China ordered the United States on Friday to close its consulate in the western city of Chengdu, ratcheting up a diplomatic conflict at a time when relations have sunk to their lowest level in decades.The move was a response to the Trump administration’s order this week for Beijing to close its consulate in Houston after Washington accused Chinese agents of trying to steal medical and other research in Texas.The Chinese foreign ministry appealed to Washington to reverse its “wrong decision.”Chinese-U.S. relations have soured amid a mounting array of conflicts including trade, the handling of the coronavirus pandemic, technology, spying accusations, Hong Kong and allegations of abuses against Chinese Muslims.“The measure taken by China is a legitimate and necessary response to the unjustified act by the United States,” the foreign ministry said in a statement.“The current situation in Chinese-U.S. relations is not what China desires to see. The United States is responsible for all this,” it said. “We once again urge the United States to immediately retract its wrong decision and create necessary conditions for bringing the bilateral relationship back on track.”Also Friday, the U.S. State Department sent out a notice warning Americans in China of a “heightened risk of arbitrary detention.”“U.S. citizens may be subjected to prolonged interrogations and extended detention for reasons related to ‘state security,’” the notice said.Americans may be detained or deported for “sending private electronic messages critical” of the Chinese government, it said. (KGTV) - Neighbors say several aggressive coyotes are treating some South Bay parks as their hunting ground, attacking pets of all sizes.Along East Naples Street, surveillance video captured a hard-to-watch scene a few weeks ago in Patty Prescott's yard: a coyote toying with a feral kitten that Prescott was caring for."I ran out of the house. I started yelling, waving my arms. That's when the coyote dropped the kitten," said Prescott.Sadly, the kitten died. Prescott says coyote sightings have surged in the neighborhood, with more than six pets killed in the last month. Just to the south, at Max Field, home to little league fields, neighbors have been reporting several aggressive coyotes roaming the baseball fields and nearby Loma Verde Park since the start of the pandemic."Frightening. No fear of people. You make noise, and they take a step back and then stare you down. Now they're coming out earlier, throughout the day, any time throughout the day. They're searching and looking," said neighbor Rachel Morineau.Park goers say the coyotes are going after dogs of all sizes. In late May, cellphone video showed one of the coyotes leaping a park fence and attacking a large pit bull, before its owner chased it off.The coyotes' behavior has unnerved neighbors."I don't feel safe, even in my front yard," said Prescott.A group of neighbors has banned together, starting a Gofundme campaign to address the issue. Their concerns grabbed the attention of City Councilman Mike Diaz, who secured funding to trap the coyotes. Because state laws don't allow for them to be relocated, they will be euthanized."It's not something we wanted to do, but they are getting very aggressive, and it's the only option California gives us," said Morineau.Until they're trapped, Prescott plans to defend herself and her other cats."My son sent me a pellet gun, and I plan on using it for my protection," said Prescott.Councilman Diaz says the funding will also help form a long-term plan looking at the presence of coyotes in the city. 2055

(KGTV) - A Chula Vista woman says an attempted purse snatching at her front door led to her being dragged into the street.Around 8:40 p.m. Tuesday on Kelso Court, surveillance video shows a vehicle stopping in the middle of the cul-de-sac. A person appears to gets out on the passenger side and linger near the car.At the same time and feet away, Shaun McMahon was in her car, parked in her driveway. When she got out of the car, she was carrying a bag, food items and her purse."When I got to my front door, I noticed in my right peripheral vision, a person was there," said McMahon.Her cameras captured a still image of the moment. She says a lean, dark-haired man, possibly in his 20s, grabbed at her purse."Held down on my purse, but it swung around because he pulled so hard," said McMahon.Everything else she was holding went flying, but she held fast to her purse."Dragging me towards my grass ... I hung on for dear life. I was yelling 'Let go!'" said McMahon. "It was instinct. I wasn't letting go. This was somebody violating me, stealing from me. I had to fight back."McMahon says she was dragged some 75 feet - across her lawn and into the street - as she continued to scream. With the purse coming apart, the man finally let go, and jumped in the parked car, which then took off.McMahon was left with a swollen ankle, a bruised back and a lot of questions. Among them: why was she targeted in an apparent drive-by purse snatching in front of her home? Police say this appears to be an isolated incident.McMahon plans to buy a new camera system and pepper spray."I never thought I should be concerned walking into my home. CHULA VISTA, Calif. (KGTV) - The budget issues at the Sweetwater Union High School District appear to be worse than originally predicted, and it has cost some teachers their jobs. On Monday night, the district's school board voted to cut 34 temporary teaching positions in the district's adult education program. One of the teachers losing their jobs, Dottie Giffen, told the board members at the public meeting, "You could say sorry a million times, and the mess that you got us into does not make any of us feel better."Many parents say they are fed up with the cuts and want someone to be held accountable. Giffen said of the district's leadership: "We have no faith, no trust. We want the district cleared out. We want to start over fresh."According to an audit released at the school board meeting on Dec. 3, the district is in its current financial state because of a number of issues, including internal borrowing, unsustainable salary increases, and a decline in student enrollment.The new audit was first reported by The Voice of San Diego, showing the district is borrowing money faster than it can pay back, taking money from Mello-Roos fees on people’s property taxes. This fiscal year alone the will borrow million dollars in addition to the million they already owe. Parents are now hoping the county or state will take over and balance the budget. One parent told 10News he wants the district employees out, replaced by someone with a fresh set of eyes. County education officials told 10News they are monitoring the situation and issued this statement:“The San Diego County Office of Education (SDCOE) continues to monitor and work with the Sweetwater Union High School District to resolve the district’s 2018-19 budget shortfalls.
