SAN DIEGO (KGTV) -- While the visible reminders of local wildfires may be gone, San Diego fire officials say what’s left over can still cause a lot of problems especially as the region expects to get rain this weekend.After an intense wildfire happens, the burned vegetation and charred soil forms a water repellant layer that blocks water absorption -- which means the next time it rains, there’s potential for flooding.Cal Fire wants to remind residents to prepare before the rain arrives.Thomas Shoots, a spokesperson for Cal Fire, said, “Anyone near the Valley Fire needs to be prepared for any type of debris or mud flows. They need to have sandbags and the area around their home prepped so that everything looks OK.”In September, the county gave residents free supplies to make sandbags so people could begin their preps for the rainy season.County information on free sandbag availability can be found here.The City of San Diego is also offering sandbags for residents. While this is typical for a San Diego summer, there is one major difference in 2020.“We’re very conscious about crowds,” said Encinitas local Jennifer Marakovits.She and her husband Joe visited Del Mar Saturday afternoon. The two brought their own masks and sat watching the crowds from a distance.“It’s a matter of life or death and wearing a mask to me, it’s worth it,” said Joe.RELATED: Del Mar hiring more officials to enforce mask policies, ,000 fine possibleNearby, a Sheriff's deputy walked around. This is a new addition to the area. Del Mar’s city council voted to spend ,000 through the next four months to bring in extra deputies to help with mask and social distancing enforcement. Prior to this decision, one single deputy worked at a time, and with thousands of people visiting every day, the decision was made to help enforce county orders. The deputies will work a few four-hour shifts a week, changing the time, place, and location depending on the day.The deputy out Saturday afternoon held a stack of informational pamphlets and a box of face masks, which he handed out to anyone not wearing a mask who passed him. The goal is to keep the extra deputy taking educational actions similar to this, however, they could issue a citation that could cost up to ,000 for a violation. While he's thousands of miles away, the pandemic has made things even more complicated.28-year-old Anthony Galvan- Schaible packed his bags for Bali in February with the intent to stay until April. In March, the pandemic hit, forcing him to stay in Paradise a little longer."It was one of those things to sit it out and wait was the better idea," says Galvan- Schaible.He says one night he hopped on his motorcycle, and that's when things took an unexpected turn."The bike went to the street. I went to the left and ended up in a little ditch head first."He was rushed to the hospital after hitting his head on a concrete pillar. The impact compressed his spine. Within hours he was taken to emergency surgery. Galvan- Schaible now has multiple screws and plates along his back."It's terrifying… when they're across the planet and get hurt," says Mom, Jamie Schaible. "All you can think of is how can they get the care that they would get here."Because of travel restrictions, mom says it was stressful not knowing how she would get to her son."We reached out to the Indonesian embassy and just pleaded from a mother's heart and leaned on their compassion," says Schaible. "They bent over backwards to get me my visas."This allowed her to get to her son's bedside.Galvan-Schaible says he is starting to regain feeling in his hand. SAN DIEGO (KGTV) - Too many young military families in San Diego are finding themselves trapped in mountains of debt, not knowing where to turn.It's a devastating problem that the nonprofit Support the Enlisted Project (STEP) is working to tackle."It's a real challenge, and I think we are setting these families up for failure a lot of the times," said Tony Teravainen, CEO and Co-founder of STEP. "Their wage with all their allowances, E4 and below, 100% of them are below HUD's low-income level."RELATED: San Diego woman climbs out of 3,000 debt holeTeravainen says families often don't ask for help until things have gotten really bad. STEP helps prevent roughly seven evictions each month for young military families. "As a country, we don't have great financial habits. And what we see is when families enter the military we put additional burdens on them, and a lot of times this pulls them further, further into debt.
