SAN DIEGO (KGTV) -- A Navy sailor is under investigation in connection with the fire that caused extensive damage to the USS Bonhomme Richard at Naval Base San Diego, sources told ABC 10News.Multiple sources with close ties to Naval Criminal Investigative Service (NCIS) told ABC 10News that investigators determined the July 12 fire may have been set intentionally. Investigators identified a sailor as an arson suspect in their probe, sources said.The sources added multiple search warrants were executed at the sailor’s home and property. SAN DIEGO (KGTV) -- A local company is combining old and new technology to try and help the military cope with Post-Traumatic Stress Disorder. Post-Traumatic Stress Disorder, or PTSD, is a disorder that some develop after experiencing a shocking or dangerous event, according to the National Institute of Mental Health. San Diego-based Baslyne partnered with medical technology company WAVi to measure the strength and quickness of the brain’s response in members of the military. Together, the companies are using an electroencephalogram (EEG) to measure brain activity, combined with a specialized test to measure response to various tones.While this technology has been used to understand concussions in young athletes, Baslyne's CEO Tom Kinder said they are now using it to understand PTSD in our military.“It’s probably the most important thing we’re doing,” said Kinder. “We’re looking at brain wave indicators that are showing [or] have symptoms of certain aspects of PTSD.”The test can be as quick as four minutes. It gathers real-time information about your brain performance.“We collect brain voltage information [and] evoke potentials where we give the brain a signal and see how quick it responds,” said WAVi CEO Dr. David Oakley. Oakley said the goal is to do the test on members of the military pre-deployment and track them through their life to find indicators of PTSD.“[It’s] a game changer. If we have enough data, we’d be able to tell if they’re the same as when they were when they deployed,” Oakley said.Kinder said they have worked with a couple hundred veterans so far, mostly with private doctors.Army veteran Steven Padilla served in Iraq. In 2009, he was tasked with looking for roadside bombs. During one mission, he saw a friend get blown up by an IED.“I was supposed to be in the truck,” he said. Padilla said he got switched to a different one 15 minutes prior to the blast. “With my therapist, we found that was kind of my triggering point for PTSD,” Padilla said.According to the U.S. Department of Veterans Affairs, up to 20 percent of those who served in Operations Iraqi Freedom and Enduring Freedom have PTSD in a given year. He went through the WAVi test using the EEG during a demonstration at Cal State San Marcos. “His brain voltage was a little on the low side,” Oakley said after the test. “His brain speed was a little on the slow side.” Neither of those things surprised Padilla because of his past experiences. He sees a benefit to using the technology on members of the military.“I also think it would [have been] beneficial for my PAs and the doctors that were seeing me to possibly help me before I hit that wall,” Padilla said. He believes the test would also help in the long run with treatments and filing disabilities.The FDA has cleared the technology. The cost of the test can range between to 0, depending if you’re an individual or in a group. It is not always covered by insurance.“If we can track 500 people over three to four years of deployment, then that’s the data set we’re looking for,” Oakley said. “I really think it’s important for you to have a stable and successful career, you need to be at your best. If this is one way to do that, I think it’s a good decision,” Padilla said. 3263

SAN DIEGO (KGTV) - A local Naval officer is making a plea for tips after thieves made off with some priceless military heirlooms.On Tuesday, Gervy Alota's wife called him after she returned to their home on Linbrook Drive."Just completely ransacked my house...my heart sunk," said Alota.Since there were no clear signs of entry, Alota believes the thieves got in through the doggie door in the back of the home.Among the missing items were several dozen collectible Jordan sneakers and about 15 pieces of jewelry, including Alota's class ring from the Naval Academy.  He calls it a symbol of the start of his 20-year Navy career.  A class ring belonging to his wife - also a graduate - was also stolen. 720

SAN DIEGO (KGTV) - A local group is teaming up with a non-profit organization to help fight the unemployment rates among young adults in San Diego. Casa Familia came up with the idea to start a coffee cart, training teenagers and 20-year-olds in different skills to run the coffee business. San Ysidro Health Center jumped on board to help with the funding of the project. Ana Melgoza is the Vice President of General Affairs for San Ysidro Health Center. She tells 10News it was an obvious decision."We said 'yes, of course' as soon as Casa Familia approached us with this wonderful and innovative endeavor," Melgoza said.El K-Fe hired six baristas, graduates of Casa Familiar's youth barista training program. The ,000 coffee cart now sits in the central hub of the health center. The baristas and managers are all young adults who have gone through many months of training. Francisco Dominguez is a student at Southwestern College and among the first to join the project."It’s kind of giving hope to the youth that think that they don't have a chance. They have a chance; we all have a chance. I started out like them now I'm looking forward to what the future has and what I can do with this and what we can do as a team," said Dominguez.Dominguez said the project is beneficial for many reasons but mostly for the skills learned at such a young age."Most jobs are 18 and older, so with this internship, it's 14 and older; so high school students: sophomores, freshmen, juniors, seniors in high school, can join the program, can get that job experience they need so once they graduate, they can get that job."The plan is to reinvest proceeds from the first El K-Fe coffee cart to establish more carts and create more youth job and training opportunities.  1820

SAN DIEGO (KGTV) — A new SANDAG report found that when it compared to the region's Caucasian population, Black and Hispanic communities are more than four times as likely to live in an area impacted by COVID-19 and unemployment.The report says more than two-thirds of the county's Black (67%) and Hispanic (70%) populations live in zip codes with higher than average unemployment rates. About half of Black (52%) and Hispanic (49%) San Diegans live in zip codes with higher than average COVID-19 cases as well.In comparison, the study says Caucasian (14%) and Asian (24%) populations are less impacted in both cases."As regional elected officials and leaders, it is important for us to think strategically about how to coordinate with the Black and Hispanic communities – and all communities in need – to determine which programs and policies can put in place to guide an equitable recovery as businesses begin to reopen and as people return to work or look for new jobs," said SANDAG Chair and Poway Mayor Steve Vaus.SANDAG says the most affected areas reside in the southern part of the county.
