Chula Vista, CA (KGTV) - A Chula Vista City Council candidate running for District 4 says she is recovering after testing positive for COVID-19.Andrea Cardenas tells 10News she first started feeling symptoms on March 9th. She had a fever of 102, headaches, nausea and stomach pains. So, she called her doctor then went to seek medical care."When I went to Urgent Care, they asked me a few questions," she said. "They asked me if I had been in contact with someone who had tested positive and at the time I didn't know."She said because she is running for city council, she knew she was around many people on election night, but had no idea if anyone was carrying the coronavirus then."They had me do a chest x-ray where they accessed that I had pneumonia," she explained. "They said we could send you to the emergency room and have you tested but they explained the shortage of tests"She said her doctor explained that they were trying to hold the COVID-19 tests for the more vulnerable populations.Cardenas decided to just go home, self isolate, take the medication for pneumonia and hydrate."We have a social responsibility and a community responsibility to stay home," she said.Soon after, she was made aware that she had in fact been in contact with someone who contracted the coronavirus and she was tested immediately on the 16th.Her positive test results didn't come back until the 26th. "When I did test positive, I got a call from the county where they wanted to know my experience, all the symptoms that I had and where I had been," she said.Cardenas said she was fortunate to let the county officials know she had been home the entire time.She tells 10News has not left her home in 21 days and urges other who feel symptoms to immediately self-isolate and call their doctor."The moment that you feel any symptoms, just act as though you have it because it’s better to be safe than sorry," she said.According to the Centers for Disease Control and Prevention, most people who have COVID-19 have mild symptoms and can recover at home without medical care.The County of San Diego urges people to call their doctor or 211 if they have symptoms. 2160

(KGTV) -- The Sweetwater Union High School District Board voted Wednesday to cut more than 220 educators and place its beleaguered superintendent on paid leave.Staff cuts include educators and all librarians. In all, the board voted to eliminate 223 employees in hopes of balancing its budget.The board cited a decline in enrollment for the cuts, but said if enrollment goes up, librarians would be the first to return.RELATED: Sweetwater Union High School District votes to cut over 200 jobsThe vote ratifies an earlier referendum in which the board voted to lay off nearly 240 employees and staff members in February. The district's planned cuts to jobs and programs had been widely panned by staff and the public, with many calling on officials to consider salary cuts instead. During February's board meeting, one teacher told the board that their proposal would "kill this community and hurt our kids."Several staff were supposed have received pink slips in March but the coronavirus pandemic and ensuing campus shutdowns temporarily staved off layoffs.The board also voted 4-1 Wednesday night to place SUHSD superintendent Dr. Karen Janney on paid administrative leave. Since then, teachers have been cut, bus routes were eliminated, and class sizes have increased.On Monday, an audit from the state's Fiscal Crisis & Management Assistance Team (FCMAT) released a 79-page report saying there is enough evidence that fraud or misappropriation of funds may have occurred within the SUHSD dating back to 2018.Previously, Janney served 31 years in the SUHSD in various roles, including principal and assistant superintendent. She earned her doctorate degree in education from San Diego State University in 2010, according to her professional online profile. China said Friday it will temporarily reduce tariffs on imports of American-made cars as it tries to negotiate a trade deal with the United States.Citing the meeting earlier this month between US President Donald Trump and Chinese leader Xi Jinping, the Chinese Finance Ministry said in a statement that it will remove the additional 25% tariffs on car imports from the United States for three months starting January 1. That will bring China's tariffs on American-made cars to 15%, in line with those for cars made in other countries.China also said it would suspend its 5% tariff on 67 other auto parts.China imposed the additional tariffs on US cars in July and on some auto parts in September as part of its retaliation in the trade war between the two countries.At their meeting in Argentina, Trump and Xi agreed to a temporary truce while they try to negotiate a broad trade deal over the next 90 days.In its statement Friday, the Finance Ministry described the decision to remove the tariffs as a "concrete action" aimed at helping to bring about a "mutually beneficial new Sino-US trade order."Xi pledged in April that China would cut tariffs on imported cars this year. If you're familiar with the song, then you know it's about the battle against breast cancer, and it's the mantra for a small business in Chula Vista. On the surface, it may appear to be an ordinary beauty salon. But there is nothing ordinary about what's happening at Rico's on 3rd. Anna Maria "Snooky" Rico is the owner, stylist, and angelic spirit of Rico's. "Everything that happens in this room is free of charge," says a smiling Rico. Rico is showing off a private room in her Third Avenue salon. It's home to the Loving You Through It Foundation, where over 800 women have transformed from cancer patients to cancer fighters. "Giving and serving others is good medicine," adds Rico. "It's good medicine to help others."Rico's medicine is pure love and compassion. When the women are ready, faced with the loss of their hair because of chemotherapy, she offers to either cut their hair or shave their heads and then helps them pick out head covers, scarves, or custom wigs provided by the American Cancer Society. "We try to meet them at their point of need," says Rico. "What is it that you would like for us to do for you today?"And there are so many grateful clients that Rico has served. "She's uh, she's like a sister to me," says Delia Calara. Calara was diagnosed with breast cancer in 2015. She was given a pamphlet about Rico's services at the hospital. It was just what she needed during a desperate, dark time in her life. "You know when people come through here, we're apprehensive, we're fearful," says Calara through tears. "And then, when we leave, we're just overwhelmed, and I tell her I love her, and thank you."Kathleen Kubik, another client, was just diagnosed with breast cancer in April. In an attempt to explain the battle she was about to undergo, Rico reminded Kubik how soldiers shave their heads before entering the military. "They shave their heads, their hair because it's a hindrance for battle. That's what sold me," says Kubik. "We see them at their crisis moment. I know what it's like to be in that type of crisis," adds Rico. Snooky Rico knows the battle well because she too has been in those very same trenches, battling breast cancer. Rico herself is a cancer survivor. "One thing I always encourage the ladies is to never look at yourself through other people's eyes, to remember who you are," adds Rico. "You have to remember that you're a mother, you're a daughter, you're a sister, you're an aunt. All that you are to those people remember who you are." 2752
