SAN DIEGO (KGTV) — A measure that would increase property tax bills to pay for thousands of affordable housing units has moved closer to the November ballot.On Tuesday, the San Diego City Council voted 6-3 to support what's called a resolution of necessity about the measure. It directed city staff to prepare language for the council to approve for the November ballot.The San Diego Housing Federation, which brought the measure forward, says it would pave the way for an estimated 7,500 affordable housing units. Of those, 5,000 would be for the homeless and those at risk of becoming homeless, while another 2,500 would be for low-wage working families. "Our hearts say we need to do this and frankly it is cheaper to put people in housing than it is to flood them with emergency services."The proposal would raise property taxes on average 19 cents per ,000 of assessed value, taking a gradual approach over about seven years. Once it is fully in place, an owner of a median priced home of 0,000 would pay an average of about 0 per year. The measure would require a two-thirds majority vote. James Douglas, a downtown resident, said something needs to be done to help the homeless, but he lamented his own high rent. SAN DIEGO (KGTV) -- A San Diego county father is speaking out about his family's close call caught on video during an off-road race down in Baja, but the driver behind the wheel says it's not what it looks like. Earlier in April, Matt Scarpuzzi of Alpine and hundreds of other drivers were participating in the "San Felipe 250" when he says another driver deliberately drove through a group of spectators, including his wife and two young children. In this type of racing drivers can deviate from the set course as long as they make it to the checkpoints, so technically it wasn't against the rules."I couldn't believe that was the best decision, in my opinion, it jeopardizes the fan safety and it jeopardizes a sport that I love," said Scarpuzzi.The man behind the wheel, B-J Baldwin, spoke to 10News and said it looks worse than it actually was.  "I had 100 percent visibility, I knew where everybody was at, knew everybody was safe. Again I was only going about 2 miles an hour when I drove through these tents," Baldwin said. He posted the video on his Facebook page and offered to replace anything he damaged. "I assured everybody that no one was in danger and I was very very careful when trying to re-enter the course and access the course," said Baldwin.  1317

SAN DIEGO (KGTV) - A power outage affected thousands San Diego Gas & Electric customers in the Ocean Beach area and SeaWorld late Friday.The outage was reported just before 4 p.m. It wasn't immediately clear what led to the outage.SeaWorld said the power outage was short lived and only affected the central and west areas of the theme park. No guests were trapped on any rides or injured and all animals were okay, according to the park.UPDATED TRAFFIC CONDITIONSThe outage also hit a portion of San Diego International Airport. Officials say power has since been restored but had affected Terminal 2 and the Rental Car Center.In total, about 15,000 customers have been affected, according to the power company. Crews were able to restore all power as of 5:40 p.m., according to SDG&E. 822

SAN DIEGO (KGTV) - A heartbroken dog owner is demanding answers from a motel in Mission Valley.Mary Prevost left her 4-year-old German Shepherd alone her room Saturday night when she went to dinner then found out later it had been hit and killed on Interstate 8.“I opened my door and my dog wasn’t there,” said Prevost, “I ran down to the front desk and said my dog wasn’t there and the woman said around 8:30 they had seen a dog running around in the parking lot.”Prevost says the motel staff said they tried calling her but they had dialed the wrong number.The dog owner then drove around Mission Valley as Saturday night turned into Sunday morning — then animal control rang.“She apologized and said that a dog that fit my description with a red collar had been hit on the highway and she was on the side of the road,” said Prevost through tears.“I planned to take her to Coronado beach the next day and instead I picked her up dead on the highway,” said PrevostPrevost had 4-year-old Valkyrie cremated on Sunday, but now she is grappling with Motel 6 management about how this happened.Prevost says the motel's risk managers told her the dog likely opened up the door on its own.“If they just called me or animal control or the police,” said Prevost, ”I could have gotten her because she was alive.”She says the hotel has video of the dog wandering the motel and the parking lot, but they won’t let her see it.Motel 6 has denied multiple requests by 10News for comment.Prevost says it just doesn’t seem fair to blame the dog.“The problem is even if she got the door open,” said Prevost, “they just let her go.” 1622

SAN DIEGO (KGTV) -- A Navy SEAL was sentenced Tuesday after pleading guilty to molesting his relative in California.Gregory Kyle Seerden pled guilty to seven counts of molestation following a preliminary hearing in which the victim testified. According to the court, the abuse happened while Seerden was a Navy SEAL stationed in San Diego. "We can start healing today by making him answer for his crimes every day for the rest of his pathetic existence," Alicia Reppert said, reading a prepared testimony.Reppert is Seerden's ex-wife. She said on the stand, that her daughter endured abuse from her father, starting from when she was five years old. The Deputy District Attorney said the girl mustered up the courage to report her father's crimes in 2015. At the pretrial hearing in May, the now 12-year-old testified in front of a judge. The testimony was so powerful, Seerden pleaded guilty to seven of the nine counts of molestation, without going to trial. He was sentenced to 60 years in prison. Seerden is already serving a 27-year federal sentence for manufacturing child pornography. In 2017, Seerden was accused of of raping a woman while serving in the Navy in Virginia. When authorities searched his cell phone, they found child pornography, including a video of him abusing another 5 year-old relative, while she slept. "In California, you can use that evidence to corroborate molestation in this case," Deputy DA Amy Colby said. Seerden was arrested on April 3, 2017, for the case involving child pornography.
