CHANGCHUN, July 31 (Xinhua) - At least 47 people have been killed and 45 others remain missing in floods that have hit northeast China's Jilin Province since July 24, Jilin's civil affairs department said Saturday.In addition, about 375,000 people have been evacuated and 25,800 buildings collapsed due to the floods, with economic loss on account of flooding reaching nearly 4 billion yuan (590 million U.S. dollars), the department said in a statement.More heavy rains are expected from Aug. 3 to 4, according to local weather forecast.
CHANGZHOU, Aug. 21 (Xinhua) -- Chinese Vice Premier Li Keqiang on Saturday called for more favorable policies to encourage the construction of affordable housing.Li made the remarks at a meeting on affordable housing held in Changzhou city of east China's Jiangsu Province.He reiterated that China would complete construction of 5.8 million units of affordable housing, including low-rent housing, public rental housing and resettlement housing for relocated residents from redeveloped urban shanty towns.In May, the Ministry of Housing and Urban-Rural Development signed an agreement with local governments nationwide to build 5.8 million units of affordable housing."Meanwhile, measures should be taken to increase the supply of commercial housing to meet people's reasonable needs of housing consumption," he said.He said local governments should adopt a realistic approach to affordable housing construction and plans should be based upon local needs.For populous cities, construction should focus on public rental housing that provides homes for low- and medium-income families, newly-employed school graduates and migrant workers, he said.
SHANGHAI, Aug. 8 (Xinhua) -- The Shanghai World Expo marked its 100th day Sunday, with the first group of visitors arriving as early as 4 a.m.Some, like Ni Dan from eastern Jiangsu Province, even chose to stay overnight in front of the Expo Park entrance to guarantee obtaining tickets to some of the most popular pavilions.Ni, 20, and two of his classmates were the first visitors entering the Expo Park Sunday.Ni said, "We chose to visit Expo today for three reasons: it's the Expo's 100th day; it's the second anniversary of the Beijing Olympic Games; plus it's the eighth day of the eighth month, which is considered by many an auspicious number."Sitting on the ground or on 10-yuan (about 1.5 U.S. dollars) plastic folding stools newly purchased from vendors, people chatted, played cards or meditated to reserve energy for a very long day of waiting, walking, viewing and waiting again.Nearly 38 million visitors, about 95 percent of whom are Chinese and nearly 80 percent are non-Shanghainese, have come to the Expo Park since its opening on May 1, and an average of about 450,000 visitors came to the Expo Park per day in August, equal to the population of a mid-level Chinese county, according to the Expo bureau.The bureau also said shuttle buses in the Expo park have carried nearly 100 million visitors since the Park's opening, as the buses were out on a run every 14 seconds.
BEIJING, Aug. 7 (Xinhua) -- Prosecutors will have to obtain approval from a higher-level prosecutorate before they order arrest warrants for suspects accused of defamation, officials with China's Supreme People's Procuratorate (SPP) announced Saturday.The move came only days after police of Suichang County in Zhejiang Province canceled a warrant for Qiu Ziming, a reporter from the Economic Observer News, who was accused of defamation by a publicly-listed company.The quality of handling criminal cases is the "lifeline" of the work in investigating, supervising and examining police applications to arrest persons implicated in a crime, according to a statement issued by the SPP."To issue low-quality or even incorrect arrest warrants not only violates people's legitimate rights, but also severely undermines the credibility of prosecuting authorities and tarnishes the image of the Communist Party of China and the government," it says.China's Criminal Procedural Law delegated different responsibilities to the three branches of the justice system -- the courts, the prosecutors and the police. Before formally issuing an arrest warrant, prosecutors are required to examine police applications and investigations.In Qiu's case, the reporter had been wanted by the police of Suichang after Zhejiang Kan Specialty Material Co., Ltd. (Kan) accused him of defaming the company by reporting fabricated stories.However, police of Lishui City, which administers Suichang, ordered the county's public security bureau to cancel the warrant for Qiu after a review found the warrant failed to meet statutory requirements.
CHENGDU, Aug. 14 (Xinhua) - A panda cub born Friday afternoon at a breeding center in southwest China is just another panda bear born at the center. What makes her unique is her mother.Jini, the panda mother, gave birth to the female cuba at the age of 17. She is compared to a human in her sixties, the Wolong Giant Panda Protection and Research Center in Sichuan Province said in a statement.The female cub weighed 125 grams. She was born at 14:41 p.m., four hours after Jini went into labour. Both the mother and cub are in good health, said the statement.Jini, a resident of Beijing Zoo, was sent to the Wolong center this March for the cub-birth purpose because the research center has developed expertise in breeding techniques.With a 20-year breeding history, the Wolong Giant Panda Protection and Research Center is home to the world's largest captive panda population. It has helped Beijing Zoo and Chongqing Zoo and many zoos in other countries in breeding and feeding pandas.The new cub is Jini's second. It is the eleventh cub born at the Wolong center this year."Pandas come into heat in the spring and give birth in autumn. This is the main reason for the panda 'baby boom'," said Dang Chunxiang, an expert with the Wolong Center.More than 10 other pandas are expected to give birth over the next one or two months at the Wolong center.Jini delivered her first cub "Qingqing" in 2007 when she was thirteen and a half years old, which was itself rare amongst pandas. She also entered record books with her pregnancy that lasted 324 days. Generally, pandas deliver in 120 -150 days.The length of a panda's pregnancy depends on its health and nutrition level, according to experts.About 1,600 giant pandas are living in the wilds in China. Sichuan Province and the northwestern provinces of Shaanxi and Gansu are the home to most of them. Another 290 pandas are in captive-bred programs worldwide, mostly in mainland China.
