SAN DIEGO (KGTV) -- Residents of San Diego County are still disposing of more waste than the average Californian, according to a report by the research group Equinox Project at the Center for Sustainable Energy.According to the report, San Diego continues to dispose of more waste per capita than any of the other major urban counties throughout the state.The latest numbers, which came out in 2016, show that each San Diegan tossed out an average of 5.5 pounds of trash per day in 2016.Within San Diego County, residents in Del Mar disposed of the most trash at 16.5 pounds per capita.Residents of Imperial Beach, however, disposed of the least trash at 3.3 pounds per person followed by Chula Vista at 3.7 pounds per capita.The numbers show that three jurisdictions, Solana Beach, Lemon Grove and Coronado, decreased their waste disposal in 2016.Residents of within the city of San Diego disposed of 5.9 pounds of waste per person per day.The numbers below show how much trash per capita jurisdictions around the county disposed of: 1052

SAN DIEGO (KGTV) - San Diego Police arrested a man on suspicion of killing the owner of an East Village flooring business, but a female suspect remains at large, detectives said Thursday.Kevin Eugene Cartwright, 51, was arrested in El Cajon Tuesday. No motive was released.??????10News spoke to Venus, who told us she was Ghedeer "Tony" Radda's cousin. Ten years his junior, she said she always looked up to Radda as a "cool older brother," who taught her everything from pop culture to how to grow up. She said the tragedy was so numbing, she still cannot accept it as reality. "I wake up everyone morning thinking, is this still a dream? Am I ever going to wake up from this nightmare?" Venus asked.Officers believe Kevin Cartwright and an unidentified woman killed Radda at Bottom Price Flooring on G Steet, October 10. Radda suffered trauma to his upper body and died at the scene."I can't imagine him thinking, am I going to go now? Do I call my kids? Do I call my wife? At the end of the day, I just want him to tell us, why?" Venus said.For more than a week, investigators looked for two disguised suspects caught on Radda's newly-installed surveillance cameras. They captured a person in a Granny Mask and a woman with a purple wig.San Diego Police said Wednesday evening they arrested the man they believed was behind the Granny Mask-- Kevin Eugene Cartwright."Today did give us a little bit of peace, not that it will bring him back, but just to know that there is a little bit of closure, that one person has been caught," Venus said. 10News went to Cartwright's last known address in El Cajon. A man answered the door but provided no comment. "I was definitely hopeful that, once again, we’ll have a process of consulting with an administration that wants to do something in regards to immigration versus what I would describe as an iron fist against anyone who’s coming into the country," says Pedro Rios, the director of the American Friends Service Committee.President-elect Biden has already shared some of his immigration related plans once he takes office. Biden has vowed to reinstate the Deferred Action for Childhood Arrivals (DACA) for children brought to the U.S. by their parents. Neighbors told 10News a mom, dad and baby duck were crossing the road around 5 a.m. when a newspaper delivery driver ran them over.Several residents reported that the driver responsible delivers the San Diego Union-Tribune newspaper and regularly speeds on their narrow roads.The UT told 10News their carriers are employed by a separate company but issued the following statement: "We have learned that a carrier from an independent distributor, who delivers The San Diego Union-Tribune, may have been involved in an auto collision involving a family of ducks. SAN DIEGO (KGTV) - San Diego County will expand enforcement efforts to track down businesses knowingly operating in violation of the current public health order.After a bit of a lengthy back and forth, the board of supervisors voted unanimously to expand the current enforcement team.Currently, the county’s newly developed Safe Reopening Compliance Team focuses on egregious cases, outbreaks, and complaints.There are only ten staff members presently on the team, 13 more will be added on during phase one to continue looking into egregious cases and outbreak investigations.A Healthy Compliance Call Center also went live, where members of the public can report violations of the public health order by calling (858) 694- 2900.Tuesday’s vote to include a phase two will add 22 staff members at .8 million to follow up with businesses or entities that are still operating in violation of the public health order.The funding will come from the CARES Act.Two other enforcement options were on the table for supervisors consider, but they were voted down by the majority.Dr. Wilma Wooten, the county’s public health officer, has already sent several letters ordering businesses to close down until they comply with the order.A handful of gyms and churches in the county have stayed open inside despite being ordered to close or move their operations outdoors.This week the San Diego County District Attorney’s Office filed five misdemeanor charges against a Ramona gym owner for failing to comply. 1505
