SAN DIEGO (KGTV) - On Friday, San Diego Police Chief David Nisleit held a press conference to address the controversy surrounding the recent “awards for arrests” program email. It was the chief’s first press conference on a department matter since taking the seat two weeks ago. He announced that a formal investigation had been launched to figure out how the program details were sent out to officers without getting prior approval from supervisors. 10News broke the story earlier this week, after a San Diego police officer approached Team 10 to share information about a program email he found “unethical”. The email was sent last Friday from a sergeant to more than 90 officers in SDPD’s Southern Division. It outlined a new voluntary program offering points to officers who make more drug arrests and give out more drug citations. The highest point-earners would have the opportunity to work in specialized units for up to a month. “Let me make this very clear. San Diego Police Department doesn't have a quota system,” said Nisleit on Friday. “I can tell you right now [that] this program was never authorized, nor was it ever implemented and nor did anybody ever receive any rewards for making arrest,” he added, along with, “This program was never intended to target anyone from a specific group, race or socio-economic class.” However, the timeline would suggest that the program was briefly implemented. The email was released last Friday morning. The chief says he stopped the program last Saturday. An official retraction email was sent Monday afternoon.  Chief Nisleit told reporters he reviewed the number of arrests in the Southern Division and they have not spiked, suggesting officers were not participating in any incentive program. The original email sent by the sergeant reads in part, “there are similar programs going on in other divisions.” The chief told reporters he has no knowledge of any other point system program taking place anywhere else in the department. Any disciplinary action for the email and program are contingent upon the results of the investigation. 2156

SAN DIEGO (KGTV) - Owners of sportfishing and diving charters in San Diego expressed their grief and condolences Monday after learning of the deadly boat fire near Santa Cruz Island. John Conniff, the owner of Islander Charters, was at sea guiding a trip when he heard chatter over the radio. "It was in the middle of the night, and I could actually hear it from where I was sleeping, but we could only hear the Coast Guard side of things, at first I heard that there was a fire on a boat," said Conniff. "We couldn't hear the Conception side of the story, but I could hear Coast Guard responding to a serious mayday outside of Santa Barbara."It wasn't until Conniff returned to San Diego that he learned just how devastating the fire was. "My heart goes out to them… my first thought when I heard it on the radio was my own family and then of the families of the 25 people sleeping below decks on our boat," said Conniff. Coniff runs sportfishing and dive trips anywhere from one-and-a-half to five days. He says the whole industry is grieving. Patrick Douglas, with Horizon Charters, posted this message on their Facebook page. "Like many of you in the California dive community we woke up to the devastating news of the Truth Aquatics dive boat fire off Santa Cruz Island last night. Sending our deepest condolences and love out to the families impacted, this is a very sad day for the industry. #prayers"By phone, Douglas told 10News that dive boats in California operate at a higher level than any other state. He says they maintain the highest standards and an incident like this is an anomaly. In his 30 years of experience, Douglas has never seen an incident so severe. Both Douglas and Conniff acknowledge incidents like this are a reminder to double down on safety operations. SAN DIEGO (KGTV) -- Police are searching for a man they say shot someone outside a liquor store in San Diego’s Mountain View neighborhood Saturday night.According to police, the incident happened on the 3700 block of Ocean View Boulevard at 10:10 p.m.Police say the suspect approached the 45-year-old man while at the liquor store and started an argument. During the argument, the suspect pulled out a gun and shot the 45-year-old before walking away.The victim was taken to the hospital with non-life threatening injuries by his mother. The suspect was only described as a black man wearing glasses, a black hoodie and baggy blue jeans. 645

SAN DIEGO (KGTV) - Police have identified a man who was fatally shot in the Midway District this week, prompting a standoff with the suspect of the murder in North Park.San Diego Police received a report of the shooting just before 11 a.m. Sunday in the rear parking lot of the 24 Hour Fitness at 3675 Midway Drive. Police arrived to find 27-year-old Alexander Mazin of San Diego suffering from a gunshot wound to the torso.Despite medial aid at the scene, Mazin died at the scene.RELATED: Fatal shooting leads to standoff between police, suspect in North ParkFollowing the shooting, police were led to the intersection of 30th Street and Upas St where an hours-long standoff began.Once SWAT teams entered the apartment, however, they did not find the suspect — identified as 41-year-old Ernesto Castallenos Martinez. SAN DIEGO (KGTV) - Neighbors said the officer-involved-shooting in the South Crest area of San Diego, all started with a machete attack between acquaintances. It was a frightening scene on Boston Avenue Wednesday afternoon. A man was seen lying on the street, clutching his bloody head. Neighbors said he was beaten over the head with a machete. According to San Diego Police, the first 911 call came in at around 5:15 pm.RELATED: Police investigating fatal officer-involved shooting in Southcrest10News spoke to a man who lives at the home where the attack happened. He said the attacker is his sister's boyfriend. He said the boyfriend came over to the house and got into an argument with a family friend over a dog chain. The boyfriend then grabbed a machete and began striking the victim over the head, then to the rest of his body. First responders soon took the victim to the hospital for non-life-threatening injuries.After the attack, witnesses said they saw the attacker run westbound on Boston Ave., then north onto 40th street. That is where a San Diego Police officer confronted him. The officer first fired a taser to try to mitigate the situation. However, the department spokesperson said the taser was deemed "ineffective." The officer then shot the attacker at least once. He was pronounced dead at the hospital.Those who know the machete-wielding man said he is usually a nice person. But he had been acting up lately. Neighbors said they saw him swinging around a bat a day before the attack. While they knew he had violent tendencies, no one thought it would escalate to this level.  1631
