SAN DIEGO (CNS) -- San Diego lifeguards and firefighters Sunday rescued a surfer who suffered a medical emergency while in the water in the Bird Rock area, authorities said.At 12:36 p.m., lifeguards and firefighters from the San Diego Fire- Rescue Department responded to the cliffs near Calumet Park about a surfer experiencing an unknown medical emergency, Lt. Andy Lerum of Lifeguard Services said.The man in his 60s experienced a possible heart-related ailment or seizure, but rescuers were not sure of the exact nature of his medical emergency, Lerum said.The man swam to the beach, where he collapsed and lifeguards began tending to him, the lieutenant said. He was taken by stretcher about 30 yards to the bottom of the cliff.Firefighters used the department's Rescue 44 truck, equipped with a crane, to lift the surfer from the beach to the top of the cliff, Lerum said. SAN DIEGO (CNS) - The eighth annual U.S. Sand Sculpting Challenge and Dimensional Art Expo will kick off Saturday along Broadway Pier.The three-day event will feature a dozen of the best sand sculptors in the world, including artists from the U.S., the Netherlands, Canada, Russia and South Korea. SAN DIEGO (CNS) -- San Diego City Council President Georgette Gomez said Monday she will propose extending the city's COVID-19-related eviction moratorium through next March.Gomez will ask for council support at Tuesday's scheduled council meeting to extend the deadline until March 31, according to a statement from her office.The city's current moratorium, which prohibits landlords from evicting renters and small businesses that are unable to cover their rent or lease payments due to financial hardship brought about by the pandemic, is slated to expire Sept. 30.Gomez says the pandemic's impacts have not yet declined enough to warrant lifting the moratorium this fall, particularly with 0 weekly federal unemployment benefits set to expire at the end of the month."When we passed the eviction moratorium in March, I hoped that six months would be enough for renters and small businesses to recover from the economic effects of COVID-19, or that our federal government would provide sufficient relief," Gomez said. SAN DIEGO (CNS) - San Diego Mayor Kevin Faulconer announced Monday he has directed city staff to delay full enforcement of parking regulations until Oct. 1, to provide more support for residents impacted by COVID-19.Parking enforcement has been limited to holiday or Sunday regulations in San Diego since March 16. During that time, the city has suspended citations for vehicles violating street sweeping parking restrictions, metered parking, time limits and yellow commercial zones. Citations have continued to be issued for vehicles parked illegally at red, white and blue painted curbs.Previously, restrictions had been scheduled to return on July 1, Aug. 1 and Sept. 1, but the ongoing pandemic has prompted a delay each time.According to Faulconer's office, before March the city processed an average of 42,000 parking citations per month. In April, the city issued 1,704 parking citations for violations of the holiday or Sunday regulations.Restarting parking enforcement is seen as one small step toward restoring San Diego's economy by allowing for increased turnover of customers in business districts, Faulconer has said. But extending limited enforcement of parking regulations will provide additional relief for residents impacted by COVID-19 shutdowns."We know many San Diegans are facing financial hardship during this difficult time, and the last thing we want to do is add another burden like having to pay for a parking ticket," Faulconer said.
