When the Trump administration first asked the Pentagon to send troops to the southern border, they wanted them to perform emergency law enforcement functions, CNN has learned.The Pentagon said no.According to two defense official familiar with the request, the Department of Homeland Security asked that the Pentagon provide a reserve force that could be called upon to provide "crowd and traffic control" and safeguard Customs and Border Protection personnel at the border to counter a group of Central American migrants walking to the U.S. border to request asylum.The Pentagon rejected the request on October 26, according to one of the officials, even as it signed off on providing DHS with air and logistics support, medical personnel and engineers.The request was turned down because the Department of Defense felt that active duty troops do not have the authority to conduct that type of mission unless they are granted additional authorities by the President.Defense officials have repeatedly emphasized the troops at the border are there to support civil authorities and that they are not expected to come into any contact with migrants. 1154

WISCONSIN — A 19-year-old man has been charged with two felonies after police say he gave a gun to Kyle Rittenhouse the night two protesters were killed in Kenosha.Prosecutors say Dominick Black purchased the weapon from the Ladysmith Ace Home Center using money he received from 17-year-old Rittenhouse. Police say Black bought the weapon for Rittenhouse because he wasn't 18-years-old yet and couldn't do it himself.Black and Rittenhouse agreed that the rifle would be stored at Black's stepdad's house since Rittenhouse did not have an Illinois Firearm Owner Identification card, according to the criminal complaint. Black's stepdad lives in Kenosha.On Aug. 23, Jacob Blake was shot in the back several times by Kenosha police. The following days were then full of protests and unrest in Kenosha.According to the criminal complaint, on Aug. 25, Rittenhouse and Black volunteered to protect the Car Source located on Sheridan Road. The two met at Black's stepdad's house where Black gave Rittenhouse the gun he had purchased, a Smith & Wesson M&P 15 rifle.Around 11:49 p.m. that night, Rittenhouse used the gun to allegedly shoot and kill two individuals, Joseph Rosenbaum and Anthony Huber. Both killings were captured on video by witnesses and the videos were widely shared on social media, police say.Now, Rittenhouse is facing trial in Wisconsin and Black has been charged with two counts of intentionally giving a dangerous weapon to a person under 18, causing death.This crime is punishable for up to six years in prison, per count.This story originally reported by Julia Marshall on TMJ4.com. 1618

It's a spinoff from his Band In A Bus program.“We believe it’s like giving away a box of joy,” said Rose.With more and more questions about what classes and extracurriculars will look like as the coronavirus pandemic continues, Band In A Bus is changing its approach to hand out recorders and drum sticks to as many kids as possible.“The least we can do in these trying times is help kids feel some type of happiness and excitement every day,” Rose said. "That’s kind of why we’re trying to pilot this program.”Band In A Bus says budget cuts due to the coronavirus are forcing some schools to cut back music programs even more, which makes these free boxes even more important for kids.“The worst thing that we can do to a kid is strip them of this creative outlet,” Rose said. “As a growing young person, the most valuable thing is learning who you are and your tone of voice.”The Band in a Box program has enough money to help about 500 kids, but it is raising more money to try to impact as many families as possible.“That’s the experience that every kid can kind of relate to – that excitement, that fun,” Rose said. “You could see their smiles as they were drumming. When a rumor of a mass shooting trickled out late Wednesday evening, play director Brett Elliott was putting the finishing touches on a student production.“Immediately people started panicking and crying, not knowing who to reach out to first because all of their friends could have been there,” Elliott describes.Elliott was set to direct a play about the Columbine High School shooting with student actors at California Lutheran University. The play “Columbinus” was based on the events that took place in the 1999 shooting in Columbine, Colorado.“I was sitting right over here to your right, giving final notes and instructions to my actors, literally on how to effectively portray people affected by a mass shooting, Elliott says.“We thought it was vital three days ago. We thought it was immediate three days ago. Now, it’s on our doorstep.”One of his cast members did, in fact, lose a best friend.“I've spent a month and half with these kids, trying to teach them what it could be like to experience an event like this, try to help them get into the minds of people, of a community affected by an event like this,” Elliott says. “I would never in a million years have wished for them to actually live it. It’s heartbreaking.”This weekend's opening performances have been canceled. The future of the production is unclear.However, Elliott and the cast unanimously agree that it should go on."It is exponentially more important to us all now," Elliott says.Whether the play will go on is up to the university. But if theatre's job is to hold a mirror up to nature, to society, Elliott believes the show must go on, especially now.“This show is why we do theatre,” Elliott says. “This show is why theatre exists.” 1724

WESTLAKE VILLAGE (CNS) - Westlake Village-based Guitar Center, the country's largest retailer of instruments and musical equipment, joined a growing list of companies impacted by the economic toll of the COVID-19 pandemic, filing for bankruptcy, according to a report Sunday.Guitar Center has about 300 stores across the U.S., and its sister brands include Music & Arts, which has more than 200 stores specializing in band and orchestral instruments for sale and rent, according to the Los Angeles Times.The filing in the Eastern District of Virginia gives the company a break on its debts by letting it stay in business as it seeks to carry out a restructuring plan, the Times reported.According to the report, a restructuring support agreement announced Nov. 13 requires new financing backed by existing creditors, in addition to 5 million in new equity investments from its parent company, Ares Management Corp., as well as the Carlyle Group and Brigade Capital Management.Moody's Investor Service explained that the coronavirus shutdown has hit nonessential retailers hard, and that Guitar Center was particularly vulnerable because musical instruments are highly discretionary item. The company's stores were shut down in mid-March when the pandemic began in earnest.
