SAN DIEGO (KGTV) - The Department of Homeland Security is responding to the caravan of Central American immigrants prepared to enter the United States through the border with Mexico.At least 600 people from Guatemala, Honduras, El Salvador, and Nicaragua are traveling to Tijuana, according to freelance journalist Jorge Nieto. Eventually the group will enter the U.S. at the San Ysidro port of entry.Homeland Security Secretary Kirstjen Nielsen released a statement on the caravan.“DHS continues to monitor the remnants of the ‘caravan’ of individuals headed to our Southern border with the apparent intention of entering the United States illegally. A sovereign nation that cannot – or worse, chooses not – to defend its borders will soon cease to be a sovereign nation. The Trump Administration is committed to enforcing our immigration laws – whether persons are part of this ‘caravan’ or not.”DHS warned members of the caravan that they may be turned over for prosecution under illegal entry laws. Anyone seeking asylum may be detained while their claims are processed, DHS said.“Again, if you enter the United States illegally, let me be clear: you have broken the law. And we will enforce the law through prosecution of illegal border crossers,” Nielsen stated.The DHS statement encouraged those with asylum claims to seek protection in the first safe country they enter, naming Mexico as a possibility.“While we are committed to doing everything we can on the border to secure our nation, we need Congress to do their job as well.  I join the President in asking Congressional leadership to work with the Administration to pass legislation to close the legal loopholes that prevent us from securing our borders and protecting Americans. SAN DIEGO (KGTV) — The Navy has called off search and rescue efforts to find a Sailor from the USS Theodore Roosevelt who reportedly went overboard.Navy crews from the San Diego-based carrier and five other vessels ended the search at sunset on Saturday. Crews and the U.S. Coast Guard searched more than 607 square nautical miles for more than 55 hours off the coast of Southern California.Ships began rescue efforts after a lookout spotted what they believed to be a person in the water at about 7:30 a.m. on Thursday, according to the Navy.RELATED: San Diego-based USS Theodore Roosevelt searching for Sailor overboardThe Navy ad the Sailor's family identified him as 20-year-old Aviation Ordnanceman Airman Apprentice Ethan Garrett Goolsby of Texas.Goolsby reported to the USS Theodore Roosevelt in July after his initial training as an aviation ordnanceman in Pensacola, Fla. He was promoted to his current rank on Sept. 16. "The loss of our Sailor is felt deeply by all on board," said Capt. Eric Anduze, commanding officer of Theodore Roosevelt. "The entire Theodore Roosevelt team sends our deepest condolences to the family of our missing shipmate."The Sailor's family was notified before the search stopped. The Navy said it has changed the Sailor's status to "deceased."Rear Admiral Doug Verissimo, commander of Carrier Strike Group Nine, added that the strike group, "sends our thoughts and prayers to the family and loved ones of our missing shipmate. SAN DIEGO (KGTV) — The first of five "fee-free" days at America's national parks falls on Martin Luther King Jr. Day this month.Entrance to any of the country's more than 400 national parks is waived on Jan. 20 in honor of MLK's birthday, including at San Diego's Cabrillo National Monument at the tip of Point Loma.Guests can take in panoramic views of downtown San Diego and the surrounding bay while learning about 16th century explorers and San Diego's discovery in 1542. SAN DIEGO (KGTV) — The man suspected of opening fire on U.S. Customs and Border Protection agents at the border Monday has been named.San Diego Police say 23-year-old Travis James Eckstein, a U.S. citizen, was shot and killed during a shootout with CBP officers Monday at the San Ysidro Port of Entry. Eckstein was driving from Mexico into the U.S. and refused to stop for officers. Officers say Eckstein tried to drive through an inspection area, before a vehicle blocked his exit.He then began to fire on officers before he exited his vehicle continued shooting. He said he was driving back home to Chula Vista from Mexico on Monday evening. Moments after he cleared customs, he said he saw a white truck blaze past him. He immediately saw CBP agents throw out spike strips on the ground and the driver of the truck crash into another vehicle. Seconds after two separate shootouts, our viewer saw agents dragging Eckstein onto the sidewalk. Meanwhile, other officers were pointing their guns at the bullet-ridden truck, addressing the passengers. Two male Chinese nationals, ages 18 and 27, were found in the rear of Eckstein's truck and were interviewed and released to CBP officials.First responders attempted life-saving measures on Eckstein, but he did not survive his injuries.Seven CBP officers were involved in the shooting but, miraculously, none were injured.“The CBP officers risked their own lives to protect the public from this gunman,” Pete Flores, Director of Field Operations, said in a release. “Human smuggling is always dangerous. He also had many concussions, his Brain didn’t Think like a Normal Person.”Kniss concluded the post with sorrow.“We weren’t okay with the choices Travis had made. SAN DIEGO (KGTV) — The City of San Diego approved a -million contract for a feasibility study and designs for a multi-purpose training facility for first responders.The contract was approved Wednesday by the Active Transportation and Infrastructure Committee. Councilman Chris Cate said he is very excited about the opportunity, "the goal in this endeavor is to have a central location for both our firefighters and our police officers to have a viable long term solution for their training facility."Currently San Diego Police and Fire train at a facility just north of Terminal 2, at Lindbergh Field.Along with asbestos problems, the entire facility will come down to make way for the Pure Water San Diego Project, that will turn wastewater into drinking water."We have to be in construction before that because all of those guys have to be out of there," Cate said the deadline is 2027. He hopes by that time a permanent facility will be open for the first responders.Some of the items on the wish list, "classrooms, virtual simulations and testing/tactical obstacle courses, life-size training buildings, home simulations simulating burn scenarios, and many other necessary components required for a safe city."Cate said another important part of the process is weighing the opinions of neighbors, both in households, and businesses. One woman who works nearby said she's worried how much traffic a facility like that could bring.Cate is most concerned about police, fire and SWAT personnel, "it's incumbent upon us as policy makers to make sure that they have all the tools that they need to do their jobs very well for the public."The study is set to be completed by Summer 2020.
