EL CENTRO, Calif. (KGTV) - Church leaders in San Diego, El Centro, and Brownsville, Texas were arrested Tuesday on suspicion of subjecting homeless people to forced labor, according to U.S. Department of Justice officials.U.S. Attorney for the Southern District of California Robert Brewer said those charged coerced the victims to give up their welfare benefits and forced them to panhandle up to 54 hours a week.Twelve people said to be leaders of Imperial Valley Ministries (IVM) are charged with conspiracy, forced labor, document servitude, and benefits fraud, said Brewer.“The indictment alleges an appalling abuse of power by church officials who preyed on vulnerable homeless people with promises of a warm bed and meals,” said Brewer. “These victims were held captive, stripped of their humble financial means, their identification, their freedom, and their dignity.” IVM is headquartered in El Centro and operates about 30 churches in the U.S. and Mexico including locations in Las Vegas, Phoenix, Los Angeles, Santa Ana, and San Jose. The church’s stated purpose is to “restore” drug addicts at faith-based rehab homes, the Department of Justice said in a news release. The church operated one group home in Chula Vista, along with others in El Centro and Calexico. Many victims were recruited in San Diego, officials said. Defendants include Jose “Chito” Morales of San Diego, Ana Robles-Ortiz, Jose Gaytan, Sonia Murillo, Arnoldo Bugarin, Azucena Torres (aka Susana Bugarin), and Sergio Partida of El Cajon, and Victor Gonzalez, Susan Leyva, Jose Diaz, Mercedes Gonzalez (aka Mercy Diaz), and Jose Flores of Brownsville, Texas. IVM leaders allegedly “inducted many to participate with offers of free food and shelter with the false promise that victims would be provided with resources to eventually return home,” according to the DOJ. The homeless people would check in to the homes and sign agreements to stick to the IVM rules such as “you are not to discuss things of the world” and “if any of the rules are broken there will be discipline”, DOJ officials said. Many victims claimed they were held against their will, officials said. The indictment claims church leaders used deadbolts to lock the victims into the homes, and confiscated identifications. Windows were also nailed shut at some group homes, according to the indictment. In one case, a 17-year-old victim broke a window to escape and run to a nearby home to call police. Prosecutors say church leaders also refused to allow a diabetic woman to obtain medicine and food in response to low blood sugar. She was able to escape and get help, officials said. In some situations, IVM members told the victims they would have to stay or they would face punishments, including having their children taken away from them, the DOJ said. Victims were also told loved ones had rejected them and they must stay because “only God” loved them, said officials. Punishments, including talking about the outside world, allegedly included the withholding of food. DOJ officials said IVM leaders also stole victims’ EBT cards and used them for improper purposes. (KGTV) -- A rally was held Monday afternoon in El Cajon to not only celebrate the holiday season, but to also call on local leaders to fully reopen businesses and schools.The “All I Want for Christmas is Freedom” rally took place at the El Cajon Centennial Plaza, located on 200 Civic Center Way.The event was organized by the group Re-Open San Diego and was a “free and safe family event to save the spirit of Christmas, enjoy food, shopping, listening to the Mayor of El Cajon [Bill Wells] play live music, and to advocate for fully reopening San Diego businesses and schools.”State Sen. Brian Jones, Rep. Darrell Issa, and Peggy Hall with TheHealthyAmerican.org will be among those speaking at the rally. Many say they believed businesses can reopen safely."Let these people get back to work and be safe, take care of their employees, take care of their customers and open up in a safe manner," Jones said. Monday’s rally comes nearly a week after a San Diego judge ruled two local strip clubs and all county restaurants could remain open despite California’s stay-at-home order for the Southern California region.The judge’s ruling, however, was blocked two days later by an appellate court until the ruling can be heard in court -- forcing restaurants to once again focus on take-out service. 1323

(KGTV) — A vehicle crashed into an East County restaurant Wednesday, before the driver fled on foot and left behind a massive mess.The vehicle careened through the Ali Baba restaurant at 421 E. Main St. before 2:30 p.m., before the driver fled the scene a short distance to park the vehicle and continued to flee on foot, according to El Cajon Police.No one in the building was injured, but photos from Thair Behnan, the manager of the restaurant, showed a massive mess of shattered glass and wall.The suspect was described as a Hispanic male, wearing a white shirt, and jeans.Anyone with information on the incident or who locates the suspect is asked to call El Cajon Police at 619-579-3311. 718

  

EL CAJON (CNS) - The husband of a pregnant woman killed when her car struck a tree after being rear-ended by an alleged drunk driver in Ramona testified Tuesday that he saw the accident in his rear-view mirror.Christian Foderingham's testimony came as a preliminary hearing got underway for Andrew Milonis, charged with murder, DUI and gross vehicular manslaughter while intoxicated in the May 14 death of 29-year-old Jessica Foderingham, who was eight months pregnant.The victim's husband testified that his wife was following him in her own car on San Vincente Road on the way to her grandmother's house on Mother's Day when he heard a loud bang, saw an SUV swerve onto a sidewalk and saw his wife's 2016 Dodge Dart slam into a tree in the center median.RELATED: Judge raises bail to M in Ramona fatal hit and run"It felt like my heart stopped," he said. "I ran back to her car."Christian Foderingham, a U.S. Marine, said he cut off the seat belt holding his wife's lifeless body in place and pulled her out of the car. Jessica Foderingham and her unborn daughter were pronounced dead later at a hospital.The husband said the force of the accident made it look like someone had taken a sledgehammer to his wife's lower body.According to the California Highway Patrol, Milonis was heading east on San Vicente Road when his 2011 GMC Yukon pickup rear-ended the victim's car near Arena Drive about 6:45 p.m.Milonis fled following the collision, then abandoned his vehicle about a mile away and called for a Lyft driver to give him a ride to a bar on Main Street, CHP public-affairs Officer Kevin Pearlstein said. Deputies found him at the tavern about an hour later and arrested him.According to court testimony, Milonis was arrested for DUI six months before the fatal accident when he allegedly drove drunk and hit a fence.The preliminary hearing will continue Wednesday. When it's over, Judge John Thompson will decide whether enough evidence was presented to order Milonis to stand trial. The defendant faces 40 years to life in prison if convicted. 2067

  

EAST COUNTY (CNS) - One vehicle overturned and another one ended up in a ditch in a collision today in Jacumba Hot Springs, the California Highway Patrol said.The two-car collision happened at 12:22 p.m. on eastbound Interstate 8 near Carrizo Gorge Road, the CHP said.A gray Chevy Silverado and a black Lexus sedan collided and landed in the center divider. The Silverado overturned but all of the occupants got out of the vehicle, according to a CHP incident log.Tow trucks were called to the scene. There was no immediate information on the condition of people in both vehicles.A CHP dispatcher said two officers were investigating the accident and still at the scene as of 1:15 p.m. 693
