SAN DIEGO (KGTV) — Developers behind Horton Plaza's planned redevelopment have reached a deal with Macy's, allowing the project to continue.Stockdale Capital Partners announced the agreement reached with Macy's to allow the downtown San Diego project to move forward. The massive overhaul will see the nearly vacant mall turned into a mixed-use tech campus.Terms of the deal were not disclosed. SAN DIEGO (KGTV) -- District Attorney Summer Stephan spoke about her new efforts to train officers and weed out “bad actors.”The push includes calls for a new independent Commission on Police Practices, which would replace the current Community Review Board on Police Practices. “Our communities need us to grieve with them, but they also need us as leaders to step up,” Stephan said. “Officers that are involved in abuse like what we saw with Mr. George Floyd have a history. They do not belong in a field where you supposed to serve and protect and you have the power between life and death.”She said part of the effort to train officers in de-escalating situations includes a new class that focuses on interactions with the public. “This is about interacting with someone that may have mental health issues, may appear not compliant, and how do you talk to them. How do you de-escalate? How do you show respect and communication?” she said.The goal is to train all 5,000 officers in the local departments.The independent Commission on Police Practices would have independent council and subpoena power. It still needs to qualify for the November ballot. Mayor Faulconer pledged his support for the ballot measure Monday. Stephan said she also supports it.“I support it because it is a balanced approach for oversight and transparency,” Stephan said. They met when they were young and growing up in Mosul, Iraq.Now over 100 years old, Elias is a little hard of hearing, but still loves his wife deeply. The couple celebrated their 75th wedding anniversary this week, and one of their granddaughters, Lana, helped share their story"He used to tutor her when she was in high school, and they fell in love," Lana says. "The American dream they wanted, they wanted a better life, of course, they were under Saddam Hussein's reign at that time, so they just wanted a better life for their future."That was more than 30 years ago. SAN DIEGO (KGTV) — Demonstrators gathered across the county to demonstrate against police violence ahead of several expected protests during the weekend.Events in Carlsbad and Escondido brought demonstrators to street corners and parks with signs and cries for action, in response to police killings of black men sparked after the death of George Floyd in Minneapolis. Similar events were also planned for Oceanside and San Diego.Friday's gatherings mark about a week of daily protests calling for police reform around the county. This week, some of those reforms materialized in moves by local departments to end the use of the carotid restraint technique. SAN DIEGO (KGTV) - Friends are grieving the loss of a young man killed in a South Bay crash that also sent five teenagers to the hospital. "This is like a bad dream and I want to wake up," said Ivan Nares.Nares says he got a heart-stopping call from his brother Gustavo, 18, from the emergency room Wednesday morning."He said, 'Ivan, Ivan, I need you. His brother was a passenger in a Chrysler 300 packed with teens after a night at an indoor trampoline park.The CHP says around 9:15 p.m. Tuesday, the car was headed south on State Route 905 going at a high rate of speed when it hit the center divide near the Beyer Boulevard off-ramp. The 21-year-old driver was thrown from the car and died at the scene.Three males and two females, ranging from 15- to 19-years-old, were rushed to hospitals. Among them was Nares' brother, who suffered a fractured pelvis and two broken legs. He is uninsured. Gustavo is an amateur boxer and a recent graduate of San Ysidro High. He was in the process of applying to college. Instead, he faces a tough road to recovery."The advice give to all the people, especially young people is don't drive like you are in a 'Fast and Furious' movie. Be cautious.
