SAN DIEGO (KGTV) -- An eventual return to outdoor dining for some North Park restaurants may not be an option due to a City of San Diego project.Right now, some businesses on 30th Street have left their outdoor dining structures just as they were before the latest stay-at-home order. However, concerns have been raised as the city’s pipeline replacement project, which includes a bike lane expansion, moves into its final stages.In a virtual meeting, city officials presented a plan to the North Park Main Street Business board of directors, informing business owners of what will be required of them as part of this construction. This will include restriping the bike lanes in their section and putting signage up.Several area business owners, like David Gamboa, were not happy to hear the plans. Business owners believe the project will cost them their parklets and outdoor dining spaces.“Not only are businesses scratching for every penny they can right now. Now we’re going to ask them to take their staff, time, and take whatever little money they have and stripe the street themselves. It seems crazy to me. It’s a big ask,” Gamboa said.The business owners are asking the city to delay the striping of the bike lanes until businesses can fully reopen.Typically, the city would require businesses to hire an engineer who would design a traffic plan. 1363

SAN DIEGO (KGTV) - A sign advertising a block party at the home of a registered sex offender is causing concern in Rancho Bernardo.“We would like to invite you and your kids to a neighborhood get together” read the sign, which was posted outside a home on Bernardo Oaks Drive in the Seven Oaks retirement neighborhood this week.“I always keep an eye on that house because I know there’s a registered sex offender that lives there,” said Susan Sutherland.Sutherland told 10News she looked up her community on the Megan’s Law website four years ago and found a listing for a neighbor who had had been convicted of lewd acts on a child under 14, according to Sutherland“I come from a background of abuse. I can’t live with myself if I allow a child to get hurt. I can’t live with that,” Sutherland said.The sign was posted by the contractor who recently renovated the home, which is owned by the man's mother. 10News reached out to Elor Energy, which said it had no prior knowledge of the man's past. SAN DIEGO (KGTV) — A U.S. Marine stationed at MCAS Miramar has tested presumptive positive for coronavirus after returning from leave in Washington state.The Marine was returning to the base from leave in Washington state where he was visiting family, which is where officials believe he contracted the virus, officials on base familiar with the matter told 10News.A high level source in the military added that the Marine was tested on base for the virus after feeling ill and placed into quarantine while results were pending. The Marine is currently at home under quarantine, off base, that source added.A second Marine who returned from leave in Washington with the first service member is currently considered a person under investigation at Camp Pendleton. Gen. Joseph L. Osterman, commanding general of I MEF. "We understand the severity of this situation and are deliberate in our actions to help diminish the impact of COVID-19, but this has in no way degraded our operational readiness or the ability of our forces to rapidly deploy in support of missions in defense of our nation."Any Marines experiencing flu-like symptoms are asked to stay home and contact a doctor on base to visit them, officials said. All service members are required to self-report to medical personnel if they believe they are experiencing coronavirus symptoms, I MEF added.Symptoms for the coronavirus include fever, cough, and shortness of breath or difficulty breathing. SAN DIEGO (KGTV) – An inmate who left a San Diego re-entry facility on Wednesday was apprehended in the North County..California Department of Corrections and Rehabilitation officials said 51-year-old Larry Johnson “walked away from the Male Community Re-entry Program (MCRP) facility” on Boston Avenue in Barrio Logan Wednesday night.Staff at the facility learned Johnson’s GPS device “had been tampered with” at around 10:30 p.m. Johnson was last seen in the afternoon on an “approved pass to attend work.”Local law enforcement agencies were notified of Johnson’s disappearance, and CDCR agents fanned out to find him.At around 10:30 a.m. Thursday, CDCR officials said Johnson was taken into custody at a hotel in Carlsbad without incident. He will be transported and rehoused at Richard J Donovan Correctional Facility, officials said.CDCR officials said Johnson was in the midst of a 4-year sentence for one count of attempt to use an ID of another to obtain information, which was his second-strike offense.Johnson had been scheduled to be released to probation in May 2021. 1087

  

SAN DIEGO (KGTV) -- A water main break flooded streets and cars in North Park Sunday morning. According to authorities, the break happened near University and Polk Avenue around 4 a.m. The water flowed down to Florida Drive and Pershing Drive where a driver got stuck in rising water, according to police. Police say the man is a doctor who was heading to work at the nearby Navy Medical Center and didn’t know how deep the water was. Crews on scene were able to get the man out of his car. He was uninjured. Crews were forced to shut down eight different valves to get the flow of water to stop. No homes or businesses were injured. 642
