BEIJING, Feb. 26 (Xinhua) -- The China Banking Regulatory Commission (CBRC), the banking regulator, said Friday it would introduce four measures to facilitate the development of rural financial institutions.The CBRC would improve supervision of rural financial institutions, strengthen risk management, encourage their adopting effective corporate governance model, and evaluate the quality of their services, said Zang Jingfan, the supervision department director of the CBRC.China approved a total of 172 new-type rural financial institutions, including 148 rural banks, 8 lending firms and 16 rural mutual cooperatives by the end of 2009, according to Zang.Outstanding loans by these institutions totaled 18.1 billion yuan, of which 36 percent went to farmers and more than 50 percent to small businesses, he said.The government has been trying to boost lending to farmers and companies in the countryside, and the CBRC announced last year a plan to set up 1,293 rural financial institutions by 2011 to boost rural development.

KAMPALA, Jan. 25 (Xinhua) -- Ugandan President Yoweri Museveni on Monday met officials of the China National Offshore Oil Corporation (CNOOC) amidst increased lobbying by international oil giants to enter the country's oil sector.A State House statement issued here said that the CNOOC officials who met Museveni at State House Entebbe, 40km south of the capital Kampala, expressed interest in joining Uganda's oil and gas sector by partnering up with Tullow, an Irish oil company.Tullow, which has oil blocks in western Uganda, is seeking a partner to help it start oil production in the country.The CNOOC meeting comes weeks after Italian oil giant, Eni Spa, also expressed interest in joining the country's oil sector, promising an oil refinery and a power plant.Eni wants to enter the sector by buying stakes of another oil company Heritage Oil which jointly operates two blocks with Tullow on a 50-50 percent venture.The Eni-Heritage deal which is yet to be concluded is embroiled in controversy as Tullow exercised a pre-emption move saying it has the first option to buy the Heritage stakes, a move the government said it would not accept because it would create a monopoly.Museveni told the CNOOC officials joined by Tullow officials that the government will discuss all proposals and announce its decision soon."President Museveni said that the government will discuss all proposals by companies operating in the oil and gas sector adding that the country looks forward to welcoming new companies," the statement said.The Museveni-CNOOC-Tullow meet also comes days after Aiden Heavey, Tullow's chief executive met Museveni urging Uganda to honor contractual obligations following the Eni-Heritage deal.Uganda's recently discovered oil is attracting a lot of attention from international oil giants.So far the country has discovered an estimated two billion barrels of oil and according to experts there is a possibility of discovering more.

HAIKOU, Feb. 13 (Xinhua) -- China's southern island province of Hainan saw a surge in travelers on Saturday, one day before the Chinese Lunar New Year, or Spring Festival, said local officials.A total of 65,397 people arrived in Hainan, a tourist resort, on Saturday, up 30.16 percent from the eve of the Chinese lunar new year of 2009, according to a spokesman with the local holiday and travel coordination bureau.A survey of 10 scenic spots in Hainan showed they received about 41,750 visitors on Saturday and their total ticket income hit 2.07 million yuan (303,000 U.S.dollars), up 7.32 percent and 12.37 percent respectively from the eve of the last Spring Festival, the spokesman said.Another survey of Hainan's 21 hotels showed they accommodated 6,101 travelers on Saturday, and reported an income of 5.04 million yuan, up 26.21 percent, he said.From Feb. 1 to Feb. 13, more than 3,800 foreign travelers arrived in Hainan for a holiday, according to statistics from the Haikou General Station of Exit and Entry Frontier Inspection."I am very happy to spend Spring Festival in such a beautiful island. "But it also eats way the competitive edge of thousands of small businesses that used to rely on cheap labor."Besides the worker scarcity, many entrepreneurs are also worrying about the skills and overall quality of their employees.Zhou Xiaoguang, president of a Yiwu-based decoration firm, remembers the dainty products he saw at an exposition in Europe. "Why can't we produce stuff like that? We can spend heavily to buy better equipment and hire better designers, but we don't have high-caliber workers at our production lines."Langsha Group, China's leading producer of socks and stockings, dropped a procurement plan last year for an Italian-made automatic packing machine that could spare the manual work of 30 workers and improve quality."No one is able to run the machine or fix it if it breaks down," said the group's president Weng Rongdi. "Our lack of training for the workers is a big problem.""Like all other Chinese manufacturing companies, we need high-caliber workers if we want to make further breakthroughs," he said.

BEIJING, March 16 (Xinhua) -- Chinese President Hu Jintao has commended the heroic deeds of a special policeman, who died on duty at the age of 28, and asked the country to build a special police team with high fighting capacity.Hu made the call in a written instruction to a meeting on Tuesday honoring Shen Zhandong, a special policeman from Zhengzhou, of the central Henan Province.Shen was known for his outstanding performance in many missions, including the rescue work after the deadly Wenchuan earthquake in Sichuan Province and the security work for the Beijing Olympic Games in 2008.Shen died on Jan. 30, the day of his 28th birthday. Medical diagnose suggested that overwork had taken a heavy toll on Shen and caused his sudden death.At Tuesday's meeting, Zhou Yongkang, a member of the Standing Committee of the Communist Party of China (CPC) Central Committee Political Bureau, called on the country's police to learn from Shen.Zhou urged the police to step up efforts to resolve social conflicts, improve social management and enforce the law in a just and clean manner.
