SAN DIEGO (KGTV) - A woman was arrested Thursday on suspicion of running over and killing a man she had been arguing with at a Kearny Mesa parking lot. San Diego police said 33-year-old Latisha Ingram and an unidentified 25-year-old man were arguing in a parking lot in the 4600 block of Convoy Street at around 11:30 p.m. Thursday when the altercation escalated. Kiana Smith was in the middle of her shift at Rakiraki ramen restaurant when she heard the noise outside. Ingram was belligerent, Smith said, adding she had been turned away by a bartender at O’Brien’s. "She turned her down because she was way too drunk, then she made her way this way, and a server saw her before I did, saying she was way too drunk, she couldn't even walk." Smith told 10News the male victim, who had been waiting on a table with his girlfriend, was trying to stop Ingram from driving. "It looked like she was trying to get in her car, but she was obviously way too drunk to drive, so the guy was trying to stop her from driving,” said Smith. According to police, Ingram then drove away while the man was holding onto her car. Police said Ingram drove out of the parking lot and turned southbound onto Convoy Street when the man let go and was allegedly run over. "He ended up on the hood, and she made the right turn, and he completely flew off," said Smith.The man was rushed to the hospital, where he died from his injuries, police said. 10News learned Ingram returned to the area about 30 minutes later and was arrested without incident. Ingram was booked on suspicion of felony hit-and-run and felony DUI. 10News learned she has a prior DUI charge from 2011. Smith said returning to work Friday was tough. 1702

SAN DIEGO (KGTV) -- An eventual return to outdoor dining for some North Park restaurants may not be an option due to a City of San Diego project.Right now, some businesses on 30th Street have left their outdoor dining structures just as they were before the latest stay-at-home order. However, concerns have been raised as the city’s pipeline replacement project, which includes a bike lane expansion, moves into its final stages.In a virtual meeting, city officials presented a plan to the North Park Main Street Business board of directors, informing business owners of what will be required of them as part of this construction. This will include restriping the bike lanes in their section and putting signage up.Several area business owners, like David Gamboa, were not happy to hear the plans. Business owners believe the project will cost them their parklets and outdoor dining spaces.“Not only are businesses scratching for every penny they can right now. Now we’re going to ask them to take their staff, time, and take whatever little money they have and stripe the street themselves. It seems crazy to me. It’s a big ask,” Gamboa said.The business owners are asking the city to delay the striping of the bike lanes until businesses can fully reopen.Typically, the city would require businesses to hire an engineer who would design a traffic plan. 1363

SAN DIEGO (KGTV) - A shark was seen off the San Clemente Pier Monday morning, prompting lifeguards to close a two-mile stretch of beach.Several witnesses saw the shark about 9 a.m.  It was estimated at nine feet long, lifeguards said. They did not know what type of shark it was.Few people were in the water because of cold temperatures and minimal surf, said officials. SAN DIEGO (KGTV) — A small stretch of Old Town's main road will be closed to cars from Thursdays through Sundays for the rest of 2020 to help area restaurants serve outdoors safely.The move is meant to help the region survive as it enters the purple tier of coronavirus restrictions, which outlaws indoor dining.San Diego Avenue, from Arista to Linwood, will no longer be available to vehicle traffic in the afternoons and evenings on Thursdays through Sundays until Dec. 27. While most of Old Town has been able to offer outdoor dining with adequate social distancing, the restaurants on the southernmost portion of the historic park have not had as much space to work with.Pietro Busalacchi, who opened Trattoria Don Pietro in August, said cars sometimes speed down the street, near outdoor diners. Additionally, the sidewalk near the tables is narrow and large groups without masks walk too close to diners. It turns him from restaurateur to security officer. "Once they've walked halfway through the restaurant if they're not wearing a mask I'm like, 'hey you know, can you throw a mask on?' It's too late at that point and also some people look at you like, 'don't tell me what to do,'" Busalacchi said. The Old Town Chamber of Commerce arranged with the city for the closure, which it experimented with earlier this year. After two months back to normal, it decided the closure was the right way to go. "The pandemic really changed a lot for our businesses, so we had to give each request a shot and we decided to close the street again," said Sunny Lee, the chamber's executive director.Lee said if the coronavirus restrictions persist into 2021, Old Town would seek to extend its closure with the city.
