SAN DIEGO (CNS) -- Unemployment numbers continue to decrease across San Diego County from a high of 25% in May, a report released Thursday from the San Diego Association of Governments found.The region's unemployment rate is estimated to be 15.9%, the SANDAG report found, 1.8% lower than the previous week and 9.1% lower than this time last month.According to the report, the number of unemployed people in the county began to drop when Gov. Gavin Newsom announced the state was moving into Stage 2 of his four-stage reopening roadmap on May 8. The report also credits local politicians for getting people back to work."Elected officials in the San Diego region have worked aggressively to help businesses reopen as quickly as possible, which contributed to approximately 150,000 workers returning to work in the past month," a summary of the report said. "However, there are still roughly 270,000 unemployed people in the region (down from 425,000 in early May)."San Diego County moved into Phase 3 of reopening in early June, which allowed in-store retail, restaurants, manufacturing facilities, hair salons and barbershops, bars, zoos, movie theaters and hotels to resume operations with appropriate social-distancing rules in place. On June 19, nail and facial salons and tattoo and massage establishments were allowed to reopen.The unemployment rate of 15.9% in the region is still 50% higher than it was at the peak of the Great Recession -- 10.8% in 2009 -- which signals that there is still a long way to go to return to the unemployment levels recorded in March 2020, before the start of the public health crisis.The most affected ZIP Codes remain those in the southern and central part of the region. The five ZIP Codes still experiencing the highest unemployment rates are Golden Hill, College Area, City Heights, San Ysidro and Logan Heights. These areas have an average unemployment rate around 20%.The five ZIP Codes with lowest unemployment rates are Del Mar, Carmel Valley, Rancho Santa Fe, Chula Vista NE and Rancho Bernardo W. SAN DIEGO (CNS) - Two researchers, including one from the Scripps Institution of Oceanography at UC San Diego, are in Antarctica in an effort to uncover the planet's oldest ice.The research trip is part of a cordial international race to find the ice, which will give geologists and climate scientists new insight into Earth's climate history. Scripps paleoclimatologist Jeff Severinghaus and University of Minnesota-Deluth geologist John Goodge arrived this month at an ice-drilling outpost at McMurdo Station, Antarctica.In October, Severinghaus and researchers at Princeton University published a study in the journal Nature analyzing a two-million-year-old ice core. However, that core was incomplete in its historical portrait of ancient air. They believe their 50-ton drill could secure a 50-meter ice core with a full timeline of the continent's geologic development. Eventually, it could be used to dig to the continent's bedrock, which dates back 3 billion years.In addition to each other, geologists and climate scientists in the southern hemisphere are in a race against nature, as climate change continues to melt Antarctic ice and cause sea levels to rise, particularly on the continent's western edge, according to Goodge."The bigger question is what's happening in East Antarctica because there's a lot more sea level rise potential if it begins to melt as well," he said. "So we really need to understand what those conditions are."Once collected, the researchers will pack the ice samples in boxes until January, when the Antarctic sea ice thaws and the samples can be shipped to Port Hueneme in Ventura County. They will then be transported to the National Science Foundation's Ice Core Facility in Lakewood, Colorado, for study in late spring. 2439

SAN DIEGO (KGTV) - A bluff that overlooks Beacon’s Beach in Encinitas is on the brink of collapsing, which could mean changes for the walking trail that leads visitors down to the beach. The City of Encinitas says the bluff is at risk. There is a low-lying failure and the bluff could fall, taking the walking trail with it.“We’ve been told by our experts that there is a chance that the slide could happen at any time,”says Brenda Wisneski, Developmental Services Director for the City of Encinitas. Visitors at Beacon’s Beach say they feel the walking trail makes the beach different from others. “It’s one of my favorite beaches in all of San Diego. A part of that is because of the access, this trail is highly unique and it's not stairs,” says Mark Tayer. The city has a proposal to add a staircase south of the entry to the trail.“That is the most safe, the most secure. It requires a minimal amount of stability at the base of it,” says Wisneski.Wisneski says the city also has plans to move the parking lot back from the failure area. This could mean fewer parking spaces for visitors. The city hopes to begin construction in the fall of 2019. The proposal will go to the planning commission next. The trail will stay there until it poses a safety issue to visitors. On Wednesday, the City of Encinitas will have an open house where members of the community can voice their concerns. SAN DIEGO (KGTV) — A class-action lawsuit against the University of San Diego wants the school to refund students some tuition fees following the move to virtual learning.The lawsuit, filed by two students, claims the college owes students some of their tuition and fees back due to the switch to virtual learning.The suit says that when the school switched to virtual learning in Spring 2020, students were still charged full tuition even though "USD could no longer provide the promised hours of instruction." The lawsuit claimed that USD also increased its tuition on top of that."Similarly, students paid fees for services and access to facilities and equipment over the full semester. Though USD provided these services and facility/equipment access for only part of the semester, and could not provide them for the full semester, USD demanded that students pay fees for the entire semester," lawsuit documents state.A spokesperson for USD told ABC 10News they have not been notified of or served with the lawsuit.The lawsuit is seeking a "prorated portion of the tuition, fees and other related costs, proportionate to the diminished value of online classes and the amount of time in the Spring 2020 and following semesters when USD ceased in-person classes, campus services and access to campus facilities, continuing through to such time as USD reinstates in-person classes" for the two students who filed the lawsuit and "all others similarly situated." 1470

SAN DIEGO (KGTV) — A group of local doctors slammed San Diego's Board of Supervisors for not denouncing reported intimidation of the county's public health officer.The San Diego County Medical Society issued a statement, saying they are, "extremely disappointed by the failure of the Members of the San Diego County Board of Supervisors to stand up against the personal abuse, attempted intimidation and doxing of our County Public Health Officer, Dr. Wilma Wooten."SDCMS pointed specifically to public testimony at the BOS' hearing on Tuesday, during which a caller revealed Wooten's address.
