"This final rule defines a service animal as a dog, regardless of breed or type, that is individually trained to do work or perform tasks for the benefit of a qualified individual with a disability, including a physical, sensory, psychiatric, intellectual, or other mental disability. It allows airlines to recognize emotional support animals as pets, rather than service animals, and permits airlines to limit the number of service animals that one passenger can bring onboard an aircraft to two service animals," the final rule states. Those traveling with a service dog will be required to fill out a form from the DOT "attesting to the animal’s training and good behavior, and certifying the animal’s good health" before flying. For years, some travelers have been bringing untrained dogs and all kinds of other animals on board by claiming they need the animal for emotional support. Airlines believe some passengers were avoiding pet fees by calling their pets emotional-support animals. SAN FRANCISCO (AP) — Regulators on Friday accused one of California's largest utilities of falsifying safety documents for natural gas pipelines for years following its criminal conviction and multimillion-dollar fine for a pipeline explosion that killed eight people near San Francisco.The California Public Utilities Commission said an investigation by its safety and enforcement division found Pacific Gas & Electric Co. lacked enough employees to fulfill requests to find and mark natural gas pipelines.Because of the staff shortage, PG&E pressured supervisors and locators to complete the work, leading staff to falsify data from 2012 to 2017, regulators said. The company "had common knowledge among its supervisors that locators falsified data," the commission said."Utility falsification of safety related records is a serious violation of law and diminishes our trust in the utility's reports on their progress," commission President Michael Picker said in a statement. (AP) -- A surfer was found dead face down in the water at Upper Trestles at San Onofre State Beach in San Diego County.The Orange County Register reports South Sector Superintendent for State Parks Rich Haydon says the man, described as middle age, was seen struggling Saturday as he paddled out into the surf at the break just south of San Clemente's border.It's unclear if the man was struggling because of the surf conditions or because of health issues.Nearby surfers then noticed the man face down in the water.Camp Pendleton Fire Department responded and continued attempting CPR before declaring the man dead at the scene.The San Diego County Medical Examiner had not released the man's name as of Monday morning. 746
