SAN DIEGO (KGTV) - San Diego City Council members approved Tuesday a new state of emergency resolution linked to sewage in the Tijuana River Valley. District Eight Councilmember Vivian Moreno, whose region includes the Tijuana River Valley, authored the resolution. Moreno cited significant amounts of plastic, tires and sediment flowing from Mexico into the United States. “This has been going on for far too long and South Bay is not a dumping ground,” Moreno said. “To solve this international crisis, we must stop pointing fingers. This is a regional issue that calls for a regional solution.” The crisis, which was first recognized with a resolution in 1993, has since worsened, council members agreed. The City of San Diego’s new resolution was designed to raise awareness about the public health impact. “District Eight residents frequently experience a foul smell, and people who have been exposed to the toxic waste have reported skin rashes, headaches and respiratory issues,” said Moreno. “The sewage, sediment and trash occurring in the Tijuana River Valley is an environmental crisis and we’re going to keep fighting until it’s fixed once and for all,” said Mayor Kevin Faulconer. “We’ve seen some positive movement recently after decades of advocating as a region to our leaders in Washington and Mexico City. SAN DIEGO (KGTV) -- San Diego Gas & Electric this week turned off power to tens of thousands of customers due to high wind conditions, but almost three days into the shutoff, some customers say they’re running out of options and need their power back now.East County resident Cynthia Chisum told ABC 10News, “It isn’t fun. We’ve lived in this house for 45 years. So, I know about power outages. But we’ve never had one of these preemptive power outages.”Chisum isn’t new to red flag warnings and what that comes with, as precautions are taken to make sure everyone stays safe.But this time Chisum is running out of options. Her family has been relying on candles, lamps, and battery powered equipment to make it through. Their big problem is the freezer -- without any power, their food is close to rotting.“We have a freezer full of fish that my husband caught during a fishing trip and we hate for all that to go spoiled,” Chisum said.Chisum said it was windy Wednesday night, but since then it’s been calm. That’s why she believes her power should be restored quickly.SDG&E posted an update on their website laying out their restoration plans, saying “crews are conducting visual inspections of each impacted circuit to determine whether there were any wind related damage before power can be restored.”The utility also said crews are looking for safety hazards such as downed lines, debris or tree branches caught in power lines. If no damage is found, power can be restored quickly.For those impacted by the outages, SDG&E has set up drive-thru resource centers where customers can get water and snacks or charge devices. 1646

SAN DIEGO (KGTV) -- San Diego County remained on the state’s COVID-19 monitoring list as of Monday, but Gov. Gavin Newsom said during a news conference that the county could be dropped from the list by Tuesday.Sunday, Aug. 16, was the fifth consecutive day San Diego County reported fewer than 100 positive coronavirus tests.State and county officials have said counties would be removed from the monitoring list if rates remain below 100 positive cases per 100,000 people for three straight days.Of the state's 58 counties, 42 remain on that list; five counties were added, with Santa Cruz County falling off Aug. 14."This is a dynamic list. People come on, people come off, the numbers shift every single week," Newsom said Monday. "I anticipate this week the numbers to shift again and it looks like, all things being equal and the latest reporting period -- 24-hour reporting period, which we will have later this evening -- it's very likely San Diego will join the list of those counties removed. So, likely tomorrow."County health officials were expected to announce the latest local statistics on Monday afternoon.For K-12 schools to potentially reopen for in-person instruction, San Diego County will have to reach 14 straight days with positive virus cases below 100 per 100,000 people.As many as 48 elementary schools in the county have filed waivers that in hopes of returning to in-person classes. 1417

SAN DIEGO (KGTV) — San Diego Mayor Kevin Faulconer and seven other California mayors are calling for the state to loosen restrictions on reopening large theme parks.The letter to Gov. Gavin Newsom requests that the state allow large theme parks to reopen with reduced capacity under the state's third reopening tier (orange/moderate) rather than the fourth (yellow/minimal).The letter stated that, "guidelines put forth by your Administration were released within the framework of prioritizing public health and safety for guests and employees. This is the right focus. However, economic and public health are not mutually exclusive goals.""We are concerned that the state's guidelines would push re-opening of large theme parks up to a year out, which would have significant negative impacts on hundreds of thousands of jobs, thousands of small businesses, and billions in operating revenue for our cities," the letter dated Oct. 30 stated.The letter pointed out San Diego, Los Angeles, and Anaheim as the most impacted cities.The letter is signed by Faulconer, Anaheim Mayor Harry Sidhu, Los Angeles Mayor Kevin Garcetti, San Jose Mayor Sam Liccardo, Fresno Mayor Lee Brand, Bakersfield Mayor Karen Goh, Riverside Mayor Rusty Bailey, and Santa Ana Mayor Miguel Pulido. The mayors' cities are either in the red or purple tier of the state's reopening plan.California's theme park guidance allows smaller theme parks to resume operations in the state's third reopening tier (moderate/orange) with a limited capacity of 25% or 500 visitors, whichever is fewer; only outdoor attractions; and ticket sales limited to visitors in the same county.All theme parks may resume operations in the state's fifth tier (yellow/minimal) with a limited capacity of 25%. The case was confirmed in an 11-month-old resident who had recently traveled to the Philippines, according to county health officials.Officials said the infant was unimmunized and is currently hospitalized and added others may have been exposed at the following locations: Kaiser Permanente Otay Mesa Medical Office Pediatric Clinic (4650 Palm Ave.) on July 29 from 6 to 9 p.m., Aug. 4 from 8:30 a.m. to 12:30 p.m. and Aug. 5 from 4:45 p.m. to 9:30 p.m.Kaiser Permanente Otay Mesa Medical Office Urgent Care and Pharmacy (4650 Palm Ave.) on Aug. 4 from 8:30 a.m. to 12:30 p.m.Kaiser Permanente San Diego Medical Center (9455 Clairemont Mesa Blvd.) on Aug. 5 from 8 to 10 p.m.County Health and Human Services is currently working with Kaiser Permanente to identify those who may have been exposed to determine if they are at risk.“Measles is a very contagious disease that can be spread easily by coughing, sneezing or being in the same room with an infected person,” Wilma Wooten, County public health officer, said. “Anyone who was at any of these specific locations at the dates and times listed above should watch for symptoms and call their health care provider if they show any signs of the disease.”Measles developed seven to 21 days after exposure. Early symptom include fever, cough, runny nose, and red eyes. A distinctive red rash usually appears one to four days after early symptoms appear. The rash typically begins on the face and head then spreads downward and outward.A person is considered contagious four days before the rash appears.Anyone with symptoms is asked to call their doctor’s office in before visiting directly.Complications from measles are more common in children younger than 5 years old and adults 20 years and older, though the risk is higher with children. Complications include diarrhea, ear infections, and pneumonia. In severe instances, death can occur.Since there is no treatment for measles, the best course is generally bed rest, fluids, and fever control medication.
