SAN DIEGO (KGTV) - A San Diego Congressman is responding to a Team 10 investigation that uncovered claims the government is not providing sufficient medical care to people in its custody.Court documents uncovered by Team 10 claim a man was arrested at the border then held for nearly three days in a potentially dangerous medical state.According to court documents, "Mr. Centeno was kept in a small cell where the lights were on the entire time. Mr. Centeno was not given a change of clothes during the nearly three days while he was at the Port of Entry. The cell where Mr. Centeno was held did not have a bed, and Mr. Centeno was given a thin foil blanket and a torn yoga mat to lie on. SAN DIEGO (KGTV) - A new report paints a grim picture of the housing supply in San Diego.According to numbers just released by the Southern California Real Estate Research Council, housing permits in San Diego County dropped by 43% through the first six months of 2019, compared to the same period in 2018.So far this year, there have been 2,037 units of housing permitted in San Diego."We are in deep trouble in housing production," says Borre Winckel, the President of the Building Industry Association of San Diego County. "We can't build the housing for the people that need it most."Winckel says decades of increased costs from state and local fees, regulations, labor costs and more have led to this point. He says it's too expensive for developers to build anything that the average San Diegan can afford. He says that's pushing the "workforce" population of teachers, first responders and military out of the market."There will be homelessness, and there will be more workforce displacement to Temecula and points beyond," says Winckel. "That's all because we have screwed up the regulatory environment that exists to build houses for the people that need them."The numbers show a steady decline in housing construction in San Diego.2015: 6,403 permits2016: 6,0362017: 5,2302018: 4,2862019: 2.037 (so far)Winckel says the only solution is to ease regulations and make it easier for companies to build.According to the report, Santa Barbara had a 40% decline, while Los Angeles and San Bernardino had declines in permits around 20%. 1547

SAN DIEGO (KGTV) - A missing former Navy SEAL reported missing earlier this month has been found, according to police.San Diego Police said Johnathan Steven Surmont, 45, was located in Los Angeles during the time he was reported missing.RELATED: San Diego Police searching for missing Navy SEAL veteran"A citizen" called SDPD to tell them Surmont was in Los Angeles, at which point the department's Missing Persons Unit confirmed the information."Although Surmont’s current whereabouts are not known to SDPD, he is no longer considered at-risk or a missing person," the department said in a release.Surmont was reported missing after he was last seen in August, telling his wife he was in a "rough place" in Los Angeles, according to a missing person bulletin from the SDPD.
