LOS ANGELES (AP) — Members of the Trump administration visited Los Angeles Tuesday to get a firsthand look at the city's sprawling homeless encampments and efforts to control them, while President Donald Trump directed his staff to develop policy options to address the national crisis of people living on the streets.The visit by a delegation from several federal agencies came about two months after the Republican president called the homelessness crisis in Los Angeles, San Francisco and other big cities disgraceful and faulted the "liberal establishment" for the problem.In July, Democratic Mayor Eric Garcetti issued a public invitation for the Republican president to walk the streets with him and see the suffering and squalid conditions. The mayor released a letter to Trump on Tuesday saying he looked forward to working together, but tensions between the White House and officials in heavily Democratic California were also on vivid display.Gov. Gavin Newsom has sparred with the White House routinely, and his office released a statement Tuesday saying the state was ready to discuss serious proposals but Trump "could start by ending his plans to cut food stamps, gut health care for low-income people and scare immigrant families from accessing government services."San Francisco Mayor London Breed said in a statement that the city would welcome assistance from the federal government to build more housing "but simply cracking down on homelessness without providing the housing that people need is not a real solution."Garcetti, too, said he was ready to talk but wrote that "the federal government has woefully underfunded our housing safety net, contributing to homelessness" and slashed funding for new housing."We must put politics aside," he wrote.And at an event Monday in Beverly Hills, sponsored by the website Politico, Garcetti's chief of state and federal affairs, Breelyn Pete, said the city looked forward to explaining its homeless strategy to administration officials but added, "They're just not thoughtful, and quite frankly not smart enough, to know what we're doing."Trump would make an unlikely pairing with the Los Angeles mayor, who comes from a heavily Democratic state recognized as the center of the so-called Trump resistance. Trump lost California to Hillary Clinton in the 2016 election by over 4 million votes.White House spokesman Judd Deere echoed Trump's earlier remarks linking homelessness with liberal policies, saying "the president has taken notice of the homelessness crisis, particularly in cities and states where the liberal policies of overregulation, excessive taxation, and poor public service delivery are combining to dramatically increase poverty and public health risks."Like many big cities, Los Angeles has struggled with homelessness for decades, and the population on the streets has grown despite a robust economy. Filthy, drug-infested encampments line downtown streets, and homeless people often sprawl on the lawn of City Hall, with tents nearby. The mayor says 36,000 people in the city are homeless on any given night.Figures released in June showed a 16% jump in Los Angeles' homeless population over the last year. The jump came after the mayor helped convince voters in 2016 to borrow .2 billion to construct housing for the homeless.The mayor's office said the federal group visited several homelessness projects, including a recently opened shelter.On Tuesday, Sacramento County and the city of Sacramento joined the fight to overturn a federal court ruling barring municipalities from prosecuting homeless people for sleeping on the streets if there are no available shelter beds, The Sacramento Bee reported .The Trump administration provided no specifics on what its national homeless policy would entail.Taylor Griffin, a spokeswoman for House Speaker Nancy Pelosi, said, "Homelessness is a challenge to the conscience of our nation and a growing humanitarian crisis for communities across our country. LOS ANGELES (AP) — National Guard troops will be pulled out of California cities, including San Diego, where they’ve been deployed for a week after rampant violence and theft marred the first days of protests over the death of George Floyd. The announcement comes as peaceful demonstrations again emerged across the state.In San Diego County, about 100 National Guard troops had been stationed in La Mesa while another 100 were in an undisclosed area ready to move anywhere in the county. San Diego Sheriff Bill Gore requested the troops to assist with security following looting and rioting in La Mesa last weekend.RELATED: California Army National Guard now in San Diego County after sheriff's request"Tonight, [California Army Guard] troops have left [San Diego County]. LOS ANGELES (CNS) - Adopters from across North America will travel to LAX Sunday to welcome some very special new members of their families — dogs rescued from the Chinese dog-meat trade.Two flights will arrive Sunday carrying a total of 27 canines, who will find loving homes in the United States and Canada thanks to the efforts of No Dogs Left Behind — a nonprofit group that rescues dogs from slaughterhouses, dog meat trucks, wet markets, and illegal dog traffickers.Eighteen of the dogs are beagles, and they'll be staying with fosters who work with The Beagle Freedom Project, which is sponsoring the flight along with NDLB and New York-based Rescue Paw Foundation.The remaining nine dogs have already been adopted. They were chosen via emails, phone calls, and even video chats, and will be greeted at the airport on Sunday by their new families, including some who have waited almost a year to meet their new furry friends."It takes a special person to fall in love with one of these sweet survivors over pictures and videos," Brandy Cherven, NDLB's president of adoptions and transports, told City News Service. "They never gave up on their dogs, and we are forever grateful to them. We are overjoyed to finally get them home where they belong."Kristine Wallace, director of operations for NDLB, said Sunday "will be a very exciting and emotional time for everyone involved to see the survivors start their new life as cherished members of a new family."The second flight was arranged to accommodate two larger dogs, a Malamute named Timber and a three-legged Husky named Ingrid whose crates were too large to fit on the first flight.For all the dogs, it will mark the conclusion of a long ordeal that featured a post-rescue quarantine, an overseas flight, and Customs review at LAX.Jeffrey Beri, the driving force behind NDLB, has spent four years on the ground in China rescuing and rehabilitating dogs — the last 10 months under especially tough conditions amid the coronavirus pandemic.Once then animals are rescued, they are taken to NDLB's shelters in China, where they receive medical care, nutritional support, and physical and emotional rehabilitation to make them adoptable. NDLB currently has 150 rescued dogs at its shelters in Beijing, many rescued during the pandemic, and more transport flights are planned as soon as flight space allows.The Los Angeles flights follow two similar flights to JFK Airport in New York last month, where 79 dogs were welcomed by their adoptive families during the Thanksgiving holiday.According to NDLB, as many as 20 million dogs are slaughtered in China every year, most for human consumption and others because of the country's lack of animal welfare laws.The Beagle Freedom Project is a global animal rescue and advocacy nonprofit that is known for rescuing and re-homing animals used in experimental research.More information on the groups' rescue efforts can be viewed at bfp.org, and www.nodogsleftbehind.com. 2979
