VIENNA, July 25 (Xinhua) -- Visiting Chinese Foreign Minister Yang Jiechi said here on Sunday mutual trust, support and enhanced cooperation are needed in the development of Sino-EU relations.Yang made the remark during talks with his Austrian counterpart Michael Spindelegger, during which they exchanged views on Sino- European relations.Yang said China and the European Union, while the biggest developing country and the biggest bloc of developed countries respectively, are also two major economies in the world. The two sides have neither fundamental conflict of interests, nor unresolved historical issues. Both sides believe in multilateralism and cultural diversity. Both support free trade. BEIJING, June 21 (Xinhua) -- The Political Bureau of the Communist Party of China (CPC) Central Committee Monday approved an education reform plan for the next decade, which aims for greater education investment and fairer distribution of resources.Presided over by the CPC Central Committee General Secretary Hu Jintao,a meeting of the Politburo approved the final version of the Medium- and Long-term National Educational Reform and Development Plan (2010-2020).The Politburo, the CPC's top decision-making body, said in a statement that education was the fundamental cause for the revitalization of China and social progress in the future.China had established the largest education system in the world since the founding of the People's Republic, which ensured education rights for millions of people, the statement said.The government promote educational fairness as a basic policy and increase education investment in rural, remote and ethnic minority areas, the Politburo agreed.According to the plan, government investment will increase steadily to support the education sector, with the ratio of education expenditure in terms of gross domestic product (GDP) to be 4 percent by 2012.In 2008, the ratio stood at 3.48 percent, compared with the average international level of 4.5 percent.The plan, released at the end of February for public scrutiny, was seen as setting the tone for the development of the education sector in China, which has long suffered from funding shortages and unbalanced development in rural and urban areas.The plan said giving students fairer access to quality education would be a "fundamental policy," with more public education resources for rural, impoverished and ethnic areas.The reforms would also encourage private organizations and individuals to play a greater role in the education system, said the statement.The plan took one year and nine months to draw up, during which public submissions were invited on two separate occasions.

In Chengxiang village, people were forced to row make-shift boats -- made of plastic bottles and planks -- to commute through the flooded streets.Chen Jian, the region's chief weather forecaster, said heavy rains are expected to fall on six Guangxi cities from June 7 to 10.Local disaster relief officials were ordered to evacuate residents in low-lying areas in advance. Safety measures at reservoirs shall also be reviewed, officials said.In Jiangxi Province, where mudslides recently derailed a train and flooding forced the evacuation of 90,000 residents, government departments and agencies were ordered to ramp up flood prevention measures.Schools, coal mines, markets and other populated areas will be carefully monitored to prevent accidents that could lead to massive casualties, according to officials.The alert noted that water levels in Jiangxi's reservoirs and waterways remain high, posing serious threats to the government's flood prevention work.Alarms also rang in central Hubei Province. The provincial meteorological bureau forecast heavy storms to hit Hubei from June 7 to 8 and might trigger flooding in its southern mountainous areas.By June 3, floods have killed 125 people and left 34 people missing all over China, the Office of State Flood Control and Drought Relief Headquarters said.More than 23.09 million people and 1.55 million hectares of crops were affected. Direct economic losses amounted to 16.9 billion yuan (2.47 billion U.S. dollars), it said.

BEIJING, Aug. 10 (Xinhua) -- Food, clothing and shelter supplies for the mudslide-affected people in Zhouqu County in northwest China's Gansu Province are to be properly handled, the Ministry of Civil Affairs said Tuesday.The affected people will be helped by the government to reconstruct their homes, the ministry said in a statement.China's Ministry of Finance has allocated 500 million yuan (73 million U.S. dollars) for emergency aid to fund the relief efforts.The statement said the resettlement program will be carried out in three stages.The first stage of emergency aid is resettling the affected people in temporary shelters.The second stage is the stopgap resettlement of people in houses of relatives, friends, neighbors as well as rented houses and houses offered by the government.The third stage is reconstruction and the moving of people into their new homes.Efforts should be made to finish reconstruction of toppled houses before winter sets in, or no later than June 2011, the statement said, noting the repair of damaged houses shall be finished by November this year.The ministry will soon flesh out the resettlement program after learning further details of the disaster, an official at the Ministry of Civil Affairs said.The death toll from the massive rain-triggered mudslide in Zhouqu County has risen to 702, with 1,042 others still missing.Also on Tuesday, the Ministry of Civil Affairs said 7,000 tents, 21,400 cotton quilts, 5,000 folding beds and 5,000 sleeping bags had arrived in Zhouqu.Along with the shelter supplies, instant noodles, drinking water, generators, candles and flashlights have also arrived in the county, with more supplies en route.In addition, the State Administration of Radio Film and Television has transported 10,000 radios and 5,000 televisions and satellite dishes to the affected area to ensure local people know the latest information concerning the rescue and relief efforts.As of 6 p.m. Monday, the Red Cross Society of China and its local branches had offered relief funds and materials worth more than 6 million yuan (about 886,000 U.S. dollars).The organization has called for more donations, asking the public to log on to redcross.org.cn to donate, apart from donating through banks and post offices.The State Council, China's Cabinet, released a circular Tuesday calling for better coordination between local rescue and relief teams.The circular encouraged financial donations from the public for the organized procurement of supplies.It also urged people other than rescue and relief workers to not go to the disaster-hit county.
