Setting up a showdown with California, the Trump administration on Thursday announced a plan to revoke a signature Obama-era environmental regulation.The administration wants to freeze a rule mandating that automakers work to make cars substantially more fuel efficient. It called its plan a "50-state fuel economy and tailpipe carbon dioxide emissions standard for passenger cars and light trucks."The administration also proposed a withdrawal of California's Clean Air Act preemption waiver. They called the plan illegal, saying it would force motorists to pay more for gas and create more air pollution.The Corporate Average Fuel Economy standards require automakers' cars to average about 50 miles per gallon by 2025. The standards, enacted in 2012, get stricter every year leading up to 2025. The Trump administration's proposal would cut off the average CAFE increases in 2020, when automakers will have to produce cars that get an average of 43.7 miles per gallon."It's still a very aggressive program. We have been steadily increasing the standards... for almost a decade," said EPA Assistant Administrator Bill Wehrum on a call with reporters Thursday.The EPA and Department of Transportation cited safety as one reason for the changes. They claimed the reduced standards would make new cars more affordable. That would allow more people to buy cars with enhanced safety features, the government said. The administration said the proposed plan will prevent thousands of on-road fatalities and injuries.The public will have 60 days to comment on the plan before any action is taken.Automakers, represented by the Auto Alliance and Global Automakers, said they support "substantive negotiations" about fuel efficiency standards. 2429

Sitting in the front seat of his white Ryder semi-truck, Graig Morin often has some of the best views of Maine as he crisscrosses the state making deliveries. But the best seat in this cab belongs to his dog, Lilly.Morin is the owner of Brown Dog Carriers in Biddeford, Maine, where dogs aren’t just a part of the company name, they’re part of the payroll.“My wife got her when she was a puppy. She’s 12-years-old now,” Morin said looking at Lilly, a chocolate lab, whose front whiskers have started growing gray with time.Lilly likely does not know that an entire business is named after her, but she has provided plenty of company over the years. Morin estimates the pair has traveled the better part of 500,000 miles together. She’s become such a fixture in his passenger seat that customers often wonder when she’s not around.“A lot of time at deliveries I’ll get, ‘Where’s the dog?’” he added.These days, the trips have become more frequent.In the spring, Morin and Lilly started seeing a massive uptick in business. Deliveries were skyrocketing with people quarantined at home. At the same time, though, Morin also saw other small businesses struggling and wanted to help.“Why not? If everyone that could, did, we’d live in a much better world,” he said about the company’s response.With the extra money they were making, Brown Dog would give out free coffee to first responders. They've been moving folding chairs to area hospitals that needed them and have helped local manufacturers transport their donations to the COVID-19 response. PETERSBURG, Fla. — A toddler lovingly known as the "Baby Shark Girl" is making big strides.When WFTS first met Harper Mae Comparin, the then-2-year-old girl born with spina bifida was learning how to walk via a very unique method: the "Baby Shark" song.Her physical therapist at Johns Hopkins All Children's Hospital used the syncopation of the love-it-or-hate-it kids jingle to get Harper Mae to move. And it worked.Now, a year and a half later, her team of medical workers and family members continue to use inventive methods to help her deal with complications related to the birth defect in which the spinal cord fails to develop properly.She needed therapy to walk and to talk.Physical therapist assistant Nick Hamilton, who works at Johns Hopkins All Children's Hospital, recently helped Harper Mae when she was scared of getting her leg cast sawed off."I'm a big kid, so I fit right in here," Hamilton said.So, he improvised. He made a cast for Harper Mae's Elsa doll. And it worked."Having her baby doll that she carries with her everywhere get a cast just like hers has helped her feel better about it," said mom Erica Comparin.Hamilton says a big part of Harper Mae's therapy is "improvisation." ST. PETERSBURG, Fla. — A Florida woman was arrested on Sunday after police say she stripped naked and ran around at a public park because she believed a giant spider was on her and she had to get away from it. St. Petersburg Police arrested 40-year-old Danielle Teeples on Sunday at Bartlett Park around 2:15 p.m. Police say that Teeples was completely nude and that there were numerous people in the park at the time of the incident. Police say that traffic on 4th Street South was heavy at the time of the incident and that numerous vehicles were slowing and honking at Teeples as they saw her behavior. According to an arrest report, Teeples was "acting erratically and rubbing her hair and breasts while screaming and running between two trees."St. Pete Police say Teeples initially refused to get dressed after police contacted her. Post Miranda, police say that Teeples admitted to recently using drugs such as crack cocaine, spice and crystal meth. She also said that she believed a giant spider was on her and she had to get away from it.Teeples was arrested and charged with exposure of sexual organs.  1164

SOLANA BEACH (CNS) - A man was arrested Thursday after entering a North County bank, telling everyone inside to get on the floor, announcing that he was robbing the premises and directing workers to make a 911 call to report the crime-in-process. The odd robbery scare at the Wells Fargo branch office in the 200 block of Santa Helena in Solana Beach began just after 9 a.m., according to sheriff's officials. The perpetrator -- a thin, roughly 6-foot man who appeared to be in his 30s, wearing a black hooded jacket with the cowl pulled up over his head -- entered the bank minutes after it opened and promptly made his series of demands, Lt. Karla Menzies said. He issued no threats of violence and displayed no weapons during the takeover, the lieutenant said. When deputies arrived a short time later, they found the self-described robber inside with his hands in the air, Menzies said. The man, whose name was not immediately available, surrendered without incident and was taken to Vista Detention Center to be booked on suspicion of attempted robbery. The motivation for the suspect's actions was unclear. ``(Deputies) think that there were some mental-health issues (involved),'' Menzies said. 1209
