The National Weather Service tracked a band of heavy activity Thursday afternoon. Residents in Oceanside were the first to report to heavy showers before the storm moved east. Oceanside Police sent an alert to residents which read in part, "Oceanside is being affected by heavy rain and flooding in the city. This will include intersection and several roadways. If the roadway appears unsafe you are being advised to not attempt to drive through that area. UPDATE: The fire was 100 percent contained at 250 acres by Friday at 6:20 p.m. All lanes of SR-78 reopened by 5 p.m.RAMONA, Calif. (KGTV) -- Crews Thursday stopped the forward rate of spread of the Rangeland Fire burning in the Pasqual Valley near Ramona. The blaze started along San Pasqual Valley Road around 1 p.m. near the San Dieguito River Trail and quickly grew to 250 acres. The fire is 60 percent contained. The eastbound lanes on State Route 78 closed at Bandy Canyon Road due to the fire, but are expected to reopen by 10 p.m. The 78 will be down to one lane on Friday between 8:30 a.m. and 5 p.m.  Highland Valley Road was also closed between Bandy Canyon and Archie Moore Road due to a big rig that was stuck on the road.  803

Two nooses were discovered on the grounds of the Mississippi state Capitol on Monday morning, along with signs referring to Tuesday's Senate special election, a state spokesperson said."We are hanging nooses to remind people that times have not changed," reads one of the signs, said Chuck McIntosh, director of communications for the Mississippi Department of Finance and Administration, which oversees the Capitol Police."Tuesday Nov 27th thousands of Mississippians will vote for a senator. We need someone that will respect lynched victims," reads another sign, McIntosh said.CNN affiliate WLBT alerted Capitol Police to the items. An investigation is underway.
