SAN DIEGO (KGTV) - Dockless scooter users can now ride without a helmet as long as they are over the age of 18. A new law signed by Governor Jerry Brown went into effect January 1 lifting the helmet requirement for adult scooter users. AB 2989 removes the mandate for riders of motorized scooters to wear a bicycle helmet as long they are older than 18. It also forbids riding a motorized scooter on highways with a speed limit greater than 25 mph and roads with a speed limit greater than 35 mph, unless there is a marked bikeway. DUI laws still apply to scooter users and riders must have a valid driver’s license or permit. Helmets are required for those under the age of 18. People can still be cited for lying the scooter down on a sidewalk to impede traffic or riding scooter with a passenger. 807

SAN DIEGO (KGTV) — Despite ongoing efforts by the county and health systems to roll out the new COVID-19 vaccine, experts say communities of color find it challenging to trust the system.Roberto Alcantar with the Chicano Federation says tackling a mindset may be harder than tackling the virus."Historically, we have seen that in the black and brown community, there has been a general distrust of government," Alcantar said.New data from the Pew Research Center shows that only 42% of Black Americans say they would get a COVID-19 vaccine once it is available. In comparison, 61% percent of white, 63% of Hispanic, and 83% of Asian populations say they would get the vaccine. Not because they are anti-vaxxers. Instead, many attribute that number to the Tuskegee Syphilis Study."Horrific stories that we've heard about medical trials in the Black community back in the 1950s and 1960s in which they were things being done without their awareness," Alcantar said.It was a 40-year experiment that affected more than 600 black men who were told by the American government they were getting treatment for syphilis and other illnesses. When in reality, even after treatment was found, the men continued to get unrelated injections."So there's a lot of justification for that mistrust," Alcantar said.Locally, Latinos make up the most positive COVID numbers. But Alcantar says the level of confidence in a new vaccine is still low. He says whether it is lack of access, information, or trust, Latinos have historically sought out less care, and the pandemic has only highlighted medical inequities. That is why he believes it is important for community organizations to work with the government, not to force on the vaccine or sway people's opinions, but to build trust."There's a lot of work to do in regards to trust in government," Alcantar said. A highly specialized group of employees at public utility plants who have jobs that are impossible to do at home are some of these workers. Some workers at the Claude "Bud" Lewis Carlsbad Desalination Plant are going above and beyond to make sure our drinking water is safe from the coronavirus. When we think of heroes during this coronavirus pandemic, we immediately think of medical staff, grocery workers, and delivery people. But remember to thank those who continue to provide water. "The plant cannot run without these operators," Jessica Jones, communications director at the desalination plant said. They have been living at the Carlsbad Desalination Plant since last Thursday. For 21 days, they will be on 12-hour shifts and sleeping in their RV's parked inside the facility."Being completely locked down is the only way we can ensure that these operators remain healthy," Jones said.Having no human contact with the outside world, these quarantined employees will get food delivered to them at the gate. "All treatment plants have multiple processes that will either kill or inactivate bacteria, viruses, and other contaminants in the water," Jim Fisher, director of operations and maintenance at the San Diego County Water Authority, said. SAN DIEGO (KGTV) - Green Flash Brewery has been sold to a new investment group, continuing a turbulent start to the year for the San Diego-based brewery.The company announced Monday the finalized sale to the group made up of "individuals with extensive experience" in craft beer and food and beverage industries.In a letter to shareholders published on The Full Pint, CEO Mike Hinkley said the company's lender, Comerica Bank, had "foreclosed on its loans and sold the assets of the company ... to WC IPA LLC."RELATED: National City adopts 'craft beer ordinance' to attract breweriesGreen Flash had reportedly taken on a loan for the development of a Virginia Beach, Va., brewery, which has also closed."As such, the Company no longer owns the Green Flash and Alpine businesses. SAN DIEGO (KGTV) - Hundreds are getting tested for coronavirus before Thanksgiving hoping to keep their family safe. Medical experts say it's not necessarily going to work.The lines were hours long in front of a Linda Vista testing site, just as long at sites around the county Sunday."There's a worrisome reason for that, people are planning to go visit their older relatives and they think they're going to be 100% safe," Dr. Davey Smith, Chief of Infectious Diseases at UC San Diego said getting tested Sunday or any day leading up to Thanksgiving could give you a false negative."If I get tested now, it doesn't mean that I'm not infected, it just means that I'm not actively shedding the virus," Smith said.According to the CDC the incubation period for the virus is 2-14 days."I thought Halloween was going to be the scary part of the year but November, December, January are just going to be really tough I think. We've got Thanksgiving coming up, then we have Christmas coming up and then New Year's and everybody is tired of being on lock down, it breaks my heart," Dr. Smith said leaning back in his chair.Data shows after each holiday this year, we've seen a spike in cases.The CDC and Dr. Smith urge everyone to gather virtually, or in small groups outside, socially distance and wash your hands often.We all know 2020 has been the year of sacrifices and Dr. Smith feels it too, "I'm really grateful for my niece who I have not met yet, because of the pandemic, I am so excited, I get pictures every day, so I'm pretty happy."All of us hopeful next year we can all be with our loved ones."If we can just get through the winter, I promise these vaccines and treatments are really going to change everything and that just means there will be more of us to celebrate next year," Dr. Smith said. 1811
