OCEANSIDE (KGTV) — After a decade of delays, the Oceanside Beach Resort is weeks away from construction.The initial approval for the project happened 13 years ago when the City of Oceanside selected the developer. The project is located near the small white beach home featured in the movie Top Gun. 10News talked with Senior Vice President of S.D. Malkin Properties, Jeremy Cohen, who said they ran into many roadblocks along the way."We faced a lawsuit, we won, it was appealed, and we won that, and that kind of brought us to where we are today," said Cohen.The lawsuit claimed the program the city uses to share hotel taxes and support the development violated the state constitution. Along with a drawn-out lawsuit, they also were pushed back by the Great Recession and a period of delays in redevelopment across California.Cohen tells 10News, “Although it had been done dozens of times in the state before, it was the first time it was challenged. The court found it was completely constitutional, completely acceptable, and so it just delayed us for three years."Construction is now set to start in December 2018, just before the new year. “There will be a couple of months of excavation; then you’ll see a concrete superstructure, about six or seven stories,” Cohen detailed.The parking for the beach resort will be relocated to an underground garage. As far as the Top Gun house is concerned, it will be completely taken off the property. Historians will preserve the exterior and Cohen will update the inside.“We’re looking at it as a really special kind of ice cream place so everyone can come in and get a 'top cone' from the Top Gun house," Cohen said. 1674

(KGTV) - A message threatening African-Americans was found in a men’s bathroom at MiraCosta College in Oceanside, college police said Friday.The discovery was made Thursday afternoon in a stall of the restroom on the second floor of the Oceanside campus library, according to police. The exact nature of the threat was not released.College Police, Oceanside Police and the FBI received the report of a hate crime, officials said. The subject of the crime is unknown.Police are asking for anyone with information to call 760-795-6640. Officers also want to learn if there have been any other incidents of this nature.MiraCosta College President Sunita V. Cooke addressed the issue in a message to the community Friday.“I am dedicated to the safety and well-being of our campus community, and will ensure we take all actions, to the full extent of the law, against any such acts. Nothing, not even the COVID-19 pandemic, will stop Santa from delivering toys to good boys and girls every Christmas Eve — and nothing will stop the North American Aerospace Defense Command (NORAD) from tracking the big guy's flying sleigh.This year, NORAD launched its 2020 Santa-tracker website, which will be updated regularly throughout the month season with new Holiday-themed games, music and videos.The Santa tracker is live now, and can be watched live at any time on Christmas Eve at NORADSanta.org. "Thanks to the dedicated men and women who keep a watchful eye over North American airspace 24 hours a day, 365 days a year. NORAD tracks everything that flies in and around North America. On December 24, we also have the special mission of tracking and escorting Santa,” said Major-General (Maj.-Gen.) Eric Kenny, Commander of the Canadian NORAD Region. “Utilizing the North Warning System's powerful radar and satellite systems, we are able to see into the North better than ever, allowing us to track Santa more precisely, ensuring he has a safe trip through North American airspace.”Visitors to the site will be able to track Santa's progress as he makes his rounds to homes across the globe.Last month, NORAD said that it would still be tracking Santa this holiday season despite COVID-19 staffing cutbacks.
