NOANK, Ct. -- As a humid summer breeze blew across the bow of the oyster boat Marc Harrell was standing on, he looked out toward Long Island Sound and could see some signs that the nation’s economy is recovering.Harrell has spent most of his life fishing those waters for oysters under the guidance of Captain Jim Markow, both men are the backbone of Mystic Oysters, a family owned business that’s been around for decades.“Our business hasn’t completely rebounded yet, it’s still going to be some time before it does,” Harrell said as he dropped an oyster dredge off the side of the boat.In Noank, Connecticut, the headwaters of the Atlantic Ocean come crashing into the Mystic River. The combination of saltwater and fresh water creates what most in the coastal community say are some of the best oysters in the world.But the coronavirus outbreak has been threatening a way of life that’s been a part of this community for generations. It’s a pandemic impacting both land and sea.“We don’t know what’s going to happen and we’re still not 100% optimistic that everything is going to be the same once this is all done,” Markow said.For the better part of 40 years, Markow has operated Mystic Oysters. The small family-owned company prides itself on harvesting oysters directly from their own oyster beds and shipping them directly to restaurants and suppliers up and down the East Coast. But as countless restaurants closed because of the coronavirus, Mystic Oysters no longer had a customer base.Like so many other small businesses across the country, COVID-19 has forced Mystic Oysters to reinvent themselves. The company has started selling directly to consumers, harnessing social media and word-of-mouth to bring customers directly to the docks to buy oysters as fresh as they come. They’ve even started coordinating with other small businesses and fisherman to hold farmers’ markets and pop-up sales tents around the area.Revenue is still down considerably but Markow sees a future in their new business model.“It’s exciting to see the opportunities that are out there that we weren’t aware of,” he said. “We were forced into a situation to reinvent our business and I think in the long run it’ll be a positive, in the short run though, definitely scary.”Experts say that kind of ingenuity and creativity is something other small businesses can emulate as they try to navigate the uncertainty surrounding the virus.“That’s always been the staple of small business, finding those market opportunities and working with the resources they have to survive,” said Holly Wade, who serves as a researcher with the National Federation of Independent Businesses.As for Mystic Oysters, they see diversification as a way forward. For the first time in the company’s history they’ve even started selling fresh lobsters directly to consumers. Markow hopes other small business owners who might be struggling see what they’re doing here and find hope for a future rebound.“Don’t give up, keep thinking. (KGTV) -- Supporters are defending The San Diego Police Department after a controversial email detailing an incentive-based program was released to Team 10.RELATED:  San Diego Police Chief launches internal investigation into "rewards for arrests" emailTasha Williamson says she is a civil rights activist. She organized the protest outside the Southern Division in Nestor Monday night, but she was far outnumbered by residents and business owners who showed up to support the officers and thank them for their service. RELATED:  Protest planned over controversial San Diego Police Department email"You hear words like quota and you get a little nervous, but I don't, and knowing these police officers, I don't believe for a minute that any of this was racially motivated or supposed to be directed at communities of color. I've been a person of color, I've seen things, they're not happening here," said Jason Wells. Williamson and a handful of other people at the protest are upset about an email sent by a police sergeant to the 90 officers at the Southern Division suggesting a reward based program for drug arrests. Team 10 obtained the email from an officer who wished to remain anonymous out of fears for his job.  According to the email, the officer with the most points would be rewarded with the opportunity to work in a specialized unit for up to a month. The goal was to motivate officers, increase experience and target high-crime areas.  It stated the program was being instituted in Southern Division and is strictly voluntary. It also stated that the program runs from March 1 (retroactive) to April 14.Williamson said the fact the whistleblower felt the need to go to the media, not a supervisor, is another red flag."I'm also concerned that no one else stepped forward out of the 90 officers, only one, and I'm concerned about the culture in the department in how they are really an open door policy," said Williamson.  The anonymous officer told Team 10, other officers were concerned but allowed him to speak for them. Protesters also say "quota systems" breed corruption and target low-income neighborhoods with fewer resources to fight drug problems."I'm concerned that incentive-based programs within internally with the police department would cause corruption and the incentive-based program in low-income communities for drug arrests have primarily been discriminatory," said Williamson.  "Policing should not be a game. It's not fun to arrest people if you want to do a quota, do it on something that can't be transferred from one pocket to another during a stop," said another protester. San Diego's new Police Chief David Nisleit told 10News the program was never authorized or carried out. Chief Nisleit said the email was sent by mistake and retracted within days. The chief said he's launching an internal investigation into why and how the idea was developed.  We asked what happened to the sergeant who sent the email, we are still waiting for a response.Williamson is calling on the chief to meet with her personally, along with other activists, so they can share their concerns.  3243

Clinton's "She Persisted in Sports: American Olympians Who Changes the Game" will be published Sept. 22 by the children's imprint Philomel Books. The latest of Clinton's best-selling "She Persisted" picture books will include sections on Wilma Rudolph, Mia Hamm, and Venus and Serena Williams. Also on Monday, Philomel announced that a new series of chapter books will feature 80-page stories on women that Clinton previously honored. The series begins in January with "She Persisted: Harriet Tubman," written by the award-winning author Andrea Davis Pinkney. 679
