BEIJING, Nov. 19 (Xinhua) -- Chinese top legislator, Wu Bangguo, met here Wednesday with visiting speaker of the Slovak National Council, Pavol Paska, calling on the two sides to step up inter-parliamentary cooperation to further boost bilateral relations.     Wu, chairman of the Standing Committee of China's National People's Congress (NPC), China's top legislature, highlighted China-Slovakia relations, noting that the ties already entered into a phase of development.     Citing Slovakia as one of the fastest growing member states in the European Union (EU) and China as the biggest developing country in the world, Wu said that the two share a solid foundation for further cooperation. Wu Bangguo, chairman of the Standing Committee of the National People's Congress(NPC), meets with Pavol Paska, the speaker of the National Council of the Slovak Republic, in the Great Hall of the People in Beijing, China, on Nov. 19, 2008    He added, China is willing to explore new approaches to expand cooperation in an aim to optimize the two-way trade structure and increase mutual understanding between the two businesses.     "We should give full play to the two business communities and help them promote bilateral trade relations to a higher level," Wu said.     Paska said that Slovakia attaches great importance to its ties with China and hopes to learn China's successful ways of boosting national development. It also wants to forge cooperation with China in fields such as infrastructure.     He noted that Slovakia, as a new EU member state, is willing to play a role of bridging the EU-China strategic partnership for further development, reiterating that Slovak parliament and government will continue to cohere to the one-China policy.     The two sides also exchanged their views on inter-parliamentary cooperation, agreeing to push forward collaboration among parliamentary special groups and exchanges of the young parliament members in an effort to generate contribution to the new growth of the bilateral relations.     Paska arrived here Monday for a 5-day visit to China as Wu's guest.

DOHA, Nov. 29 (Xinhua) -- China on Saturday called for efforts to create global development partnerships and urged the international community to take practical steps to help developing nations in confronting the ongoing global financial crisis.     Vice Chinese Foreign Minister He Yafei, as the special envoy of Chinese President Hu Jintao, made the remarks at the plenary session of the U.N.-sponsored Follow-up International Conference on Financing for Development.     The spreading international financial crisis, coupled with the complicated and grave international economic situation, is posing a challenge to efforts to implement the Millennium Development Goals, He said.     The international community should approach the issue of financing for development from an overall and long-term perspective, establish partnerships for global development and take practical steps to help the developing countries.     On the issue of financing for development, a balance needs to be struck in the following points, He said.     Special attention should be given to efforts to minimize the impact of the financial crisis on developing countries, so as to maintain a good balance between stabilizing the financial market and helping vulnerable countries and communities.     Moreover, relevant parties should do more to promote global economic growth and stability, and stand firm against protectionism in efforts to conclude the Doha round of negotiations at an early date, he said.     He also urged the developed nations to fulfill their commitments on aid, and offer debt forgiveness and technology transfers to the developing nations.     While seeking solutions to the longstanding problem of development deficits, countries around the world should also mobilize new and extra funds to effectively cope with such emerging challenges as energy security, food security and climate change, He said.     On crisis response and prevention, He called on countries worldwide to continue their efforts in stabilizing the financial market as well as in building a just, equitable, inclusive and orderly international financial system.     Efforts should be made to carry out necessary reforms of the existing international financial system and its governance structures in a timely, gradual, comprehensive and balanced manner, He added.     The United Nations, the most authoritative international organization in the world, should continue to play its leading role in financing so as to encourage the international community to make bigger investments in development, he noted.

BEIJING, Nov. 17 (Xinhua) -- As mass layoffs and labor disputes become more frequent when global economic slowdown wipes out more companies from business, Chinese government has urged local authorities to make best efforts to properly respond.     The top priority should be given to ensuring stable employment, said China's Ministry of Human Resources and Social Security (MOHRSS) in a notice issued on Monday.     Investigation should be carried out concerning individual companies' possible layoffs, especially labor-intensive factories, it said. The labor situation of companies that go bankrupt should be closely monitored.     In October, Local government in Dongguan of Guangdong Province, where many labor-intensive companies located, took out more than 24 million yuan (3.5 million U.S. dollars) to compensate for the salaries of over 7,000 workers, who was left helpless when a company owner secretly fled.     Emergency plans should be formulated in order to better prevent and deal with incidents involving a large group of unemployed workers, and make sure to report to higher level of the government and make appropriate arrangement as soon as possible, it said.     An efficient and convenient channel should be created for people to appeal for arbitration of labor disputes, so as to resolve major or mass disputes in time, it said.     The notice also required that arrangements be made to guarantee unemployment insurance, encourage reemployment, and better serve the migrant workers.

BEIJING, Oct. 18 (Xinhua) -- China's new rules on foreign media reflected the country's determination to carry on the policy of opening up to the outside world, a senior information official said here Saturday, hours after the issuing of the new rules.     Wang Chen said this in a ceremony for the establishment of "Israel Epstein Research Center" of Qinghua University.     Wang pointed out that the new rules draw on the experience of providing service and managerial assistance for foreign correspondents during Beijing Olympics, and they will make foreign correspondents reporting activities in China more convenient.     "Chinese government welcomes foreign media and reporters, and we hope more stories about the country will be told to the world. We will spare no effort to provide help and service to them," he said," meanwhile, we hope foreign media and reporters could abide by Chinese laws and professional morals, to report unbiasedly and justly, so to promote understanding and cooperation between China and the rest of the world."     According to the new rules, foreign reporters wishing to interview organizations or individuals in China no longer need to be received and accompanied by the Chinese organizations.     An item in the old version was also cancelled, which asked foreign reporters to get approval from the local government's foreign affairs department when they wanted to do reporting in the regions open to them.     Seymour Topping, a famous journalist from the United States and the former administrator of the Pulitzer Prizes, told Xinhua that the removal of the restrictions on foreign correspondents may mark an important progress of China,     China should learn to tolerate the judgement of the outside world, be it positive or negative. BEIJING, Oct. 28 (Xinhua) -- The 11th National People's Congress (NPC) Standing Committee, China's top legislature, concluded its fifth session on Tuesday after passing new laws and international treaties.     It adopted an amendment to the fire control law and passed a law designed to protect state-owned assets from being illegally seized.     The session also ratified a bilateral treaty on extradition with Portugal.     The 21-article treaty was signed by Vice Foreign Minister Zhang Yesui and Portuguese Foreign Minister Louis Amado in Beijing on Jan. 31, 2007.     The top legislature session also ratified an amendment to the Convention on the Physical Protection of Nuclear Material, the Convention on International Interests in Mobile Equipment, and the Protocol thereto on Matters Specific to Aircraft Equipment.     NPC Standing Committee Chairman Wu Bangguo said the legislature would continue working on an amendment to the country's law on food safety, which is being revised following a nationwide toxic milk scandal.     The session publicized a draft of amended law on earthquake prevention and disaster reduction to receive suggestions from all circles.     Wu Bangguo said at the session that to promote the judicial fairness and public supervision is a long-term task and called for more efforts in this regard.     He urged lawmakers to live up to their responsibilities to provide more useful and effective advices or suggestions to the top legislature, including those on macro-control of the economy.
