick, a bottle that had been broken, some amount of blood, and the victim had a 1.5-inch vertical gash to her forehead," Layon said. But that was not what killed her. The Medical Examiner said Lukosky died of strangulation and blunt force trauma. Prosecutors believe Cowen then left North County, first to got to Los Angeles. Then they said he took a Lyft to Riverside County, where he met with his children's mother. Investigators believe it was then that Cowen took steps to escape the country."That woman and her father, at his request, took him to the Israeli Consulate there, so that he could make arrangements to obtain a visa to get out of the country to move to Israel," Layon said. "They learned when they were going through the process, that would take six to eight months, and an expression was then made that the preference would be to go to New York."But before he could leave, officers with the Fugitive Task Force arrested Cowen in Riverside County on Oct. 11. He remains in custody with no bail.Cowen has an extensive violent criminal record, including assaulting an ex-girlfriend in California and kidnapping and torturing a man in Washington State. Because of that, if convicted, Cowen faces a maximum sentence of 55 years to life in prison. 2106

WASHINGTON (AP) — Congress is returning to Washington for one last attempt at deal-making this year. The only absolute must-do is preventing a government shutdown when a temporary spending bill expires on Dec. 11. Lawmakers are also debating whether to deliver another round of coronavirus relief before President Donald Trump leaves office.A virus bill would provide funding for vaccines and testing, for reopening schools and for helping small businesses. However, the parties remain divided on the details and the cost. The Associated Press found that some of the prominent obstacles appear to be House Speaker Nancy Pelosi’s demand for state and local government aid, as well as Senate Majority Leader Mitch McConnell’s demand for a liability shield for businesses reopening during the COVID-19 pandemic.Failure to pass a measure would push virus aid to the top of President-elect Joe Biden’s legislative agenda. 922

WASHINGTON — Stimulus checks and unemployment benefits may be getting a lot of the headlines, but plenty of businesses stand to gain from Congress' latest economic relief package. After all, while 0 stimulus checks for those making under ,000 a year and 0-a-week unemployment bonuses for those out of work will help many struggling, aid to businesses may prevent millions of layoffs in the coming months. AIRLINESThe airline industry has been hit particularly hard this pandemic. The new relief package provides billion to airlines to keep their payrolls operating. American Airlines and United Airlines have already indicated they will begin hiring back furloughed employees as a result of the infusion of cash. ENTERTAINMENT VENUES The arts have been impacted greatly during this pandemic and shows are expected to be canceled throughout much of 2021. The bill provides billion for entertainment venues and the arts to help offset losses. RESTAURANTS The restaurant industry has struggled for nearly a year now and no targeted relief is included in the bill. Restaurants owners will have access to more than 0 billion dollars' worth of Paycheck Protection Program loans, however. This time they will be able to receive higher amounts and use the loans for more things other than payroll, such as remodeling their facility to make it safer or buying perishable items. LANDLORDS billion is included in rental assistance to help tenants pay the rent. This in turn helps landlords who have struggled as well with some tenants being out of work and behind on payments. Congress also extended the moratorium on evictions through the end of January. 1677
