DALIAN, Sept. 26 (Xinhua) -- Russian President Dmitry Medvedev on Sunday called on the young in Russia and China to pass on the friendship forged during World War II.Medvedev made the call in a meeting Sunday morning with more than 20 veteran Chinese and Russian soldiers who participated in China's War of Resistance against Japanese Aggression (1937-1945), part of WWII.The Russian leader, who arrived in the northeast China's port city of Dalian Sunday morning, first laid flowers at a monument commemorating Soviet Union war martyrs.In the following meeting with Chinese and Russian veterans, Medvedev said Russians and Chinese forged profound friendship in their joint fight against the Nazis, and such friendship constituted the solid foundation for the relationship between the two countries.The Russian President thanked Russian and Chinese veterans for their contributions to peace.He also thanked China for renovating the memorial, which was one of more than 70 memorials commemorating Soviet Union war martyrs throughout China. All those memorials had been refurbished to mark the 65th anniversary of the victory of WWII.Dalian was the first stop of Medvedev's three-day visit to China. This was also Medvedev's second state visit to the country since he assumed presidency in May 2008.Later Sunday, Medvedev flew to Beijing to continue his state visit to China.During his stay in Beijing, Medvedev will hold talks with Chinese President Hu Jintao and call on other Chinese leaders, including top legislator Wu Bangguo and Premier Wen Jiabao.Medvedev will also travel to east China's metropolis of Shanghai, where, on the next day, he will meet with Chinese Vice President Xi Jinping and attend events marking the Russia Day at the ongoing World Expo, which runs from May 1 to Oct. 31.

FUZHOU, Oct. 23 (Xinhua) -- Hundreds of thousands of residents have been evacuated as Megi, the 13th typhoon to hit China this year, made landfall in Zhangzhou City in the southeastern Chinese province of Fujian at 12:55 p.m. Saturday, authorities said.As of 2 p.m., 272,300 people have been evacuated, according to officials at the provincial department of civil affairs.Also, there was no immediate report of casualties in Fujian. But disasters caused by typhoon Megi have claimed 11 lives in Taiwan, across the Taiwan Strait.The typhoon has weakened into a strong tropical storm after landing at Liu'ao Town of Zhangpu County, southern Fujian, packing winds of up to 140 km/h.The storm is expected to move northward at 10 km per hour and further weaken to become a tropical depression, according to the National Meteorological Center.The cloud cluster brought by the storm, however, will be hovering over the southern coast of Fujian for some time and is expected to dump more rain in the areas, according to the Fujian provincial meteorological bureau.Zhangpu received 243 mm of rainfall, and neighboring Yunxiao County recorded 332 mm between 8 a.m. Friday and 5:30 p.m. Saturday.The precipitation in cities of Zhangzhou, Xiamen and Quanzhou will reach 100 mm in the next 12 hours, the provincial meteorological bureau said.The storm will also be responsible for heavy rains in Fujian's neighboring provinces of Guangdong and Zhejiang.Influenced by the typhoon, 79 flights at the airport of Xiamen City, also in Fujian, had been canceled as of 8:30 a.m. Saturday, and the Dadeng Bridge, which connects Xiamen City and Dadeng Island, has been closed since 7 a.m.The Ministry of Civil Affairs said late Saturday that it has launched an emergency response by sending working groups to coordinate disaster relief efforts.Also, Sun Chunlan, Communist Party chief in Fujian, has ordered local officials to be on high alert against possible heavy rains and geological disasters.

BEIJING, Sept. 28 (Xinhua) -- Chinese Vice Foreign Minister Fu Ying said Tuesday Premier Wen Jiabao's Europe trip aims to promote the two sides' comprehensive strategic relationship.Fu made the remarks at a press briefing at which she and Vice Foreign Minister Zhai Jun briefed the press about Wen's upcoming visit to Europe.Wen will pay an official visit to Greece, Belgium, Italy and Turkey from Oct. 2 to 9 at the invitations of Greek Prime Minister George Papandreou, Belgian Prime Minister Yves Leterme, Italian Prime Minister Silvio Berlusconi and Turkish Prime Minister Recep Tayyip Erdogan.Wen will attend the eighth Asia-Europe Meeting (ASEM) and the 13th China-European Union (EU) summit from Oct. 4 to 6 as guest of European Council President Herman Van Rompuy, Belgian Prime Minister Yves Leterme and European Commission President Jose Manuel Barroso.The Greece visit is the first by a Chinese premier in 24 years. During his stay, Wen will meet George Papandreou and discuss China-Greece relations. The two leaders will also witness the signing of several cooperation agreements. Wen will also deliver a speech in the Greek parliament on China-Greece relations and China-EU relations."Coping with the financial crisis will be an important topic for talks between Wen and Greek leaders. BEIJING, Oct. 11 (Xinhua) -- China on Monday vowed to continue its financial support to reconstruction projects in areas ravaged by the major Wenchuan earthquake in 2008, promising lower rates on loans and demanding an easier deposit reserve requirement ratio from banks in the regions.The new pledge came in a joint statement on the website of the People's Bank of China, or the central bank, which announced the continued financial support along with the China Banking Regulatory Commission, the China Securities Regulatory Commission and the China Insurance Regulatory Commission.Banks in the quake-hit areas should continue to provide financial support and services to reconstruction projects in the regions, as post-earthquake reconstruction is still in a critical period, the statement said.The magnitude-8.0 quake, with its epicenter in Wenchuan in southwest China's Sichuan Province, left more than 87,000 people dead or missing and more than 374,640 injured. Millions of houses were also flattened during the major quake."We should keep the continuity and stability of our financial support to the regions and make our financial services better targeted and more effective," it said.According to the statement, local banks in the quake-hit areas will continue to enjoy a lower deposit reserve requirement ratio, compared with elsewhere, until June 30, 2011, and such banks will also be exempt from any hike of the reserve requirement ratio during this period.The statement ordered local bank branches in the quake-hit areas to provide prioritized financial services to projects in fields of infrastructure facilities, agriculture, medium and small enterprises, as well as ecological and environmental protection in the region.China's central bank and banking, securities and insurance regulators encourage eligible companies in the quake-hit regions to widen their finance channels through inter-bank short-term bond issuances, bills and other financial instruments, according to the statement.Also, local banks' preferential policies on loans to home reconstruction would remain unchanged in the quake-hit regions, it said.However, loans to projects with high consumption of energy and heavy pollution must be strictly controlled in a bid to facilitate energy-savings and reduce carbon dioxide emissions in the region, according to the statement.Chinese lenders had extended 172.4 billion yuan (25.35 billion U.S. dollars) loans for relief and reconstruction in regions devastated in the earthquake by the end of the first quarter, according to the central bank's figures released in May this year.Outstanding loans at banks in quake-hit provinces, including Sichuan, Shaanxi and Gansu, surged 34 percent year on year to 2.29 trillion yuan at the end of March.
